SAN DIEGO (KGTV) -- A runaway boat became lodged on rocks after taking off while the owner was trying to dock the vessel Monday afternoon.Captain Tony Olson with TowBoatUS San Diego said a man sailing from Harbor Island was trying to dock at Shelter Island when the boat took off.According to Olson, the man was trying to tie the boat off with the sail partially up and the motor running, causing it to take off without him.The 35-foot vessel became lodged on rocks at the Naval Base.It took a while for the boat to become dislodged. Olson says there doesn’t appear to be any major damage to the vessel.Olson noted that this is one of several boats that ran aground Monday.A 19-foot vessel, pictured below, also smashed into rocks at the foot of Point Loma. The Coast Guard warned people traveling through marine channel 16 of the boat that ran aground.  872

SAN DIEGO (KGTV) -- A Navy SEAL was sentenced Tuesday after pleading guilty to molesting his relative in California.Gregory Kyle Seerden pled guilty to seven counts of molestation following a preliminary hearing in which the victim testified. According to the court, the abuse happened while Seerden was a Navy SEAL stationed in San Diego. "We can start healing today by making him answer for his crimes every day for the rest of his pathetic existence," Alicia Reppert said, reading a prepared testimony.Reppert is Seerden's ex-wife. She said on the stand, that her daughter endured abuse from her father, starting from when she was five years old. The Deputy District Attorney said the girl mustered up the courage to report her father's crimes in 2015. At the pretrial hearing in May, the now 12-year-old testified in front of a judge. The testimony was so powerful, Seerden pleaded guilty to seven of the nine counts of molestation, without going to trial. He was sentenced to 60 years in prison. Seerden is already serving a 27-year federal sentence for manufacturing child pornography. In 2017, Seerden was accused of of raping a woman while serving in the Navy in Virginia. When authorities searched his cell phone, they found child pornography, including a video of him abusing another 5 year-old relative, while she slept. "In California, you can use that evidence to corroborate molestation in this case," Deputy DA Amy Colby said. Seerden was arrested on April 3, 2017, for the case involving child pornography. During the address, the President made an appeal to the American people on border security and a proposed border wall. Of 1,000 people asked for the 10News/Union Tribune poll, 35 percent say they watched the address while 32 percent say they didn’t. SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. "The concern from the community is that it is just a rubber stamp of what police officers have already determined in their own investigations."RELATED: Transparency Project focuses on police files regarding officer-involved shootings and misconduct allegationsThe proposed independent commission would investigate all deaths occurring while a person is in police custody, all deaths resulting from interactions with a San Diego police officer, and all officer-related shootings. It would have subpoena power and its own legal representation. "One of the things that's most disturbing about the current CRB is that it is required to have as its attorney the City Attorney. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The city's independent business analyst said the commission could cost between .1 million and .3 million per year, depending on staffing. Proponents say that is in line with other cities with similar commissions. 2450

  

SAN DIEGO (KGTV) - A life-changing medical diagnosis forced a San Diego sailor to leave the military and start over. While devastating, he's now pursuing another career with help from his new best friend. "When I left the ship and went to MCRD I started getting really sick and thought it was the flu," said Hugo Reynoso.Instead, Reynoso was diagnosed with type 1 diabetes and was medically retired from the Navy. "It's kind of scary having a steady paycheck and then going to have to look for something else," said Reynoso.On several occasions, dangerously high blood sugar levels sent Reynoso to the hospital. A friend suggested he get a diabetic alert dog. "He has enough personality for the both of us! He's a special character," said Reynoso, referring to his service dog Sky.Sky can detect when Reynoso's blood sugar levels are too high or low, alerting him by tugging his shirt or howling. In one instance, Sky detected extremely low levels when Reynoso was sleeping, alerting him to get up. Sky was by Reynoso's side as he pursued a new career in the automotive field. Reynoso was commuting two hours to Universal Technical Institute (UTI) in Rancho Cucamonga for a fast-track program. "I was commuting 167 miles, one way, I would have to wake up around 2:30 a.m., start my drive at 3," said Reynoso.Reynoso did this five times a week, running on just a few hours of sleep. Sky was there to ensure his blood sugar levels were steady. "Everyone told me when we were getting ready to graduate that they were going to miss me, but mostly they were going to miss him because he was their support too."While Reynoso's diagnosis took away his old dreams, he now has a partner to help achieve new ones. 1711
