PINELLAS COUNTY, Fla. — Millions of drivers received refunds on their car insurance after the pandemic forced a national shutdown. But the I-Team found out at least one major insurance carrier is asking to raise rates for drivers across Florida.Pinellas County resident Robert Stickler and his wife started working from home after the pandemic shut down Florida in March. “My family hasn't been driving, the cars have been sitting," Stickler said.Their insurance carrier Geico and many other large auto insurers in the nation refunded drivers. The Sticklers were refunded 15 to 20 percent of premium costs after the pandemic delivered a drastic dip in accidents and claims. That credit was reflected on the Stickler family bill.Robert Stickler welcomed the refund but said they suffered sticker shock when Geico socked them with a 0 rate hike to their 6-month policy in June. The increase was approved by the state. “It was going to be over 4 a month for 3 older vehicles,” said Stickler.In a letter from Geico:"There are many factors that affect your insurance premium such as age, driving history, location and the increasing cost of vehicle repairs." But this driver says that explanation does not add up. “There had been no changes what-so-ever,” said Stickler.We reached out to Geico and have yet to hear back. The I-Team checked state records and found Geico petitioned the Florida Office of Insurance regulation between March and August for a separate rate hike of nearly 7 percent after the pandemic hit.Doug Heller is with the Consumer Federation of America, a watchdog group that called on Geico this past May to give back some of its profits the CFA claims the company raked in during the pandemic as drivers stayed off the road. “We are paying premiums as if the pandemic never happened,” said Heller.The I-Team reviewed second-quarter profit earnings for some of the nation’s largest insurance companies. We looked at overall profits which include their auto insurance and found Allstate, Progressive and Geico business shot up by hundreds of millions of dollars for the second quarter of this year compared to the second quarter of 2019.Geico's parent company reported to investors its 2020 overall insurance profits were, ”...largely attributable to unusually high earnings from Geico due to lower claims frequencies. These results are likely to be temporary…"Former Florida Deputy Insurance Commissioner Lisa Miller says there’s a state law that regulates how much insurance can profit. “We have very strict set of factors of what these insurance companies can profit," Miller said. No one is alleging that Geico or any other insurance company made an excessive profit. However, Miller says if state regulators find that any auto carrier made an excessive profit, customers could be refunded under a Florida law meant to protect consumers.The I-Team requested an interview with Florida's Insurance Commissioner David Altmaier. His spokesperson declined our request but said in a statement."OIR thoroughly reviews all filed auto insurance rates filings to ensure they comply with all applicable laws and are not excessive, inadequate, or unfairly discriminatory. A man convicted in the 1971 Black Liberation Army assassination of two NYPD officers will be released on parole in October, the widow and daughter of NYPD Patrolman Joseph Piagentini told Scripps station WPIX-TV.A state source confirmed the decision late Tuesday afternoon, saying 68-year-old Anthony Bottom, who now goes by Jalil Abdul Mutaqim, has been granted "an open release date of October 20, 2020 or earlier."Bottom's been in state prison since 1977, more than 43 years."I am very angry," widow Diane Piagentini said about the decision.Piagentini accused Bottom of being the most ruthless of the killers, who lured the two patrolmen, one Black and one White, to Harlem with a phony 911 call. Both NYPD officers were fathers.The three BLA members had come to New York from California specifically to assassinate police officers.When the officers responded to the housing project, they were ambushed from behind with a fusillade of bullets.Bottom shot Piagentini’s partner, 33-year-old officer Waverly Jones, first. Jones, who was Black, was shot five times."He (Bottom) shot him in the head and down his spine," Diane Piagentini recalled.Piagentini said Bottom then turned his gun on her 27-year-old husband, who had 22 bullet holes in his body when he was pronounced dead.“He (Bottom) used Joe's gun to complete the killing because they were running out of bullets," Piagentini said of her husband’s death.Two years ago, Piagentini had unsuccessfully fought the controversial release of Bottom's accomplice, Herman Bell.Parole commissioners at the time were staying true to an Executive Order from Governor Andrew Cuomo in 2011, which told the board to be "forward thinking" and focus more on a prisoner's rehabilitation instead of the original crime.During Bell's later parole hearings, he showed remorse.The third convicted killer, Albert Washington, had died in prison.Bottom has been in police custody for more than 49 years, ever since his arrest in California in August 1971. He was sent to New York State prison in 1977.A Refinery29 article published earlier this year said he was diagnosed with COVID-19 during the pandemic.A Sullivan County judge ordered a new hearing for Bottom in August. The prisoner appeared before the parole board on Sept. 11.Diane Piagentini had written to the board in August this year, begging for Bottom not to be released."He's a BLA militant," she said. "He wants to kill cops. He has not been rehabilitated."Piagentini wasn't allowed to face parole commissioners because of the ongoing COVID-19 crisis.Despite a move to release elderly prisoners during this pandemic, Piagentini said she doesn't believe that's the motivation for Bottom's release."It has nothing to do with COVID. "They have chosen to stand with the murderers, cold-blooded assassins, and radicals bent on overthrowing our society. We have now seen 16 cop-killers released in less than three years. LINWOOD, Kan. – A former animal control officer is fighting with the City of Linwood, Kansas, for a family pet — a pet pot-bellied pig. His name is Dude and he's a 6-year-old Juliana pot-bellied pig. He's the newest member of Bailey Parker's menagerie at her home. He shares the yard with two ducks, four chickens, and occasionally the family's two dogs and cat. "I talk to them all like they're my children. Like, this is my family," Parker said. Dude even comes inside the house, too. Parker said he's more intelligent than her dogs, which the general public doesn't realize. Parker adopted him a few months ago from a goat farm, where he wasn't getting the specific care he needed. According to the City, Dude is livestock and not allowed inside city limits. "I would have never brought him in if I thought he was livestock or swine. A pot-bellied pig is not livestock," Parker said. She's asking the City to amend the ordinance or have the City issue her a special permit. The City refused a few months ago, but Parker and her attorneys returned to the city council meeting on Dec. 17. The City again denied the request and now Parker's attorneys, Tristen Woods and Lauren Kruskall, are taking the City to court in January. If they lose a bench trial, Woods said they will take it further to a jury trial in Leavenworth County. "At some point, we felt as a city we have to draw the line somewhere, otherwise you're going to start seeing people with horses and cows and sheep and everything else saying they're pets," said Brian Christenson, mayor of Linwood. Christenson said he's not against the pig, but laws are laws. The City recently amended the same animal control ordinance to allow pit bulls and chickens, of which Christenson said Parker has taken advantage. "The biggest problem we have, we don't have the resources, the animal control, all the things we would have to start adding these exotic animals," Christenson said. Not long after Parker adopted him, Dude got out of the yard and wandered to the park across the street because her kids accidentally left the fence open. Christenson said it took four people two hours to wrangle the pig, but Parker said it wasn't a big deal and she has since made provisions to prevent it from happening again. "We don't have animal control officers. We don't know what kind of medicines [pigs] have, what shots they're supposed to have," said Christenson. "It's just more work added that we'd have to do." Parker said Dude is well taken care of and isn't a nuisance. "If I have the means to give them something, I want to be able to help them and I don’t think I should be told what I can and can’t have in my backyard," said Parker. Parker has gathered around 50 signatures on a permit from people who support her request. Nearby DeSoto, Kansas, allows pot-bellied pigs as pets. Kansas City, Missouri, allows pot-bellied pigs, too. Bonner Springs doesn't have any language on the books about pot-bellied pigs, but the city council is taking up the topic at its next meeting on Jan. 13. Eudora and Olathe don't have language on pot-bellied pigs, either. It’s been a month since both of you went home to Paradise to be with Jesus. I spend most of my time imagining what both of you are seeing and experiencing. As my tears fall, I remind myself of what the apostle Paul said in first Thessalonians 4:13-14 NIV “Brothers and sisters we do not want you to be on uninformed about those who sleep in death, so that you do not grieve like the rest of mankind, who have no hope. For we believe that Jesus died and rose again, and so we believe that God will bring with Jesus those who have fallen asleep in him”. For me this is not the end but only a brief interruption. One day soon we will have a magnificent reunion and all of us will be with the Lord forever. Until then I will press on to the ultimate goal of spending eternity in Heaven. My family and I would like to thank everyone across this country who has prayed for us and sent words of encouragement our way.
