BEIJING -- The Chinese government on Sunday promulgated a revised decree to strike the activities of driving up prices through hoarding or cheating.The revision was made on the basis of regulations passed in 1999 and amended in February 2006 by the State Council.The new decree, effective as of Sunday, raises the maximum fine to 1 million yuan(US,000), which almost triples the sum in the old regulations, for those who manipulate market prices and ignore the prices advised by the government under emergencies.Commercial associations which deliberately spread rumors on price information can be fined at a maximum of 500,000 yuan. Those who severely violate the decree may have their legal certificates revoked.The State Council and local governments can set profit ratios or price ceilings for key items of goods and services when prices rise too sharp, according to the decree.

BEIJING -- China's first lunar probe Chang'e-1 will fly to the moon orbit with no more orbital corrections, a scientist told Xinhua on Saturday.Tang Geshi, a scientist with the Beijing Aerospace Control Center (BACC), said that the center will order the satellite to apply the first break at about 10:00 on Monday with no more planned orbital corrections.BACC carried out an orbital correction of Chang'e-1 on Friday, about nine days after its launch. "The correction has made the satellite run accurately in the transforming orbit heading to the moon, and another correction planned on November 4 will be unnecessary," Tang said.The Chang'e-1 lunar probe has been flying at a speed of 500-meter per second to the space where the moon's gravity could capture it.It has completed four orbital transforms and one halfway correction and is expected to enter the moon orbit on November 5.China's first lunar probe, Chang'e-1, named after a fairy-tale Chinese goddess who flew to the moon, blasted off on a Long March 3A carrier rocket on Oct. 24 from the Xichang Satellite Launch Center in southwestern Sichuan Province. 

CHENGDU: Thick fog continued to blanket parts of western and central China Sunday, causing traffic accidents, flight delays and highway closures.Plunging visibility from the bad weather delayed more than 150 flights and left 12,000 passengers stranded Sunday in the Shuangliu International Airport in this capital of Sichuan Province, airport officials said.The airport was closed for nearly nine hours Sunday morning before a flight to Tibet took place at 11:10 am."Full operations did not return to normal until more than an hour later when the first flight from Shenzhen in Guangdong Province landed here," airport publicity department official Liu Gang told China Daily."It was the second day visibility in the airport had been at about 10m."On Saturday morning, a heavy fog fell on Chengdu, shrouding its downtown areas and six suburban counties with a visibility of under 50m.The airport itself was closed for eight hours that day, with 121 flights delayed and 11,000 passengers stranded.Sichuan weather bureau deputy chief Zhong Xiaoping said environmental pollution was a major cause of the fog.Zhong advised citizens to take buses more often, save energy, cut car exhaust, and play a part in the recycling of waste materials.More than 10,000 vehicles were stranded from the fog on highways Sunday, about 4,000 more than the day before, the Chengdu Transportation Bureau said. A top energy team under China's cabinet is drafting a strategy to increase access to sustainable energy among the rural poor.The plan will be based on research of other countries' experiences and is scheduled for release next year, the United Nations Development Program (UNDP) announced on Friday.The UN agency will help the Energy Leading Group affiliated with the State Council to attract global energy experts to work on the draft."We want to help the (Chinese) government come up with a viable rural energy strategy, which may serve as a role model for other developing countries," Shen Yiyang, program manager of UNDP's Energy & Environment Team, told China Daily.Details of the draft's contents were unavailable.Ma Xiaohe, vice-president of the Academy of Macroeconomic Research under the National Development and Reform Commission, confirmed that an overall rural energy strategy is being developed.Energy demand in rural areas is expected to increase rapidly in the run-up to 2030, he said.Rural energy consumption is expected to reach between 1 and 1.4 billion tons coal equivalent by 2015, compared to 370 million tons in 2000.The supply of commercial energy - electricity, coal and natural gas - is expected to meet two-thirds of rural areas' energy demand. Energy sources located in the countryside will supply the other third, Ma said.Currently, renewable energy accounts for only a small amount of rural energy supplies. But according to Ma, green energy will reach 400 million tons of coal equivalent by 2020.The country has set a goal of raising the ratio of renewable energy in the total energy supply to 15 percent by 2020, compared to the present 8 percent.
