LONDON (AP) — Britain’s chief medical officers have raised the nation’s official COVID-19 alert level, meaning the virus is in general circulation and the transmission is high. The chief medical officers of England, Scotland, Wales and Northern Ireland say cases are rising “rapidly and probably exponentially.”They say they are acting on the advice of the Joint Biosecurity Center and raising the level from three to four, the second-highest level.Chief Scientific Officer Patrick Vallance warned that without further action, the U.K. could see 50,000 new coronavirus cases a day by mid-October, the BBC reports. He said that would likely lead to about 200 deaths per day.Chief Medical Officer Chris Whitty said infection rates are rising among all of the nation’s age groups and said it’s not acceptable for people to ignore health guidelines to engage in risky activity.British Prime Minister Boris Johnson is expected to announce further curbs Tuesday to slow the spread of the virus.Britain already has the worst virus death toll in Europe. 1052

LOS ANGELES (AP) — California environmental officials say a popular agricultural pesticide they say has been linked to brain damage in children will be banned after next year under an agreement reached with its manufacturer.Under the deal announced Wednesday, all California sales of chlorpyrifos will end on Feb. 6, 2020.Farmers will have until the end of 2020 to exhaust their supplies. The pesticide is used on numerous crops in the nation's largest agriculture-producing state, including alfalfa, almonds, citrus, cotton, grapes and walnuts.State regulators say the pesticide has been linked to health defects in children, including brain impairment.Officials say they are budgeting million to help manufacturers develop a safer alternative. The pesticide's manufacturer, Corteva Agriscience, says it reached the agreement "in the best interests of the affected growers." 884

LOS ANGELES (AP) — Los Angeles County prosecutors are joining other district attorneys to use technology to wipe out 66,000 old marijuana convictions years after California voters broadly legalized the drug. The county is working with the nonprofit Code for America, which uses computer algorithms to find eligible cases that are otherwise hard to identify in old court documents. The group has offered its technology free to all of the state's 58 district attorneys. The program identifies eligible cases and automatically fills out forms to file with the courts. Prosecutors this week asked an Los Angeles judge to dismiss convictions for cases that date back to 1961. 679

LOS ANGELES (AP) -- California Gov. Gavin Newsom announced a new process for reopening businesses that is slower and more gradual than what the state tried earlier this summer. The new rules create a four-tier, color-coded system that counties will move through based on their number of cases and percentage of positive tests. It will rely on two metrics to determine which tier a county is in: case rates and the percentage of positive tests. The state's website says:"Every county in California is assigned to a tier based on its rate of new cases and positivity. At a minimum, counties must remain in a tier for at least 3 weeks before moving forward. Data is reviewed weekly and tiers are updated on Tuesdays. To move forward, a county must meet the next tier’s criteria for two consecutive weeks. If a county’s metrics worsen for two consecutive weeks, it will be assigned a more restrictive tier. Public health officials are constantly monitoring data and can step in if necessary."Based on the state’s new tool, San Diego County is in the red Substantial tier, and while the system allows certain businesses to reopen, individual counties can issue more stringent restrictions that could keep those businesses closed or restricted to outdoor operations. As of Aug. 28, the tool shows San Diego County businesses such as nail salons, hair salons/barbershops, and gyms/fitness centers are able to reopen indoor operations -- with modifications under industry guidance -- by Aug. 31.Restaurants can reopen for indoor dine-in service with modifications and capacity limits, the state’s tool shows.Breweries and bars/pubs that do not serve food remain closed under the new guidelines. When it comes to schools in San Diego County, in-person learning is still prohibited. The state says schools “can open for in-person instruction if county remains in this tier for two weeks.”More detailed information by county and business type can be found at https://covid19.ca.gov/safer-economy. 1988
