SAN DIEGO (KGTV) - An Uber driver helped a Lyft driver after a crash on Interstate 8 in Mission Valley Monday.The Uber driver told 10News he was exiting eastbound I-8 at Mission Gorge Rd. at 1:45 a.m. when he saw an SUV on its side, blocking the road.The man turned on his hazard lights and used his Uber car to block the road while he ran to help, he said.The Lyft driver was trapped and screaming for help, according to the man.The Uber driver said he kicked the windshield until he formed a hole the Lyft driver could climb through.Paramedics took the Lyft driver to the hospital with cuts and bruises.CHP officers are investigating the cause of the crash.The Lyft driver was not arrested but told the CHP his 'mind wasn't working', according to Officer Jim Bettencourt. 806

SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. SAN DIEGO (KGTV) - A serial flasher who exposed himself to seven women near University of California San Diego was sentenced Thursday, according to City Attorney Mara Elliott. Nicholas Saienni, 34, pleaded guilty to four misdemeanor charges of indecent exposure and received a sentence of 180 days of custody, three years of probation, a waiver of his Fourth Amendment search and seizure rights, and court fines and fees. He was also ordered to register as a sex offender and get counseling. If he violates his probation, he could face an additional year and a half in jail, according to prosecutors. San Diego Police arrested Saienni after eight separate incidents between January and March 2019. Prosecutors said Saienni exposed himself to the women while dressed as a jogger and wearing a hooded sweatshirt to conceal his identity. Saienni confessed to the indecent exposure and admitted he had been convicted of similar acts in Delaware in 2018, Elliott reported. SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday.For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school.An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon.After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting.The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday.The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612
