One hundred people have been charged in connection with a large-scale fentanyl, carfentanil, heroin, and cocaine trafficking ring that has operated between Cuyahoga and Columbiana counties in Ohio since 2014.According to Ohio Attorney General Mike DeWine, the amount of fentanyl and carfentanil that was allegedly trafficked into the area "was enough to kill every single person in Columbiana County, plus every man, woman, and child in 11 other nearby counties."Investigators say the people charged are responsible for funneling the equivalent of approximately 1 million potentially fatal doses of carfentanil and approximately 350,000 potentially fatal doses of fentanyl into Columbiana County alone.Authorities began serving arrest warrants as part of "Operation Big Oak" on Monday.Three Cuyahoga County men, who are the alleged ringleaders of the operation, are accused of operating the drug ring as part of the “Down the Way” criminal street gang.  The men are all facing multiple charges related to the trafficking of fentanyl and the trafficking of heroin and/or cocaine.A fourth Cuyahoga County man, who was also identified as an alleged ringleader of the organization, is accused of trafficking carfentanil, fentanyl, heroin, and cocaine as part of the drug operation.According to investigators, the four suspects allegedly sold the drugs to dozens of mid-level traffickers who then sold the drugs across Columbiana County.A total of 51 alleged mid-level traffickers from Columbiana, Cuyahoga, Tuscarawas, and Mahoning counties are also facing one or more charges related to the trafficking of fentanyl, carfentanil, heroin, or cocaine. Forty-five lower-level suspects were also indicted after investigators found that they allegedly contributed to the actions of the drug trafficking organization.Two suspects are charged with felony assault for allegedly exposing East Liverpool Police Officer Chris Green to fentanyl during a May 2017 traffic stop conducted as part of the investigation into this drug trafficking ring. (KGTV) - As many as 700 wild rats, along with dogs, rabbits, a parrot and a cat were found living in an Ojai home at the center of an elder abuse investigation, Ventura County Sheriff’s deputies said Wednesday. Deputies were first alerted to the situation on Mar. 13, when they responded to a “check-the-wellbeing” call initiated by Ventura County Adult Protective Services. APS officials suspected Catherine Vandermaesen of not properly caring for her 96-year-old father, who lived at the home with Vandermaesen and her 74-year-old sister. Deputies who went to the family’s home said the smell of ammonia and urine was detectable 20 feet away from the house. Vandermaesen, they said, refused to let them into the home. A task force of Ojai deputies and detectives said Vandermaesen allowed her father and the animals to remain in conditions not fit for living. Vandermaesen’s father was taken to the hospital and is now under the care of Ventura County Adult Protection Services. Vandermaesen’s sister was also treated at the hospital for unknown reasons and gained temporary housing. Animal Control officials impounded the animals, including 55 rats, but estimated as many as 700 more rats were still loose in the two-bedroom home. Ojai Code Enforcement officials yellow-tagged the residence as a danger to occupants. Vandermaesen was arrested on suspicion of felony elder abuse and misdemeanor failure to care for animals. 1446

OTAY MESA (CNS) - Border Patrol agents stopped a car in Otay Mesa and arrested five people, including a man who claimed to be a national guardsman from California, for alleged human smuggling, a Customs and Border Protection officer said Saturday.Around 3:45 p.m., Border Patrol agents stopped a car near the intersection of Alta Road and Otay Mesa Boulevard, according to Customs and Border Protection Officer Ralph Desio. The area is about a mile north of the U.S.-Mexico border.Agents interviewed the five people inside the car, all men, and determined two were U.S. citizens and the other three were undocumented Mexican nationals, Desio said.The driver of the car claimed to be a California National Guardsman in the process of separating from the service, according to Desio. California National Guard spokesman Lt. Col Jonathan Shirmo, however, told City News Service that the man was not a national guardsman, and was believed to be a U.S. Army reservist.The Army could not be immediately reached for comment.The five were all arrested, and the two citizens could face charges of human smuggling, Desio said.The three undocumented people were being held as witnesses in the case and will later face deportation proceedings, according to Desio. 1264

(KGTV) - The Oceanside City Council just gave preliminary approval to a plan that would use city development fees as a way to provide homebuyers help with their down payments.City Councilman Christopher Rodriguez presented the idea, which he calls the Affordable Market Purchase Program (AMPP)."It's a win-win," says Rodriguez. "And it's the fastest way, in my opinion, to creating home ownership."Under the plan, people could borrow up to 20% of the home's asking price from the city. But, it can only be used on single-family homes up to 0,000 or multi-family units (townhomes and condos) up to 0,000. The money comes from the city's "In-Lieu" fund. That money is a fee developers pay to the city when they don't include the required affordable housing in their project.Rodriguez says the city currently has about .7 million in the fund."Every million dollars could help 14 people with down payments," he explains.To qualify, people need to be first-time homebuyers who make less than 115% of the county's median income. That's around ,000 a year for a family of 4.They have to have been either living in Oceanside for a year or working in Oceanside for six months.The program is also available to veterans or seniors who are over 65 or over 55 but currently living in an Oceanside mobile home park.Applicants must also chip in at least 1% of the home's value as their down payment.Rodriguez says this program can help people who otherwise wouldn't be able to buy a home because they can't save for a large enough down payment."A family that is struggling to make ends meet and pay rent and unable to save, now they're able to use a program like this," he says.The loan from the city would be repaid when the home is sold again, or when there's a title transfer, first mortgage repayment, or in 30 years.In addition to the full cost of the loan, the city would also get 25% of the appreciated value of the home. That money would go back into the fund to help more people."It's unique, it's relevant, and our community desperately needs opportunity," says Rodriguez.He adds that this could help businesses retain employees. Right now, many people who work in Oceanside live 20-30 minutes away. Rodriguez says getting them to buy homes in town would make them more effective as employees and more likely to stay in their current jobs.The City Council gave the plan a preliminary approval at Wednesday night's meeting.
