SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. SAN DIEGO (KGTV) - Around the world in eight and a half years, one couple returns to San Diego after almost a decade of sailing. Neal Schneider and his wife Ruth left San Diego on their 48-foot sailboat in December 2010. Schneider tells 10News, “I felt like there was an invisible hand grabbing the front of my shirt saying come on you got to do this.” He initially thought it would take them four years to circumnavigate. 38 countries and 49,000 miles later, they ended up taking a little longer. Their path took them to Mexico, French Polynesia, Tonga, New Zealand, Fiji, Thailand, and Africa and beyond. In fact, they decided to spend one whole year living in Thailand. During their adventures there were times where they flew back to the United States. Two of their children got married and they attended the weddings. As the couple prepares for the final leg of their trip, Schneider says, “we are very excited on the verge of being emotional”. An eye-opening experience for the Schneiders, “what a fabulous world this is, but I’ll tell you, I think one of our favorite places in all the places is San Diego.” They are expected to arrive Tuesday evening and dock at San Diego Yacht Club. SAN DIEGO (KGTV) — California's regional stay-at-home orders will go into effect in San Diego County on Sunday after the Southern California region fell below the 15% ICU threshold that triggers the restrictions.The state Department of Public Health announced the Southern California region, which includes San Diego, Los Angeles, Orange, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties, fell to 13.1% ICU capacity on Friday. That number dropped to 12.5% on Saturday.The restrictions will begin for a region at 11:59 p.m. on Sunday, according to the state. SAN DIEGO (KGTV) — California has rejected San Diego County's request for a tier adjustment after the region was moved into the state's purple reopening tier.The county said that "San Diego’s increased cases are not due to the sectors impacted by moving into a more restrictive tier.
