Russia's ambitions to head international police agency Interpol were dashed Wednesday after delegates chose acting head South Korean Kim Jong Yang to take the role.Alexander Prokopchuk, a former Russian Interior Ministry official had been expected to be elected president, but critics opposed his nomination, accusing Moscow of using Interpol's systems to target and pursue the Kremlin's political foes.On Monday a bipartisan group of US senators released a letter saying the election of Prokopchuk would be "akin to putting a fox in charge of a henhouse."Kim was elected at the 87th session of the organization's General Assembly in Dubai, which gathered around 1,000 senior law enforcement officials from across the globe. Kim will serve as president for the remainder of the current mandate, until 2020.US Secretary of State Mike Pompeo had endorsed Kim, a South Korean police official, to replace former president, Meng Hongwei, who was recently detained on his return to China. The organization's former president, Meng Hongwei, went missing on his return to China in late September. His wife Grace Meng raised the alarmed 10 days later and said she'd received threats via social networks and telephone.Chinese authorities later announced Meng was being held and investigated for alleged corruption. Meng, who was also a vice minister of public security in China, has been accused of accepting bribes and committing unspecified other crimes.A statement from Interpol's Secretary General Jurgen Stock dated October 6 said the organization had requested "clarification" from the Chinese authorities on Meng's status."Interpol's General Secretariat looks forward to an official response from China's authorities to address concerns over the President's well-being," the statement said. The following day the international law enforcement agency released another statement, confirming it had received Meng's resignation. In his first public comments since Meng went missing, Stock told a news conference earlier this month that the organization had to accept its former president's resignation."There's no reason for me to suspect that anything was forced or wrong," Stock said, according to reports. On Monday, ahead of the General Assembly, Human Rights Watch criticized the police organization's "curious unconcern about its disappeared ex-chief.""This is extremely disappointing and worrying behavior from an organization that is supposed to protect people from abuses of power, not aid and abet such infringements," a spokesperson for Grace Meng said. While the president's role is "to chair the General Assembly and Executive Committee sessions," rather to run the organization day-to-day, according to a statement released by Interpol, it remains an influential position. The appointment establishes the agency's working committees and "has an influence on policy," Louis Shelley, a transnational crime expert and director of the Terrorism, Transnational Crime and Corruption Center at George Mason University, told CNN ahead of Kim's election. 3059

SACRAMENTO, Calif. (AP) — The chair of the California Democratic Party took a leave of absence Monday amid an investigation into sexual misconduct allegations against him.Eric Bauman's leave will last until an outside investigation ends, party spokesman Mike Roth said."Chair Bauman believes this decision is the best way to ensure the independence and integrity of the process," Roth said in a statement. "The Party is confident that the procedures in place will allow for all parties to come forward freely and provide for a thorough and complete review."A party vice chair accused Bauman last week of sexually harassing and assaulting several unnamed people at party functions and called for Bauman's resignation. Others including California U.S. Rep. Ro Khanna and the Orange County Young Democrats called for Bauman to step aside.Daraka Larimore-Hall, the vice chair, spoke to two accusers and a witness, the Sacramento Bee newspaper reported.Bauman announced an outside investigation on Saturday."I take seriously any allegation brought forward by anyone who believes they have been caused pain," Bauman said in a statement. "I look forward to putting these allegations behind us and moving forward as unified Democrats."The party's executive board could vote to remove Bauman from office. But Larimore-Hall's call for Bauman's removal is still several steps from such a vote.In a letter to the party last week, Larimore-Hall said stories from Bauman's accusers illustrate a "clear and escalating pattern" of inappropriate behavior.Larimore-Hall did not respond to a request for comment Monday from The Associated Press.Bauman's leave comes just weeks after California Democrats made major gains in the midterm elections, winning key congressional seats in territory long held by Republicans.A series of sexual misconduct allegations against lawmakers, lobbyists and others in politics rocked California's political world late last year, at the height of the #MeToo movement. Three Democratic men resigned as state lawmakers after investigators hired by the Legislature found they likely engaged in inappropriate behavior.Bauman narrowly won the party chairmanship last year against Kimberly Ellis after a contentious battle between establishment Democrats and progressive activists.During that fight, Bauman said he was falsely targeted by rumors he engaged in inappropriate behavior with teenage boys. Bauman is the party's first openly gay chairman.Bauman called the rumors "despicable lies," and Ellis denounced them.First Vice Chair Alex Rooker will take over Bauman's duties while the investigation proceeds. 2628

SACRAMENTO, Calif. (AP) — California's Democratic governor signed a law Tuesday requiring presidential candidates to release their tax returns to appear on the state's primary ballot, a move aimed squarely at Republican President Donald Trump. But even if the law withstands a likely legal challenge, Trump could avoid the requirements by choosing not to compete in California's primary. With no credible GOP challenger at this point, he likely won't need California's delegates to win the Republican nomination. While aimed at Trump, the law also applies to candidates for governor. Newsom said California's status as one of the world's largest economies gives it "a special responsibility" to require tax returns from its prospective elected officials."These are extraordinary times and states have a legal and moral duty to do everything in their power to ensure leaders seeking the highest offices meet minimal standards, and to restore public confidence," Newsom wrote in his signing statement. The Trump campaign called the bill "unconstitutional," saying there were good reasons why California's former Democratic Gov. Jerry Brown vetoed a similar proposal last year."What's next, five years of health records?" said Tim Murtaugh, communications director for Trump's campaign. The courts will likely have the final say. The bill's author, Democratic state Sen. Mike McGuire, said lawmakers made sure the law only applies to the state's primary ballot because the state Constitution says the state Legislature does not control access to the general election ballot.Newsom's message to state lawmakers on Tuesday said the law is constitutional because "the United States Constitution grants states the authority to determine how their electors are chosen."But Murtaugh said the law violates First Amendment right of association "since California can't tell political parties which candidates their members can or cannot vote for in a primary election."While states have authority over how candidates can access the ballot, the U.S. Constitution lays out a limited set of qualifications someone needs to meet to run for president, said Rick Hasen, a professor specializing in election law at the University of California-Irvine School of Law. Those qualifications include the requirement that presidential candidates be over age 35.The U.S. Supreme court has previously stopped state efforts to add requirements on congressional candidates through ballot access rules.New York has passed a law giving congressional committees access to Trump's state tax returns. But efforts to pry loose his tax returns have floundered in other states. California's first attempt to do so failed in 2017 when then-Gov. Jerry Brown, a Democrat, vetoed the law, raising questions about its constitutionality and where it would lead next. The major Democratic 2020 contenders have already released tax returns for roughly the past decade. Trump has bucked decades of precedent by refusing to release his. Tax returns show income, charitable giving and business dealings, all of which Democratic state lawmakers say voters are entitled to know about.California's new law will require candidates to submit tax returns for the most recent five years to California's Secretary of State at least 98 days before the primary. They will then be posed online for the public to view, with certain personal information redacted.California is holding next year's primary on March 3, known as Super Tuesday because the high number of state's with nominating contests that day.Democratic Sen. Mike McGuire of Healdsburg said it would be "inconsistent" with past practice for Trump to forego the primary ballot and "ignore the most popular and vote-rich state in the nation."Republican Party of California chairwoman Jessica Millan Patterson said Newsom signing the law shows Democratic leaders in the state continue "to put partisan politics first," urging Democrats to instead join Republicans "in seeking ways to reduce the cost of living, help our schools and make our streets safer." 4061

SACRAMENTO (KGTV) - Wildfires are more dangerous and costly than ever, according to California Governor Gavin Newsom's strike force team's report released Friday."We are in a very precarious state," he said at a press conference. He highlighted 5 main points in the report, the first pertained to preventing and fighting catastrophic wildfires, "213.6M of that was specific for fuels reduction." Millions in the budget dedicated to clearing brush and other potential fire hazards on private and public land, build the workforce to do it and invest in technology to monitor fire risk."There's the world without climate change, here's the world we're living in," Newsom said referring to a chart showing skyrocketing wildfire damage in terms of acres burned, in recent years. He said he wants to break the cycle, creating more clean energy to reverse the effect of climate change, focused on electric cars and utility companies."The soaring costs of wildfires, the good old days and now the new normal," Newsom said referring to another chart showing the jump in costs related to wildfire damage. The governor's plan outlined options to pay for wildfire damage, including helping utility companies if they're at fault, and spreading costs among everyone, including tax payers."The state has suffered from their neglect," Newsom said taking aim at utility companies. He wants the California Public Utilities Commission strengthened, to hold utility companies accountable while passing wildfire damage costs to customers. "SDGE which is in that San Diego area, which is a credit rating just above junk bond status, one fire away from going into junk bond status," he said. 1678

SACRAMENTO, Calif. (AP) — The director of California's unemployment benefits department, Sharon Hilliard, said she will retire at the end of the year. The announcement Friday comes after the agency has been overwhelmed by more than 15 million claims during the coronavirus pandemic. The agency has a backlog of more than 900,000 people still waiting to receive benefits. Hilliard has said the backlog won't be cleared until the end of January. California Labor and Workforce Development Agency Secretary Julie A. Sue praised Hilliard for helping reset the agency's culture. Republican Assembly Jim Patterson urged the governor to appoint a replacement from outside the agency. 684
