A historic bill to legalize marijuana at the federal level is expected to come up for a vote in the House of Representatives in December.This would be the first time a chamber of Congress has ever voted on removing marijuana from the Controlled Substances Act.Cannabis was included as what is called a Schedule I drug under the Controlled Substances Act in 1970. Schedule I drugs are defined as having a high potential for abuse and no medical benefit. Other Schedule I drugs include heroin, LSD, ecstasy and peyote.“I write to share the busy Floor schedule we have for the remainder of the year,” starts a letter from Representative Steny Hoyer, House Majority Leader. “In December … the House will vote on the MORE Act to decriminalize cannabis and expunge convictions for non-violent cannabis offenses that have prevented many Americans from getting jobs, applying for credit and loans, and accessing opportunities that make it possible to get ahead in our economy.”The MORE Act - Marijuana Opportunity Reinvestment and Expungement Act - includes language that would expunge some cannabis records and create grant opportunities for people who have been negatively impacted by the criminalization of marijuana in addition to removing it from its Schedule I classification.The act is sponsored by now-Vice President-elect Kamala Harris, and co-sponsored by seven other representatives including New Jersey Congressman Cory Booker and Massachusetts Congresswoman Elizabeth Warren.Senate Majority Leader Mitch McConnell is opposed to the act, and some say the odds of it passing the senate, even if it passes the House, are very slim.Marijuana is already legal in more than a dozen states, despite the federal designation as a Schedule I drug.Studies show more people support the legalization of marijuana. A 2019 Gallup poll showed majority-support across major political parties for legalizing marijuana. It showed 51% of Republicans, 68% of independents, and 76% of Democrats are in favor of it.During the November election, medical and recreational marijuana use was on the ballot in a handful of states. Four states, Arizona, Montana, New Jersey, and South Dakota, voted to make recreational marijuana use legal in their states. And Mississippi voters approved marijuana for medical use.Even if the MORE Act passes both chambers of Congress, it would not make sales of marijuana legal. A historically active Atlantic Hurricane season is nearing a close, but there appears to be at least one more threat looming in the Caribbean Sea.Hurricane Zeta is currently churning just south of the Yucatan Peninsula with maximum sustained winds of 80 mph — and is currently projected to make landfall on the Louisiana coast later this week.The National Hurricane Center issued a hurricane watch for portions of the Louisiana and Mississippi coasts on Monday. The hurricane watch runs from Morgan City, Louisiana to the Alabama/Mississippi border. The hurricane gained hurricane status Monday afternoon after Hurricane Hunters flew through the storm. In addition to gustier winds, the Hurricane Hunters found Zeta's pressure has dropped. According to the National Hurricane Center's latest update, Zeta is projected to make landfall on the eastern part of the Louisiana coastline on Wednesday evening or early Thursday morning. At that point, officials believe the system will be "at or near hurricane strength."Zeta is the 28th named storm of 2020 — the second-most all-time in a single year. And no region has been targeted more by tropical storms this year than the Louisiana coast.The Louisiana coastline has already been targeted by four major storms this year — Cristobal, Laura, Marco and Delta. The strongest of those storms, Laura, reached category 4 status and caused extensive damage to the Lake Charles area, contributing to 17 deaths in the U.S.According to one NOAA researcher, the Louisiana coast has spent more than three whole weeks in NHC forecast cones this year, by far the most of any region. 1624

A little girl with a passion for writing letters is now becoming a published author.Emerson Weber went viral earlier this year when her dad tweeted her story.Emerson had about a dozen pen-pals at the time. She writes them letters filled with jokes and stories, and she always decorates the envelopes.“It's like a little piece of art that someone's going to find in their mailbox, and I get my inspiration from everywhere,” said Weber, author of “Sincerely, Emerson.”Weber wanted to thank her mail carrier for always taking all her letters, so she wrote him too. Her mail carrier then shared that letter with his supervisor at work, who shared it regionally, and the responses poured in. Two boxes full of letters from postal workers arrived.Some sent back stamps or asked her to send a letter to more people in their family.Many postal workers said they felt seen for the first time in a long time, and she wrote back to all of them.“In this time that's a little crazy, they're still out there doing their job, so we can stay connected to our pen pals and people we love,” said Weber.After her story spread online, even more people from all over started writing Weber.She hopes when people read her book, they realize how one act of kindness can spread.“And I also hope they take the time to write a letter because people really appreciate that,” she said. “Your grandparents, your friends, anyone would really love to get a letter from you and it's just so meaningful.”Her picture book based on the viral story, “Sincerely Emerson,” comes out next week. 1562

A Boynton Beach, Florida woman accused of shooting her husband five times over HOA complaints will not be charged with attempted murder.State prosecutors declined to file charges against Lisa Barreca Thursday morning. Police arrested Barreca last month, saying she shot her husband and caused wounds to his head, both his arms, his right leg and back.Barreca planned to use the stand your ground defense.A spokesperson for the Palm Beach County State Attorney's Office said the agency did not complete their investigation within the 30-day mandatory filing period. The SAO is able to file charges in the future, if they choose to do so.The Boynton Beach Police Department completed their investigation into the case, according to Public Information Officer Stephanie Slater.Barreca was ordered to be released on her own recognizance following a Thursday morning court hearing and the case was closed in court records. Barreca, who lives on Aspen Leaf Drive, was talking about HOA complaints with her husband Eric Barreca in their kitchen when he told police that the situation started to escalate.  The police report said that Lisa Barreca then went into the garage, retrieved her gun and shot him. Lisa Barreca was hospitalized and then was taken to the Palm Beach County Jail. She was later released on ,000 bond.That bond will be discharged since the case is closed, court records show.  1426

A man is being charged with assault after fighting with an IHOP manager last week after the manager asked the party to leave a IHOP in Memphis, WREG-TV reported. According to WREG, the IHOP manager asked Malachi O'Kelley's party of five to leave for being loud. A video of the incident shows most of the party leaving when O'Kelley allegedly attacked the manager. One of the members of the party threw a chair at the manager during the scuffle. Other members of the party also threw plates at IHOP employee. The manager responded by throwing a chair at one of the members of the party.WREG reported the manager received multiple stitches to the back of his head, above the eye and near the eyebrow. No other people have been charged in connection to last week's incident. The manager is reportedly back to work, and is looking at increasing security at the restaurant.  Note: Viewers may find video of incident disturbing 984
