WASHINGTON, D.C. – Could foreign parts in voting machines be putting the U.S. election at risk for hacking? It’s a question that lawmakers have been exploring as they seek answers from top bosses at three major voting manufacturers. Tom Burt, the President and CEO OF Election Systems & Software, appeared confident as he testified before the House Administration Committee last week. “We’ve seen no evidence that our voting systems have been tampered with in any way,” said Burt. The companies that make vote tabulation systems say they welcome federal oversight of election infrastructure and need help securing their supply chains, especially for voting machine parts made in foreign countries. “Several of those components, to our knowledge, there is no option for manufacturing those in the United States,” explained Dominion Voting Systems CEO John Poulos. Cyber and national security experts say antiquated and paperless voting machines pose the most significant risk to the U.S.’s election infrastructure. Matt Blaze, a Professor of Law & Computer Science at Georgetown University, testified before the committee that even the scanners that record paper ballot selections can be tampered with. “It’s simply beyond the state of the art to build software systems that can reliably withstand targeted attack by a determined adversary,” said Blaze. In the wake of Russian meddling in the 2016 election, congress is pumping nearly a billion dollars into making voting machines safer.“We're definitely in a much better position today than we were at the end of 2016,” said Liz Howard, an attorney with the nonprofit, nonpartisan Brenan Center for Justice in Washington. She also testified at last week’s hearing. “So, no machine is 100 percent secure. Election officials’ goal is to make the most resilient election system that they possibly can,” said Howard. Some are calling for regular election audits, more resources for state voting officials and the phasing out of all paperless voting machines. The Brennan Center estimates only about half of the states that used paperless voting machines in 2016 will continue to use them in 2020. Those eight states include Indiana, Kansas, Kentucky, Louisiana, Mississippi, New Jersey, Tennessee and Texas. Some assert that requiring a paper ballot is the only way to have a reliable back-up of each vote. “We absolutely need to have a paper record of every vote cast. Right. And that is a foundational election security measure,” said HowardWith top U.S. intelligence officials warning that foreign powers like Russia and Iran are intent on undermining American elections, experts say there is at least widespread agreement that election security is national security. 2745

A Buffalo Public School student’s mother wants answers after she says her son’s teacher dragged him down several stairs. “She was dragging him down the stairs by his knees,” said Tasha Dixon. Dixon says she didn’t witness what happened but someone else did, prompting an internal investigation by the district. “I had received a call from the principal and she said my son had been involved in an incident.” She says her son Malik is in a 611 class, which is for special education students. She says Malik also has a disability. “He asked her to go to the bathroom and she told him no because she felt he didn’t need to go. He sat down and she insisted he move so she took him by the legs and thumped him down a couple stairs.” Dixon says she met with the school principal, who she says indicated an eyewitness came forward to administrators about what happened. During that meeting she says she was told since it happened in a hallway, cameras captured the event, however; she was not allowed to see the video because it is property of the district. “In a closed meeting she said it wasn’t a good video,” Dixon said. “How can you have the audacity to touch my son?” A spokesperson for Buffalo Schools says the district did a month-long investigation and found the claims against the teacher unfounded. The teacher returned to school Friday, more than a month after the incident. Dixon kept her son home from school Friday. We asked the district to see the video. Our request was denied. A spokesperson tells us that’s because the video involved children and personnel matters. 1589

A federal judge in California blocked the new Trump administration asylum rule that dramatically limits the ability of Central American migrants to apply for asylum if they enter the United States by land through Mexico. Hours earlier, another federal judge in Washington DC issued the opposite ruling in a related case and refused to block the new restrictions. Federal District Judge Timothy Kelly, appointed by Trump, said Wednesday that the plaintiffs did not reach the threshold of irreparable damage. The ruling is specific to a temporary restraining order. The procedures will continue for a preliminary requirement. "This new rule is probably not valid because it is inconsistent with existing asylum laws," Judge Tigar wrote in California. Tigar, appointed by Obama, previously blocked President Donald Trump's asylum ban. The failures arrive a little more than a week after the regulation took effect. 923

WASHINGTON, D.C. – President Donald Trump announced Sunday that the National Guard has been “activated” in New York, California and Washington state to help the three states hit hard by the COVID-19 crisis. Trump made the announcement during Sunday’s coronavirus task force briefing, adding that the Federal Emergency Management Agency (FEMA) will be covering the cost. A FEMA official at the briefing said that both New York and Washington have already been approved for major disaster declarations to allow the federal government to more seamlessly provide supplies. California’s request is being considered. Trump also said that the Navy hospital ship Mercy will be dispatched to Los Angeles to help to help relieve the state’s overwhelmed hospitals. Non-coronavirus patients will be treated on board. A similar ship is being sent to New York City. The FEMA official said the projected need for hospital beds in California is five times greater than it is in Washington.
