ESCONDIDO, Calif. (KGTV) -- San Diego County's rising coronavirus case numbers will determine what can stay open and what must shut down again. The uncertainty is taking both a financial and emotional toll for local restaurant owners.Open. Close. Open. Close. This isn't the revolving door that welcomes customers into local restaurants, it's the state's rules on indoor dining that is worrying business owners."It's devastating thinking that we might have to close again," Charlie's Family Restaurant owner, Suzan Meleka said. "I haven't slept in two nights."When the quarantine began in mid-March, the 28-year-old Escondido diner had to shut its doors. Meleka said they tried take-out. But as a traditional sit-down diner, it just wasn't for them.Then came the good news on May 21, 2020. With temperature checks, new cleaning, social distancing protocols in place, Charlie's reopened, and their loyal regulars came back."The food is great, the prices are great, the atmosphere is great!" one customer said."It's like a family here," said another."We were worried that a lot of them might forget about us because we were closed for two and a half months," Meleka said. "So they've just been wonderful. They are glad to be back to some sort of normalcy."But that normalcy did not last too long for diners in 19 California counties on the state's watch list. On July 1, 2020, Governor Gavin Newsom declared that every restaurant in counties surrounding San Diego had to again, stop serving food indoors. So far, San Diego is clear from that list. But Meleka is worried we are next."I think if restaurants are following every single protocol, they shouldn't be penalized," Meleka said.Compared to their large dining hall and banquet room for overflow, Charlie's only has four outdoor tables. This may not be enough capacity for the beloved family diner to muscle through another forced shutdown."I keep saying it's the twilight zone because it's just unbelievable," Meleka said.Meleka hopes everyone follows the state's guidelines so that San Diego County can stay off the state's watch list. She says the goal is for all local restaurants to keep their businesses afloat. 2179

Families in 17 states will receive nearly 15,000 devices and 7,500 Lego Education Solutions as part of a new partnership aimed at supporting 45 school districts that serve students who are in critical need and who were hit hard by the pandemic.“We often get kids who are under educated and under served from our community, 90% on free and reduced lunch,” Rose Norman, chief operations and grant officer of Southwest Schools in Houston.It's a district that struggles to meet the needs of their students. COVID-19 hit them hard and the abrupt switch to e-learning was problematic for many reasons.“We found out that our high school students were turning in assignments but when we looked closely, we realized they were doing those assignments off of a cellphone,” Norman said.One day, Norman was reading a newsletter, and saw a way for schools to apply for a new initiative that would help with connectivity, devices and educational materials. Norman says, she wrote from her heart, describing what life was like for her students. Less than 10% had a device at home. Some parents lost their jobs and needed help with rent and food, and the district didn't have enough computers for virtual instruction.“What we’ve learned from the COVID was that for a student to have a laptop is a must, not a privilege. It’s a must. But because our kids are not privileged, we have to make that must come to fruition,” Norman said.Southwest Schools was among more than 40 other school districts selected for a program aimed at providing technology for low-income students. Working off a survey from First Book stating that 40% of children in need in the U.S. do not have reliable internet access and another 40% are without access to devices, Intel and CDW-G, a tech solutions provider, joined forces with First Book to give students a fighting change as they head into the fall. It's call the "Creating Learning Connections Grant."“Technology if it's properly implemented especially in the context of COVID, it can save lives in the context of education it can change lives,” says Brian Gonzalez, senior director for global partnerships and initiatives at Intel.A big part of Gonzalez’s job is to bring technology into education.“This has now become the challenge of our lifetime, certainly my lifetime but to really understand how technology can take that next step and improve student outcomes and it’s not about devices, it’s about connectivity and content and that has to come together in a way that we’ve not done before,” Gonzalez says.He added you can’t just hand out computers without educational advice, support and training without it being successful. Even during this time of strong political divisiveness, lawmakers agree there should be changes to Section 230. Congressional committees have subpoenaed the CEOs and heads of major tech companies like Facebook, Twitter and Google multiple times to answer questions about possible bias, eliminating competition, allowing misinformation to flourish, etc., all trying to get to the heart of what should be done about Section 230.So, what is it?Section 230 refers to a section of just 26 words within the 1996 Communications Decency Act.It reads: “no provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider.”This particular section makes it so internet companies are generally exempt from liability for the material users post on their networks.Which means, if a news website article makes false malicious statements about a person, that person can sue the publication for libel. However, if that article is posted on social media and spread to hundreds of thousands of people, the person can only sue the individual who posted the article and cannot hold the social media company responsible for spreading the article.The wording of Section 230 also allows internet companies, and more specifically social platforms, to moderate their content by removing or censoring posts that are obscene, violent or otherwise violate that specific platform’s terms of service and standards, so long as the social platform is acting in “Good Samaritan’ blocking” of harmful content.This has allowed online social platforms to grow and thrive, offering a space for users to share their thoughts and opinions, without the fear that those thoughts and opinions will get the platform in trouble. The wording for Section 230 came from established case law, including a Supreme Court ruling in the middle part of the 20th Century, which held that bookstore owners cannot be held liable for selling books containing what some might consider obscene content. The Supreme Court said it would create a “chilling effect” if someone was held responsible for someone else’s content.“Today it protects both from liability for user posts as well as liability for any clams for moderating content,” said Jeff Kosseff, who wrote a book about Section 230 and how it created the internet as it is today.President Donald Trump in May signed an executive order that would clarify the scope of the immunity internet companies receive under Section 230.“Online platforms are engaging in selective censorship that is harming our national discourse,” the order reads.One of the issues raised in the executive order is the question of when does a social platform become a so-called “publisher” by making editorial decisions about the content on the platform. Those decisions include controlling the content allowed on the platform, what gets censored, and creating algorithms that spread certain content further or faster.Content publishers are held to different rules and responsibilities by the Federal Communications Commission. News publishers can be held liable for the content they share on their platform, either in print or online.The president’s executive order came after Twitter started adding a fact-check warning to his tweets that contain false or misleading information. The executive order does not allow the president to change the law, but rather encourages his administration to take a look at Section 230.Lawmakers on both sides have concerns about how social platforms are abusing the protection they receive under Section 230, and have held several committee meetings.Many experts agree Section 230 cannot just be removed.If social platforms are suddenly held responsible for the content on their sites, there could be a whole new level of moderation and censorship as they clamp down on anything remotely controversial and unproven - possibly including some of the president’s own posts.Instead, lawmakers are investigating what changes, if any, could be made to Section 230 to offer clarity for both users and internet companies, as well as set boundaries for potential liability. 4178

Federal authorities say a U.S. airman with ties to the "boogaloo" right-wing extremist movement killed a federal security officer outside a federal courthouse near San Francisco. Air Force Staff Sgt. Steven Carrillo was charged Tuesday with murdering federal officer David Patrick Underwood and attempted murder of another officer during a night of violent protests in Oakland on May 29. Carrillo separately faces state charges in the fatal shooting and ambush of a Santa Cruz County sheriff's deputy and the wounding of four other officers on June 6. Carrillo is expected to enter a plea to the state charges on Wednesday. 631
