MILWAUKEE, Wisconsin — Over the past year, there has been an increase in drivers illegally passing school buses in Kenosha County, Wisconsin.In 2017, the Kenosha County Sheriffs Office issues 57 "failure to stop for school bus" violations. This year, the number of citations is up 70.Steve Bennett has been a bus driver at First Student Inc. in Kenosha for 11 years. It's a school bus company that services 39 schools in that county. He said when he sees a car passing the stop arm, it’s upsetting. “It’s a mix between anger and I’m terrified. What’s going to happen with my kids?” Bennet said.According to a one-day study done by the Wisconsin School Bus Association, out of 1,538 participating drivers, 363 cars were observed passing the stop arms.In Waukesha County, 242 violations were reported in 2017. Michael Comstock, manager of First Student, said his drivers report violations daily. Once a violation is observed, license plate numbers and the description of the vehicle are then handed off to authorities. “It’s a life and death decision every time they decide to drive through the red lights on a school,” said Bennett.Elizabeth Ramirez is a mother of a 4-year-old and said it’s gut-wrenching to see drivers pass through school bus stop arms. “You have to pay attention because that’s why so many things are happening nowadays. NATIONAL CITY (KGTV) - National City mayor Ron Morrison is asking voters to change term limit rules to allow him to run for a fourth term in November.Morrison supports Measure B in next month's June 5 special election. Measure B would establish term limits for the mayor, city council, city clerk, and city treasurer. Officials could serve up to two four-year terms. However, it would essentially reset the clock, allowing Morrison to run in 2018 and 2022."If they want to keep the people in office that are in right now, whether it's the mayor, councilpeople, city clerk, city treasurer, they should have that right to be able to do that," Morrison said in an interview with 10News.National City voters passed Measure T in 2004, which imposed term limits only on the mayoral position, allowing three terms. Morrison was first elected Mayor in 2006.Opponents have put their own measure on the June ballot, Measure C. It would establish the same term limits, but count Morrison's time as mayor, meaning he could not run again.City councilmember Alejandra Soleto-Solis, who is running for mayor, supports Measure C, telling 10News it's time for new blood in the mayor's office. (KGTV) - The city of National City set a record in the 2019 Fiscal Year for the amount of grant money they received to pay for road upgrade projects.According to information provided to 10News, National City got around million for what they call "Active Transportation" projects."If we don't get these grants, we're basically just doing roadway maintenance for the next year," says City Engineer Steve Manganiello.The grants will pay for a long list of projects focused on improving bike lanes and pedestrian walkways throughout National City. This comes as cities all across San Diego work to reduce greenhouse gas emissions by emphasizing alternative forms of transporation over driving."We need to give people that don't have acces to vehicles a safe network to bike, to walk and to use transit," says Manganiello. "I think we're well on our way."The city won 14 competitive grants in fiscal year 2018-19, which ends July 1. City Manager Brad Raulston says a unique combination of cooperation, need and preparation made it happen."We're the right size in terms of being small enough that we collaborate well," says Raulston. "We all work closely together. Multiple media outlets are reporting that an alleged carjacking suspect opened fire before exiting a police wagon in Chicago, injuring three police officers.
