CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. He hopes the ministers can play an active role in promoting the progress of the conference.A 70-strong-member delegation of the Chinese government, headed by Xie Zhenhua, deputy director of the National Development and Reform Commission, is cooperating with other parties to seek a solution to global warming in Cancun.The Cancun talks, from Nov. 29 to Dec. 10, are aimed at finding solutions to global climate change. It has attracted about 25,000 participants from governments, businesses, nongovernmental organizations and research institutions in nearly 200 countries.

CHANGSHA, Dec. 30 (Xinhua) -- A former Party discipline chief in a central China city was executed Thursday after being convicted of multiple counts of crime, said a local court.Zeng Jinchun, former secretary of the Chenzhou Municipal Commission for Discipline Inspection of the Communist Party of China (CPC) and vice secretary of the CPC Chenzhou Municipal Committee, was executed by shooting, said a statement from the Intermediate People's Court of Changsha City, capital of the central China's Hunan Province.Zeng was found guilty of taking more than 31 million yuan (about 4.7 million U.S. dollars) in bribes alone or along with others since the latter half of 1997 through to September 2006, said the court source.In return, he gave the bribers mine contracts and job promotions.Zeng had assets worth around 9.5 million yuan which he couldn't account for.He was sentenced to death by the Intermediate People's Court of Changsha City in November 2008 for accepting bribes and failing to account for his assets.The Hunan Provincial Higher People's Court rejected Zeng's appeal in July 2009. The Supreme People's Court had approved the death sentence handed down to Zeng, said the statement.

LUANDA, Nov. 20 (Xinhua) -- China and Angola announced Saturday that they have decided to establish a strategic partnership to continue shoring up bilateral cooperation.The leap forward in China-Angola ties came after visiting Chinese Vice President Xi Jinping met with Angolan President Jose Eduardo dos Santos and held talks with Vice President Fernando da Piedade Dias dos Santos.Both sides agreed, they said in a joint communique, that China and Angola are strategic cooperation partners, and that boosting their comprehensive collaboration serves the fundamental and long-term interests of both nations.In line with this understanding, and in order to grasp the opportunities and meet the challenges in the new international landscape, Beijing and Luanda decided to establish a strategic partnership, the document added.The two sides also expressed satisfaction with the steady improvement of their mutual political trust, the continued expansion of their cooperation in trade, culture and many other fields, and the increasingly close coordination on regional and global affairs.Looking ahead, the two sides agreed to continue high-level dialogues, further exchanges between governments, legislatures and parties of the two countries and better communications on bilateral ties and other major issues of mutual concern.Meanwhile, Beijing and Luanda are committed to hammering out a proper mechanism to guide bilateral cooperation at the earliest possible date, and harmonizing their cooperative system with future developments of bilateral relations, according to the joint communique.The two sides also agreed that both countries will constantly improve their cooperation mechanism and enhance the level and quality of their economic and trade cooperation, based on the principles of mutual benefit and common development.The two sides, the document said, will continue to encourage and support their enterprises and financial institutions to expand bilateral trade and investment, giving priority to strengthening cooperation of mutual benefit in such areas as agriculture, industry, infrastructure, urbanization, energy and mineral resources exploration.Also, the two sides will deepen their cooperation in multilateral mechanisms, like the Forum on China-Africa Cooperation, and the Forum on Economic and Trade Cooperation between China and Portuguese Speaking Countries, it added.Additionally, the two sides agreed to further strengthen their exchanges and cooperation in the humanistic area, including education, health, science and technology, sports and journalism as well as human resources training.The two sides reaffirmed that both countries share consensus in areas like safeguarding the common rights of developing countries,and making the international economic order more reasonable and fair.The two sides also will continue to strengthen their consultation and cooperation in such international organizations as the United Nations, the World Trade Organization and maintain coordination on the major international and regional issues, the joint communique said.During Xi's visit, the two sides signed various documents to strengthen and expand cooperation between the two countries.The joint communique also said that Xi's Angolan counterpart has accepted an invitation of the Chinese vice president to visit China.

  

BEIJING, Dec.25 (Xinhua) - Chinese Vice Premier Zhang Dejiang on Saturday called for speeding up China's industrial restructuring and improvements in scientific innovation to set the foundation for building a well-off society.Zhang made the remarks while delivering a speech at a national work conference on industrialization and information-based economy.Zhang stressed that China should step up its industrial restructuring and strengthen its competitiveness in the next five years by improving the manufacturing sector, nurturing the emerging industries with strategic importance, developing producer service industries, optimizing enterprise structures and establishing a modern industrial system.Scientific innovation is the key to industrial restructuring, while raising information levels is also an important measure, said Zhang.China should also boost green industries and low-carbon economies to embark on a road of sustainable development, he said.

  

BEIJING, Nov. 13 (Xinhua) - China's urbanization would boost domestic demand by 30 trillion yuan (4.5 trillion U.S. dollars) by 2030, an official from a top think tank said Saturday.The country's urbanization expansion promises a huge potential in domestic demand, which will assure a stable economic development for China even if exports decline, Han Jun, vice director with the State Council's Development Research Center (SCDRC), said at a forum, adding that the urban migrants' demand for housing is likely to become the largest driving force for China's economic growth in the future.Additionally, Han noted that the core issue in China's urbanization is to allow farmers-turned-migrant workers to become permanent urban residents.In the Communist Party of China (CPC) Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015), which was issued last month, authorities stressed that accelerating urbanization would be an important mission during the next five years.Data from the SCDRC indicates that China's urbanization rate hit 46 percent by the end of 2009, and will reach 63.6 percent by 2030, with the urban population standing at 930 million.
