SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday.For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school.An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon.After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting.The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. SAN DIEGO (KGTV) - After releasing a new study showing the link between free, unstructured play and increased brain development, doctors may now start prescribing playtime for young children.The study, titled "The Power of Play" by the American Academy of Pediatrics, says free, unstructured play, "is brain building, a central part of healthy child development, a key to executive function skills, and a buffer against the negative impacts of stress. Furthermore, play builds the bond between parent and child."The study blames an increase in strict scheduling, more screen time and parents' safety concerns as reasons why play time has dropped by as much as 25% over the last 30 years.The AAP is now advising its member-pediatricians to prescribe playtime to kids when they come in for wellness exams and check-ups."The benefits of play cannot really be overstated in terms of mitigating stress, improving academic skills and helping to build the safe, stable and nurturing relationships that buffer against toxic stress and build social-emotional resilience," says Michael Yogman, MD, FAAP, lead author of the AAP report.Local child development experts in San Diego agree, saying free play gives kids life-long skills."That's exactly what children need, especially in pre-school," says Andrea Wilson, the Manager at Rady Children's Hospital's Alexa's Playful Learning Academy for Young Children."That's the opportunity for them to turn-take, build empathy, use their communication skills, learn to be team players."Wilson's school emphasizes unstructured play in its classes. She says parents need to take part at home too, by giving kids choices when they play and letting them lead the way."Tell them, 'You can play with this toy, you can play with that toy,' and see what they want to do from there," says Wilson. "Also ask a lot of open-ended questions and learn with them as well."According to the study, screen-time is one of the biggest reasons kids aren't free-playing anymore. Wilson says it's easy to give kids an alternative, even when they're away from home."Having a bag of books, crayons and manipulative toys is always a better option than putting a screen in front of them," she says.As for how much free play kids need, the study doesn't give a specific set limit. Instead, it says that even as little as 15 minutes of free play showed positive results in kids' stress levels when compared to 15 minutes of being read to.The report also says that parents and doctors need to push schools towards scheduling more recess time, so kids have the chance to explore on their own. 2616

SAN DIEGO (KGTV) - After 125 years serving San Diego customers Jessop's Jewelry store is closing down. Owner Jim Jessop tells 10News it was a decision several years in the making and one that is definitely bittersweet. All three of his sons opted not to take over and he didn't want to sell a business with such strong family ties. Jessop's dates back to the late 1800's when Jim's great grandfather opened the first store. He also designed the iconic clock which is now on display at Horton Plaza.Jessop says he doesn't have a firm closing date, he will simply stay open until he's sold the last piece of jewelry. Property owners at Horton have asked Jessop to move the clock, so he is now in the process of looking for another location that will preserve the timepiece. 799

SAN DIEGO (KGTV) — About 160 military police and engineers will be sent to border crossings in San Diego and El Paso this weekend, according to the U.S. Customs and Border Protection.The government will send 80 active-duty troops to San Diego and another 80 to El Paso, according to CBP and the Department of Defense (DoD). Troops are expected to arrive at the two locations Saturday.CBP confirmed to 10News the Department of Defense will provide a "crisis response force" (CRF) for the San Ysidro Port of Entry (POE) in case a federal appeals court nixes a Trump Administration policy known as "Remain in Mexico," and due to coronavirus containment concerns.RELATED: Trump: US could close borders to guard against coronavirus"Based on the pending MPP [Migrant Protection Protocols] decision, continued concern of large groups attempting to forcibly enter through the San Ysidro POE, and COVID-19 containment and mitigation concerns, CBP has activated the CRF," a CBP spokesperson said.Though the spokesperson later downplayed that the troop surge was in direct response to coronavirus cases."...The DoD is not doing anything in direct terms of COVID-19. CBP officers are still doing all immigration related screenings. This is more about port security," the CBP spokesperson added. "As demonstrated last Friday following the 9th Circuit’s MPP ruling announcement, the balance between facilitating the flow of legitimate trade and travel while upholding our national border security mission and the safety of the public and our personnel is delicate."The government's "Remain in Mexico" policy requires asylum seekers to stay in Mexico while their cases are processed through the U.S. court system. Deploying the military to the border is not a viable long-term solution. As we saw with the reversal of the 'Safe Release' policy back in 2018, San Diego’s non-profit community and regional agencies quickly responded to establish a temporary shelter for migrants who were being released onto San Diego streets as a result of changes to Federal immigration policy.
