BEIJING, April 2 (Xinhua) -- Experts say the Party's promulgation of four documents on the selection and promotion of government and Party cadres will build a "total supervisory network" and cover the entire process of an official's career, from selection to retirement. The four documents, promulgated Wednesday by the General Office of the Communist Party of China (CPC) Central Committee, cover the selection and auditing of officials and set out penalties for those found guilty of misconduct in the selection and promotion of government and Party cadres.Prof. Ye Duchu of the Party School of the CPC Central Committee said the documents "clarify the responsibilities of people in charge of selecting officials" and aim to prevent corruption and make the cadre selection process transparent.Personnel departments at various levels are required to report personnel changes to superior departments before official appointments are made, and the appointments should be discussed by members of CPC committees of the same level.Officials are also required to be audited before leaving their posts and penalized if they are found to be guilty of misconduct. The selection and promotion of officials have been prone to public criticism in some areas.According to the Party's disciplinary body in central Henan Province, nine of the 22 county-level Party chiefs that had been penalized for corruption since 2006 have been punished while in their posts while the 13 others were punished about one year after being promoted."It reflects shortcomings in the selection and promotion of cadres," Ye said.Prof. Lu Wei of Wuhan University in central Hubei Province said the documents will help prevent the unmerited selection of officials and clarify rules.China issued its first regulation on officials' selection in 1995. Later, it was amended to make it clearer, stressing "transparency," "competition" and "equal emphasis on both integrity and professional competence."Lu said this time the new documents set out penalties for misconduct in the selection of officials.A number of high-ranking officials were deposed or resigned in recent years due to take responsibility for failures, coal mine accidents and food safety scandals. But some of them won new posts shortly after being removed. To address this issue, the new documents clarify that "officials who have been transferred to other posts for misconduct in selection and promotion of cadres will not be eligible for further promotion for one year," and "demoted officials will also be barred from promotion for two years."Lu said the new documents will tighten regulation of officials' conduct and improve the credibility of officials' selection.

XIANGNING, Shanxi, March 29 (Xinhua) -- Almost 1,000 rescuers were racing the clock through the drizzle Monday to pump water and reach the 153 people trapped underground in a flooded coal mine in north China's Shanxi Province.Altogether 261 workers were in the pit of Wangjialing Coal Mine, which was under construction, when underground water gushed in at about 1:40 p.m. Sunday. Although 108 were lifted safely to the ground, 153 others were trapped in the shaft. Rescuers carry pipes at the site of a flooding accident of Wangjialing Coal Mine, sitting astride Xiangning County of Linfen City and Hejin City of Yuncheng City, in north China's Shanxi Province, on March 29, 2010."Currently, more than 970 people are participating in the rescue operation," said Liu Dezheng, a spokesman of the rescue headquarters and deputy director of the General Office with the Shanxi Provincial Work Safety Committee, at a news conference late Monday."If everything goes smoothly, with the installation of two more high-power pumps, it is expected that 650 cubic meters of water can be pumped out of the shaft per hour tonight, and 2,000 cubic meters per hour tomorrow," he said.Previously, six pumps had been used to pump up to 300 cubic meters of water per hour around the clock. But Liu also pointed out that complicated conditions underground could hamper the operation."The coal mine has a high concentration of gas. Rescuers have to face the danger of toxic gas, while fighting the water," he said. "We must guard against secondary disasters."Therefore, rescuers had started to drill a hole and open a drainage channel in the shaft to divert water from the flooded tunnel to another unaffected tunnel, he said."The channel, with a length of more than 100 meters, is expected to be completed by 6 p.m. Tuesday," he added.Local authorities have dispatched more than 40 medical workers and 20 ambulances to stand by at the shaft entrance.President Hu Jintao and Premier Wen Jiabao have ordered local authorities to spare no effort in the rescue operation. Vice Premier Zhang Dejiang is at the site to oversee the operation. Most of those trapped were migrant workers from Shanxi, Hebei, Hunan and Guizhou provinces, rescuers said.Xu Shuwei was among the last group of workers to board a lift to escape the flood Sunday afternoon."Those trapped are my workmates, I just want to try my best to save them," said Xu, 40, who helped rescuers carry equipment throughout the night. The mine, which straddles Xiangning County, of Linfen City, and Hejin City, of Yuncheng City, covers about 180 square kilometers. The mining zone was estimated to have more than 2.3 billion tonnes of coal reserves, including 1.04 billion tonnes of proven reserves, according to the company's official website. The mine, affiliated with the state-owned Huajin Coking Coal Co. Ltd., is a major project approved by the provincial government. It is expected to produce 6 million tonnes of coal annually once in operation.Earlier this month, 32 workers were killed in a similar accident when underground water flooded a mine being built in north China's Inner Mongolia Autonomous Region. One worker died after being lifted to the ground and 31 others were presumed dead two weeks after the accident happened on March 1.Rescue work, which took 14 days and involved 20,384 people, was halted on March 14 when those trapped were believed to have no chance of survival.

Wen warned the complication of the global financial crisis with deepening sovereign debt crisis in some nations."We should never underestimate the seriousness and complication of the financial crisis and its deep impact on international politics and the economy," Wen said. The global economy was slowly recovering, but its foundation was not solid, he said.Wen blamed the fragile recovery on deepening sovereign debt crises in some countries, high unemployment rates in major economies, high commodities prices and rising trade protectionism. The international governing system faced deep reforms and the global economic structure was undergoing deep transformation, he said.Wen said reforms of international economic and financial systems should be pushed forward and the establishment of a new just and reasonable international economic and financial order should be accelerated."(We) should improve the decision-making processes and mechanisms at international financial institutions and boost cooperation in international financial supervision," he said. While calling for opposition to all forms of protectionism, support for free trade, Wen said, "It is imperative to advance the Doha Round talks of the World Trade Organization toward achieving reasonable and balanced results as soon as possible."He urged major economies to transform the economic growth pattern of low savings and high consumption and to strengthen financial supervision to curb excessive speculation.China would unswervingly carry out its mutually beneficial opening strategy and unveil more measures to facilitate trade and investment, he said.COOPERATION IN ENERGY, CLIMATEWen said energy exporters and importers should step up dialogue and contacts and carry out cooperation in energy development.Investment in the energy sector should be encouraged to maintain a basic balance in energy supply and demand and reasonable global energy prices, he said. The international community should work to maintain stability in energy producing countries and curb excessive speculation to maintain order in the international energy markets, he said.Talking about economic and trade with the Arab states, Wen said China was ready to stabilize trade in oil and natural gas with the 22 Arab League nations, while expanding imports of non-oil products. He said, "China at the same time will increase exports of high value-added machinery and electronic products and high-tech products to the Arab countries."Trade between China and Arab states surged to 107.4 billion U.S. dollars last year from 36.4 billion U.S. dollars in 2004.China would continue to encourage businesses to invest in Arab states and welcome investment from Arab states, he said.China was ready to promote cooperation in infrastructure, including power, railways and roads, and to deepen cooperation in oil and gas projects, he said.Efforts should be made to vigorously develop energy-saving technologies and clean and renewable energies to help tackle global climate change.China would reduce emissions of carbon dioxide per unit of gross domestic product by 40 to 45 percent from 2005 levels by 2020.Wen said China and Arab states should increase exchanges by senior officials and consultations on strategic issues, and boost coordination in major international and regional affairs.Wen urged developed countries to shoulder the main responsibility in helping developing nations to maintain financial stability and economic growth to reduce the imbalance of development, the fundamental imbalance of the world economy.China would as always provide aid without conditions to developing countries, he said.China and Arab countries have relations dating back to the Silk Road about 2,000 years ago. China has diplomatic ties with all 22 members of the Arab League. The forum was initiated in January 2004, when Chinese President Hu Jintao visited the Arab League headquarters in Cairo. It has since served as a platform for exchanging views between China and Arab nations and for enhancing mutually beneficial cooperation.

WASHINGTON, April 30 (Xinhua) -- U.S. Secretary of State Hillary Clinton on Friday celebrated here the opening of U.S. Pavilion in 2010 Shanghai World Expo, which kicked off with a grand opening ceremony earlier in the day.Clinton invited business leaders to attend the reception, which featured a live feed from the Pavilion in Shanghai. She said the Pavilion promotes a "people to people connection" between the United States and China, which is "the base of a long-lasting relationship."Clinton thanked corporate partners for their participation, saying the pavilion is not only a partnership between China and the United States, but also a partnership between the U.S. government and the country's corporations.U.S. law forbids using federal money to participate in World Expo. In order to have a presence in the Expo, Clinton committed her "personal prestige" and helped to raise funds for the Pavilion, according to Jose Villarreal, commissioner general of the U.S. exhibition. In all, about 50 corporations became sponsors of the U.S. Pavilion. Deloitte's CEO of Federal Government Services Robin Lineberger said becoming a sponsor can help raise the company's profile.Destination management company Pacific World's North America President Jane Schuldt said the company is providing logistics services for the exhibition and all other sponsors, and as its major clients in the American business world go to the Expo, it went too. When the company "had an opportunity to stand up and support the USA Pavilion ... it seemed exactly the appropriate step to take and support to be given," she said.
