SAN DIEGO (CNS) - In-state University of California students got a financial reprieve Thursday, with the system opting to forego a vote on a proposed tuition hike in favor of pushing the state for more funding."Raising tuition is always a last resort and one we take very seriously," UC President Janet Napolitano said. "We will continue to advocatewith our students, who are doing a tremendous job of educating legislators about the necessity of adequately funding the university to ensure UC remains a world-class institution and engine of economic growth for our state."The Board of Regents had been expected to consider a 2.7 percent boost in base tuition. While that vote will no longer happen, the regents could revisit the issue "depending on the outcome of budget negotiations in Sacramento."UC officials said they will look to secure an additional 0 million in state funding above what was already proposed for the coming year in the governor's budget proposal.The announcement echoed a decision announced last week by California State University Chancellor Timothy White, who said the CSU would also focus on lobbying the state for additional funds rather than pursuing a tuition hike."In light of California's strong economy, California's students and their families should not be saddled with additional financial burden to attain public higher education," White said. "We will continue to make the case to lawmakers, who represent all Californians, that an educated citizenry should be at the top of the state's highest priorities."In January, the UC Board of Regents approved a 3.5 percent increase in non-resident supplemental tuition, taking it from ,014 in 2017-18 to ,992 for 2018-19, a 8 increase. Board members said at the time that the increase could be eliminated if adequate state funding is secured. 1843

SAN DIEGO (CNS) - An 18-year-old man was shot twice in the stomach during an armed robbery early Thursday morning in a Mission Beach parking lot, police said.Two 18-year-old men were in a car leaving a party at the Bahia Resort Hotel, 998 West Mission Bay Drive, when they were approached by two men on foot in a public parking lot on Gleason Road at around 12:30 a.m.One of the men on foot pulled out a gun and pointed it at the pair in the car while demanding items from them, San Diego Police Department Officer Robert Heims said. The victims got out of the car and the man with the gun stole a chain necklace from one of the victims.The other victim tackled the gunman and was shot twice in the stomach, the officer said.The suspects fled in an unknown vehicle and the victim who had his necklace stolen drove the gunshot victim to a hospital for treatment of his wounds, Heims said. The gunshot victim underwent surgery, but an update on his status was not immediately available.A detailed description of the suspects was not immediately available. 1061

  

SAN DIEGO (CNS) - More than a dozen animal shelters, rescues and sanctuaries across San Diego County Saturday will encourage people to adopt a pet during the fifth annual Clear the Shelters day.Clear the Shelters is a nationwide animal adoption event intended to help as many shelter animals as possible find a forever home. Since the event began in 2015, more than 300,000 pets have been adopted during Clear the Shelters events.The San Diego Humane Society's San Diego, Escondido and Oceanside campuses and the county of San Diego's Department of Animal Services shelters in Bonita and Carlsbad will participate in the event and waive adoption fees for all animals adopted throughout the day.At the county's shelters and the humane society, animals available for adoption have been spayed or neutered, microchipped and brought up to date on their vaccinations, if necessary. Prospective adopters can save time by searching the available pets at a shelter's website."People still need to go through the normal adoption process of filling out an application and doing a screening interview with staff. We just want to make sure their new owners are prepared and committed to an animal," County Animal Services Director Daniel DeSousa said.According to the county, 81 animals were adopted during last year's Clear the Shelters event, while more than 400 animals were adopted at the humane society's three locations last year. According to San Diego Humane Society President and CEO Gary Weitzman, more animals were adopted from SDHS than any other shelter in the United States."We use the phrase `clear the shelters' endearingly to express our desire for every shelter pet to have a new home and family of their own," Weitzman said.In addition, an assortment of other shelters and animal rescues like the El Cajon Animal Shelter, the Rancho Coastal Humane Society in Encinitas and Wee Companions Small Animal Adoption will participate in the event. SAN DIEGO (CNS) - A man accused of ambushing a janitorial worker at a Little Italy coffee shop and trying to sexually assault her pleaded not guilty Wednesday to a half-dozen felony charges, including kidnapping with the intent to commit a sex offense.Christopher Merron, 28, was ordered held on million bail. He faces life in prison if convicted, said Deputy District Attorney Nicole Roth.Merron allegedly attacked the woman as she was cleaning the coffee shop in the 1700 block of India Street about 4:30 a.m. last Sunday, pushing her into a back room, taking her car keys and threatening her with a knife.Following a struggle, the victim, whose name was withheld, was able to break free and run out of the building, said San Diego police Lt. Jason Weeden.RELATED: Man tries to sexually assault woman before stealing her carThe assailant then fled in the woman's tan 1998 GMC Jimmy SUV.Merron was arrested in Mission Valley the next day and the victim's stolen SUV was recovered, Weeden said."This was a brazen and serious sex crime," Roth said outside court. "This was a traumatic event."RELATED: Arrest made in Little Italy attempted sex assault, vehicle theftBesides kidnapping with the intent to commit a sex offense, Merron is charged with assault with the intent to commit a sex offense, attempted oral copulation, false imprisonment with force, robbery and auto theft.Merron will be back in court Oct. 26 for a readiness conference and Oct. 30 for a preliminary hearing.While living in Virginia, Merron pled guilty to accessory to robbery, resisting arrest and several drug charges. 1602
