Everyone is always amazed," said Messenger.The view is about to become even more priceless because the Padres aren't expected to open up the stadium to fans when they start the season later this month. I'll bring the fish tacos. Do you remember me from first grade? Do you need a new best friend?'" said Messenger.Messenger will be making a lot of new frends. This season, he plans to share his balcony with other baseball fans."This is a unique opportunity, and I'm happy to share it with people who won't get a chance to watch baseball," said Messenger.He hasn't figured out how he'll divvy up the invites. The financial planner says he won't be accepting money, but probably won't turn down food or adult beverages. He's hoping his plans will also benefit the Padres. He counts about a hundred nearby balconies facing the stadium, which could translate into a lot of cheering."Probably going to be one of the few places in the country where we fans can actually watch our team play. Who knows, maybe the Padres could have a home field advantage. Could be pretty cool," said Messenger.Messenger is planning COVID precautions for his Padres viewing days.Only a handful of teams has similar views outside their stadium. SAN DIEGO (KGTV) -- Armed private security guards - and others with nonlethal ways to defend themselves - could soon patrol iconic San Diego locations like Balboa Park and the downtown Central Library.The city of San Diego is officially seeking proposals from security firms that would authorize armed or enhanced safety personnel outside more than 50 places, including community parks, skate parks, and library branches. The guards could either carry guns or non-lethal weapons, such as mace or hand restraints, depending on the arrangement. The city currently has very few armed guards - mostly stationed around public bathrooms downtown. RELATED: City may seek armed guards at Central Library, other parksA firm called Able Patrol and Guard patrols city parks and libraries, However, those guards are unarmed and essentially observe and report. The change comes after guards reported being threatened, spit on, and harassed, namely by a growing homeless population outside the Central Library. The city is now aiming to increase their ability to defend themselves. "The goal of the RFP is to provide the proper level of security for City facilities as determined by City departments."Graham said a San Diego Police expert reviewed the document for technical soundness. He said the police chief would always be notified in the event of armed security dispatched. The city is seeking responses by Sept. 7. Mayor Kevin Faulconer was not available for an interview. SAN DIEGO (KGTV) – California and two other Western states have issued travel advisories that include a 14-day quarantine for those visiting the states or returning home from outside travel.California Gov. Gavin Newsom, Oregon Gov. Kate Brown, and Washington Gov. Jay Inslee put the advisories into action for their respective states on Friday. The announcement comes as travel is expected to ramp up for the holidays.The advisories urge “visitors entering their states or returning home from travel outside these states to self-quarantine to slow the spread of the virus. The travel advisories urge against non-essential out-of-state travel, ask people to self-quarantine for 14 days after arriving from another state or country and encourage residents to stay local.”CALIFORNIA TRAVEL ADVISORY ANNOUNCEMENTIn addition to the self-quarantine, the advisories recommend travelers “limit their interactions to their immediate household. The advisories define essential travel as travel for work and study, critical infrastructure support, economic services and supply chains, health, immediate medical care and safety and security.”Newsom said in a news release, “Travel increases the risk of spreading COVID-19, and we must all collectively increase our efforts at this time to keep the virus at bay and save lives.”Brown added, “COVID-19 does not stop at state lines. As hospitals across the West are stretched to capacity, we must take steps to ensure travelers are not bringing this disease home with them. If you do not need to travel, you shouldn’t. This will be hard, especially with Thanksgiving around the corner. But the best way to keep your family safe is to stay close to home.”“Limiting and reducing travel is one way to reduce the further spread of the disease. SAN DIEGO (KGTV) — City officials hope to get the construction process for a proposed downtown park, aimed at being an anchor for San Diego's East Village, off the ground this summer.The proposed 4.1-acre, million East Village Green will sit between F and G Streets stretching from 13th St. to 15th St. The massive stretch of green space in the heart of downtown San Diego will feature an 11,000-square-foot multi-use lawn, plaza and fountain areas, children's garden, 14,200-square-foot community center, dog parks, and room for food facilities, according to development plans.RELATED: Officials to break ground on county's first bike skills park in South BayThe green would also include an underground parking structure for 200 vehicles. "The City will be maintaining and programming East Village Green, and Civic [San Diego] hopes to start the bid solicitation process in late summer," according to Kimberly Moore with Civic San Diego. Part of the construction process will also involve restoring nearby historic homes, which sit at the corner of F and 15th Streets. SAN DIEGO (KGTV) -- Before taking children trick-or-treating this Halloween, families are encouraged to visit The Megan's Law Website where hundreds of registered sex offenders are listed across San Diego. The search tool allows families to look up registered sex offenders in their neighborhood or other parts around the state and see them on a map."Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety," the site says.The map lists markers surrounding the address used in the search.  Users can input any address and radius for a broader search. Information includes images of the sex offender, known aliases, addresses, description of the person, offenses, and a risk assessment.According to website, some of the registrants are currently in violation of their registration requirements and asks the public to contact police with information they may have about these individuals.The website was created and named after 7-year-old Megan Kanka, of New Jersey, who was brutally raped and killed in 1994 by her neighbor, Jesse Timmendequas.  Timmendequas had been convicted for sexually assaulting young girls.  After serving less than a year in a correctional facility, he  moved into a home across the street from the family without their knowledge. "In the wake of that tragedy, the Kankas sought to have local communities warned about sex offenders in the area. All states in the U.S. now have some form of Megan's Law," the website says.The website indicates that some of the registrants are currently in violation of their registration requirements.
