SAN DIEGO (KGTV) - The Medical Board of California has filed an accusation and petition to revoke the probation of a Del Mar doctor who is accused of prowling in a former girlfriend’s backyard.10News first broke the story about Dr. Jeffrey Lovin in May after we were given home security video showing a man lurking behind a home. An ex-girlfriend said the man in the video was Dr. Lovin, a radiologist. Lovin was charged with prowling, peeking and violating a restraining order. He pleaded not guilty.At the time, Lovin was already on probation with the Medical Board for other criminal activity. This month, the Board issued an accusation and petition to revoke his probation. According to San Diego Police, officers were alerted to the reports around 2:20 p.m. So far, no one has been taken into custody and police are still searching for a scene. SAN DIEGO (KGTV) — The fight over the future of short-term vacation rentals in San Diego is now targeting paid signature gatherers hired by the largely Airbnb-funded campaign.The campaign, called "Stand for Jobs, Stop the Vacation Rental Ban," needs to raise about 35,000 signatures to overturn the City Council's recent vote to limit short-term vacation rentals essentially to primary residences. A group of residents called the San Diego Community Working Group on Short-Term Vacation Rentals is now drafting a letter to multiple city officials alleging that the signature gatherers are misleading voters with false information about the regulations. RELATED: Airbnb: San Diego teachers made .7M renting out their home last year"You won't be able to do bed and breakfast, and then there's a huge emphasis on the amount of money on the fee. There is no fee for home sharing," said Gary Wonacott, a member of the group, giving examples of what he's heard.There are now upwards of 200 signature gatherers around San Diego. On Friday, there were five of them spread across the Target shopping center on Sports Arena Boulevard.LaKeisha Weaver says she is being paid more than for every signature she gets. She says she goes from city to city to gather signatures for different issues and is living in a hotel this month to work on the short-term vacation ordinance in San Diego.RELATED: Future of short-term rentals could go to voters"We send rent home, we have children and families, et cetera," she said. "It's just like a traveling position."Weaver says she tries to engage voters with a very brief verbal pitch and has official literature for them to read. But that strategy, employed by many signature gatherers, is leading to the concerns of inaccurate pitches to voters.But it's unclear how common that is. Outside Target, one signature gatherer was calling to people by saying "Good morning, Sir," or "Good morning, ma'am." However, another outside Ralph's made a questionable claim that the ordinance would ban all bed and breakfasts. RELATED: Airbnb ruling could make more homes availableJonah Mechanic, director of Share San Diego, which is involved in the signature campaign, said it is relying on well more than the paid signature gatherers. "There's a lot of local hosts doing events, doing fundraisers where they're gathering signatures, and raising awareness," he said. Weaver said she had about 17 signatures by 1 p.m. Friday. After some time in Sports Arena, she took an Uber to try to get more in Hillcrest.If Airbnb gets the signatures, the City Council would either have to withdraw the restrictions or put them to a public vote.Currently, the city's restrictions on short-term rentals are scheduled to go into effect in July 2019.  2823

  

SAN DIEGO (KGTV) — The Federal Bureau of Investigation is asking for the public's help to connect dozens of victims to the confessions made by a convicted serial killer.Samuel Little, 79, has confessed to 93 murders to date, according to the FBI, and all of his confessions are believed to be credible. The murders took place between 1970 and 2005 in multiple states across the country.The FBI says Little is the most prolific serial killer in U.S. history. He was arrested in 2012 and extradited to California on a narcotics charge. After his arrest, Little's DNA was connected to three unsolved homicides between 1987 and 1989. He was convicted and sentenced in 2014 to three consecutive life terms without parole.In 2018, Little provided the FBI with detailed information on dozens of additional murders he is believed to have committed across the country, including murders in Illinois, Kentucky and Ohio.Law enforcement have been able to verify 50 of Little's confessions, but that leaves dozens of victims still unnamed and yet to be found. Fifteen of those cases are in the Los Angeles area.The FBI says Little confessed to strangling his victims, although most of their deaths were originally ruled overdoses or accidental. Some bodies have never been found.Little was convicted of two crimes in San Diego in 1984 after he raped and beat two women. Retired Detective Sergeant Wayne Spees was a rookie police officer on patrol just before 5 a.m. that October morning, when he and his partner discovered Little at a vacant lot near Market Street."He comes out of the back seat ... zipping his pants up ... He's insisting that he and his wife were just leaving," said Spees.Wedged inside the car was a prostitute, naked and bloodied. Little had choked her unconscious. Spees arrested him and spent several hours with him at the hospital while evidence was collected."He said, 'I didn't rape that ****. I just kicked the **** out of her. I'm going to kill that whore.' He had no remorse. SAN DIEGO (KGTV) - Surveillance pictures were released Tuesday of a woman who San Diego Police believe struck a parked car and critically injured her passenger in Lincoln Park.The crash happened just before 5 a.m. on the 500 block of South 47th St.A woman driving a gray 2010 Mazda 3 moved to the right side of the road and struck an unoccupied, parked SUV, police said.The crash caused a 79-year-old man who was in the back seat of the Mazda to be thrown forward, striking the front passenger’s seat. The man was not wearing a seatbelt. Police said he is not expected to survive significant head and neck injuries.A 39-year-old man who was sitting in the back seat of the Mazda suffered minor injuries.Police said the female driver walked away from the scene before officers arrived. She is described as African-American and in her 50s. She was wearing a long-sleeve purple shirt, gray ripped jeans, black socks, and no shoes.Anyone with information is asked to call San Diego Police or Crime Stoppers at (888) 580-8477. 1034
