A park in Florida that was named after a Sanford police chief, who is known for forcing the removal of Major League Baseball legend Jackie Robinson from a minor league game in 1946, will no longer bear his name.On Monday, the Sanford City Commission voted to rename the Roy G. Williams Park to Elliott Avenue Park.Williams served as chief of police from the 1920s to the 1960s, according to the commission. The reason behind the name change is according to the city's website, Robinson was in Sanford on April 7, 1946, playing in an exhibition game for the Montreal Royals.According to the commission's documents, at the top of the second inning, Williams ordered Robinson to quit "because the city did not allow integrated teams to use city-owned fields."Williams then entered the dugout and told Robinson's manager that if he didn't leave the ballpark, it would be called off, the document stated.Robinson went on to break the race barrier with the Brooklyn Dodgers in 1947. 983

A rent-control style bill that would cap annual rent increases is advancing in Sacramento. The bill, by Democrat Assemblyman David Chiu, would limit annual rent increases to 5 percent plus inflation. Currently, market landlords in San Diego County can raise the rent as much as they want at the end of a lease. Adam Moody, of Pacific Beach, just saw his rent go up by 0 a month, or 10 percent. "We're thinking about moving somewhere because if it's going to keep increasing, we'd rather maybe get a house or something," said Moody, who lives with his wife. The bill, AB 1482, made it out of the Assembly Appropriations Committee Wednesday. It will now advance to the full assembly floor before moving to the state senate side. With inflation, the cap in San Diego County would be 7.2 percent, which is nearly three times faster than wage growth. Molly Kirkland, public affairs director for the Southern California Rental Housing Association, said the organization opposes the bill. She said legislation like this turns off developers from building more much-needed housing, and can lead to the current supply going unrepaired. "The five percent plus CPI (inflation) may be enough if you don't have significant operational costs, if you don't need a new roof, but that's not a certainty," she said.Moody says he supports the cap. He says there must be a happy medium for landlords to be profitable, while allowing renters to keep affording where they live. Gov. Gavin Newsom has not indicated whether he would sign the bill. If it passes, it would take effect Jan. 1, 2020. 1584

A van covered in conservative political bumper stickers parked nearby where a suspect was arrested in connection with a series of package bombs sent to liberal politicians and donors was taken into police custody Friday. The van was plastered with large stickers in support of President Trump. It also included a sticker of Hillary Clinton in a sniper's crosshairs and a "CNN Sucks!" sticker.Police covered the van in a tarp and drove it to a nearby facility. It's unclear if the van belongs to Cesar Sayoc, the man arrested in connection with the package bombs, though it was located in a parking lot of the same auto parts store in which Sayoc was arrested. At least 12 package bombs were sent to liberal politicians and donors this week. None of the bombs exploded and no one was injured.  807

A new health hazard is washing up on shores around the world.“They found a lot of it in Italy. They found a lot of PPE in beaches of Japan and Southeast Asia,” said senior scientist Jennifer Brandon, Ph.D. about personal protective equipment, or PPE. “We’re already finding thousands of gloves and masks as the pandemic continues.” Brandon believes more people are using and also improperly disposing of these single-use plastics and says the litter can last several lifetimes.“I would not be shocked if it’s going to be in the hundreds of thousands in gloves and masks in the next years,” she said.Brandon says with grocery stores no longer allowing reusable bags and restaurants serving to-go orders in Styrofoam containers, this is adding to the problem. This swell of plastic pollution has a chain effect, impacting animals and humans.“That plastic is going to get eaten by animals and those animals are what you eat,” Brandon said. “Sometimes it can break down small enough, it even gets into our water supply and sea salts.”Experts say 30 billion pounds of disposable plastic is dumped into the ocean every year. Now, that number is expected to rise even more due to PPE waste.“We expect that plastic pollution will outweigh fish in the ocean if we don’t take care quick action to prevent that from happening,” said Shelley Luce, president of Heal the Bay, a nonprofit with the mission of keeping water clear and clean.“We do beach clean ups year-round and we generally get 700 to 800 people coming out early on a Saturday morning,” she said. With social distancing orders and many beaches closed due to COVID-19, large group gatherings are no longer allowed in some areas. So, Luce is now encouraging people to clean up what she calls “COVID waste” on their own or within their social bubble.“You can do a cleanup in your neighborhood,” she said. “Pick that trash up off the streets because you know where that's going to go, into a storm drain and out into the ocean.”Luce says there are simple solutions for this worldwide problem: properly dispose of PPE or wear a cloth mask, both of which can help stop the spread of coronavirus without creating an environmental hazard. 2187

A Phoenix father is accused of using frozen hot dogs to reduce swelling to the legs and backside of his 2-year-old son after he'd abused him.Phoenix police report that on Tuesday they arrested 23-year-old Joshua Junior Rodriguez for child abuse that he allegedly inflicted upon his 2-year-old son on Oct. 11.Police say that after an argument, the boy's mother was packing a bag to leave when she heard "whipping sounds" coming from the garage. When she looked in, she reportedly saw Rodriguez striking their son on the bottom with a strap from a duffel bag.She grabbed the boy away from him and went into the house. However, Rodriguez pushed her away and grabbed the boy again, taking him to the bedroom, removing his diaper and continuing to strike him on the butt.Police say Rodriguez then threw him on the bed and spanked him 23 times, before taking him into the showers where he struck him again when the boy tried to get out. After seeing the injuries he inflicted, Rodriguez allegedly placed a package of frozen hot dogs on his butt to reduce the swelling. He reportedly told the child’s mother, "You're going to get me for child abuse, huh?" He would not allow her to leave home until she agreed not to call the police.During his emotional initial Court appearance, Rodriguez claimed, "these are all false allegations."Police say the boy suffered "extensive bruising" and scratches. 1410
