CARLSBAD, Calif. (KGTV) - Two teenagers were stopped in their tracks when they looked into a tree and found a creature looking back at them along a Carlsbad street.Two Fridays ago, around 10:30 a.m., a freshman college student did a double take while walking along Babilonia Street in the La Costa area. He called a friend, who drove right over. They made a quick recording."Omigod, look at him," one of the teens is heard whispering in the video.Perched in a tree, about 25 feet up, was a mountain lion, growling.The mother of one of the teens tells ABC 10News soon after they stopped recording, they looked up, and it was gone.Lauren DuBois of Project Wildlife at the San Diego Humane Society, says it's hard to tell the big cat whether the mountain lion was a juvenile or an adult. She says it's not surprising it was in a tree."Not unusual at all. They will climb trees, and rest in trees quite often," said DuBois.Dubois says it was likely relaxing after a long night."They can have up to 100 square miles of a territory. Most of time they are hunting from dusk to dawn, so a lot of the time, that’s where (tree) they will be resting," said DuBois.The concern? Less than half a mile away, is La Costa Meadows Elementary School, which began in-person learning in October.Neighbors tell us there have been sightings of a mountain lion in nearby Box Canyon for years. One of those neighbors did file a report of the most recent sighting with state Fish and Wildlife officials.DuBois say this big cat wasn't being aggressive. What about the growl?"Hey, I’m up here. Don’t want you to be there. I'm going to take off now," said Dubois.She says if you ever do spy a mountain lion in a tree, slowly back away and maintain eye contact."It's probably going to just leave. CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad. Things are supposed to be done right. This is not right. This [was] not done right at all,” adds Valenzuela. 2782

CALEXICO, Calif. (AP) — Authorities are investigating the death of a man who was hit by a vehicle driven by a U.S. Border Patrol agent near the U.S.-Mexico border. U.S. Customs and Border Protection says the incident happened about 8:40 p.m. Friday when the agent was driving to a spot along the border to investigate reports of people illegally crossing it. The agent’s vehicle hit a man who was lying in the road. The agent immediately rendered aid to the man until emergency medical services arrived. The agency says the man was first taken to a nearby hospital and then airlifted to a trauma center in Palm Springs, where he died. 642

CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

California just gave museums, galleries, zoos and aquariums the go-ahead to reopen, but the way they operate won't be the same. There are a lot of new rules across the nation and new changes that will affect your entertainment experiences as everyone adjusts to a new normal amid the pandemic.Executive Director Jason Jacobs can't wait to let people back in to the Sacramento, California Zoo. They'll be greeted by alligators, like little Ronnie, a 9-month-old American gator.“He made his way to California during the pandemic as we had scheduled an alligator habitat to open in April of 2020,” said Jacobs.The alligators were on their way from Florida when things shutdown. Since then, veterinarians and scientists from the University of California at Davis have worked with zoo staff. They were ready for the pandemic. As people started the lockdown, officials at the zoo were ordering extra food and supplies for their animals.“We have to have emergency management plans,” said Jacobs. “I’ve worked at zoos threatened by hurricanes, by earthquakes, by wildfires, you just have to be prepared and that’s part of operating a zoo.”And they also knew what they'd need to do to safely reopen.“Shutting down the reptile house, shutting down the playground which kids love, but it’s a high contact area, not having animal education demonstrations,” said Jacobs.The guidelines from California officials are specific. There's a long list of stipulations, things like limited capacity, disinfecting, no large events, no big in person fundraisers. The Sacramento Zoo got creative with some of those new rules.“Things like – stay within your own flock, because our flamingoes flock together, so if you come as a family, stay together,” said Jacobs. “We have other reminders that say to stay an alligators length away, not like little Ronnie alligator, but the big ones that are over 6 feet long.”They've hired more cleaning crews and strongly encourage face coverings. Those masks are a sticking point for the Memphis Zoo, which reopened about a month ago.Chief Marketing Officer Nick Harmeier says, “The biggest pushback on the new policies was the facial covering. People are either for it or completely against it. They didn’t seem like anyone was really in the middle there.”Harmeier says they wanted as many precautions as possible and didn't want to take any risks with their animals either, as there are so many unknowns about COVID-19. They've employed one-way traffic, pulled their gift facilities outside and like everywhere else, they have extremely limited capacity.“That was a big a hah for us,” said Harmeier. “We were like people have been in their houses for three months, we’re going to be slammed but that wasn’t the case and we’re still seeing that today numbers aren’t anywhere close to where they were last year and previous years.”Financially, all zoos and nonprofits have taken a hit. For Memphis, this is fundraising season. And while they're slowly opening back up, the money isn't where it needs to be.“This zoo has been through a lot of hard times – Great Depression, Spanish flu – there’s a lot of things this zoo has withstood. We feel good we’re going to push through it all."And other zoos, like Sacramento, have that same energy, reopening with a strong sense of community and survivability for the animal species they love so much. 3363
