(KGTV) — Gov. Gavin Newsom signed a series of bills on Wednesday aimed at reforming the criminal justice system in California.The series of bills signed by Newsom intends to increase oversight of the criminal justice system, amid nationwide calls for police reform. Newsom and advocates hailed the new laws as first steps in reforming policing in the state.“I hope people recognize we’re moving in the right direction, and again I just recognize we have a lot more work to do in this space and we are not walking away from that responsibility,” Newsom said.The bills signed will enact several reforms including:AB-1196: A ban on arm-based grips, including chokeholds that apply pressure to a person's windpipe, and to carotid holds, which slow the flow of blood to the brain.AB-1506: Requiring the state attorney general to investigate fatal police shootings of unarmed civilians.AB-1185: Allowing county supervisors to create oversight board and inspectors general with subpoena powers over independently elected sheriffs.AB-2542: Suspects could be entitled to new trials or sentences if they can demonstrate racial bias played a role in any part of their case.AB-3070: Allowing judges to assess whether lawyers illegally exclude jurors based on their race.SB-823: Will phase out California's remaining juvenile prisons. The state will instead create an Office of Youth and Community Restoration and send grants to counties to provide custody and supervision.Several other measures that would have sought further reforms did not make it past the closing hours of the legislative session last month, including efforts to release police misconduct records, require officers to intervene if they see excessive force, limits officers' use of rubber bullets and tear gas, and end the careers of officers who commit serious misconduct.The Associated Press contributed to this report. 1886

(KGTV) - Chula Vista Mayor Mary Salas outlined the city’s recent accomplishments and layed out its future goals in her fourth State of the City Address Tuesday night. Salas went over the growth and achievements San Diego County's second-largest city has seen over the last year, including neighborhood revitalization and the approval of the Bayfront Project. During the address, Salas spoke about events that drew large crowds over the last year.Salas said the city’s Fourth of July celebration in 2017 drew a crowd of 15,000 while more than 35,000 people attended HarborFest on the Bayfront.RELATED: Port of San Diego, Chula Vista moves forward with bayfront developmentThe Mayor also spoke about growth happening in Third Avenue Village citing the Lemon Fest, Taste of Third and Village Summer Nights in June. A popular topic throughout California in recent years is infrastructure. (KGTV) — A bill that aims to end the retail sale of dogs, cats, and rabbits in California is heading to the state Senate.Assembly Bill 2152, known as "Bella’s Act," would prohibit the retail sale of dogs, cats, and rabbits, but still allow stores to partner with rescues and shelters for adoption events. The bill also stops pet stores from receiving any money from adoption transactions or from using the store or its resources in connection with adoption events.Assemblymember Todd Gloria, who introduced Bella's Act in February, said the bill is meant to crack down on those who got around the first attempt by the state."When we have animals in California who are still being bred and raised in unhealthy and inhumane conditions for profit, we cannot turn a blind eye," Gloria said in a release earlier this year. "Bella’s Act will fulfill our promise to end the inhumane puppy mill industry by officially prohibiting the retail sale of dogs, cats, and rabbits in California and encouraging pet retailers to partner with rescue groups and shelters. John McCain during a private morning memorial service in Phoenix, Ariz.A black hearse pulled up to Arizona's Capitol Wednesday morning, where uniformed service members flanked the route McCain's casket traveled into the Arizona State Capitol Museum rotunda. There, McCain will lie in state after the private service.Inside the museum, McCain's family mourned the loss of the Arizona senator. His wife, Cindy, walked up to the flag-draped casket, patted it, and kissed it. McCain's children followed, including his sons and daughter Meghan, who wept over him.RELATED:  692
