BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said.The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent.The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas.The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas.The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement.The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.

She was born at 14:41 p.m., four hours after Jini went into labour. Both the mother and cub are in good health, said the statement.Jini, a resident of Beijing Zoo, was sent to the Wolong center this March for the cub-birth purpose because the research center has developed expertise in breeding techniques.With a 20-year breeding history, the Wolong Giant Panda Protection and Research Center is home to the world's largest captive panda population. It has helped Beijing Zoo and Chongqing Zoo and many zoos in other countries in breeding and feeding pandas.The new cub is Jini's second. It is the eleventh cub born at the Wolong center this year."Pandas come into heat in the spring and give birth in autumn. This is the main reason for the panda 'baby boom'," said Dang Chunxiang, an expert with the Wolong Center.More than 10 other pandas are expected to give birth over the next one or two months at the Wolong center.Jini delivered her first cub "Qingqing" in 2007 when she was thirteen and a half years old, which was itself rare amongst pandas. She also entered record books with her pregnancy that lasted 324 days. Generally, pandas deliver in 120 -150 days.The length of a panda's pregnancy depends on its health and nutrition level, according to experts.About 1,600 giant pandas are living in the wilds in China. Sichuan Province and the northwestern provinces of Shaanxi and Gansu are the home to most of them. Another 290 pandas are in captive-bred programs worldwide, mostly in mainland China.

The plane was on its way from Turkey to the Pakistani capital via Karachi.The plane, which was manufactured in 2000, was leased in January 2006 by Airblue, a private service based in Karachi, Pakistan's largest city, according to local media.Also Wednesday, Chinese Foreign Minister Yang Jiechi sent a condolence message to Pakistani Foreign Minister Shah Mehmood Qureshi for the deadly air crash and the serious casualties.

  

UNITED NATIONS, June 29 (Xinhua) -- "China is both a strong supporter for and an active participant in the South-South Cooperation," a senior Chinese official said here Tuesday.Yi Xiaozhun, the Chinese vice minister of commerce, made the statement as he was delivering a keynote speech at the Development Cooperation Forum, sponsored by the UN Department of Economic and Social Affairs, at the UN Headquarters in New York."This year marks the 60th anniversary of China's technical assistance to other developing countries through South-South Cooperation," Yi said. "It also marks the 31st anniversary of China as a beneficiary of the UN development assistance system."Promoting South-South Cooperation and "help each other among the developing countries" is the centerpiece of development cooperation, he said. "As the developing countries are at similar levels of development and facing similar economic and social development problems, they can better appreciate the development needs of each other.""China supports the 'Beyond Aid' initiative proposed in the UN secretary-general's report and emphasizes the need for enhanced policy coherence, host country ownership and capacity building over cash assistance," he said."With the concept of 'blood generation over blood transfusion', China believes that it is better to help host countries build long-term sustainability than to resort to short- term interventions and be overly dependent on foreign aid," he said. "An integrated and holistic approach should therefore be adopted by incorporating trade, investment, technology transfer, capacity building and other elements into the development policies. ""Developing countries should also take the initiative into their own hands in order to identify the policies and solutions most responsive to their own needs," he said."China has tried similar approaches and learned some useful lessons," he said."First, providing non-politically conditioned assistance to developing countries," he said.

  

BEIJING, June 12 (Xinhua) -- China's trade surplus would likely fall noticeably this year as exports outlook would not be optimistic while imports would remain robust, Ministry of Commerce spokesman Yao Jian said at a briefing Saturday.Exports growth would slow after July, Yao forecast, adding the surge in exports in May was due to a low comparison basis last year. China's exports in May surged 48.5 percent year on year, customs data released Thursday.China's trade surplus in the first five months fell 59.9 percent to 35.39 billion U.S. dollars. The figure in 2009 topped 196.07 billion U.S. dollars, down 34.2 percent year on year.Yao attributed the weak export outlook to the European sovereign debt crisis, rising commodity prices and labor costs."In the following months, the fallout from the debt crisis in Europe would gradually become apparent, and China would closely watch changes in its important exports markets including Germany, Spain and Italy," Yao said.China would maintain stable trade policies amid the crisis, and might adjust some policies in some specific industries for environmental protection purposes."Stable trade policies are a top priority when the external outlook is not clear," he said.Yao also told reporters that attempts by some U.S. lawmakers to include China's exchange rate policy into trade investigations on China's exports of aluminum extrusions and coated paper lacked factual support and did not conform to rules of the World Trade Organization.The WTO regulated trade policies instead of a country's overall financial or foreign exchange policies, he said.
