SAN DIEGO (KGTV) -- A judge has ruled that the government can continue waiving environmental laws to proceed with construction of a U.S.-Mexico border wall.Judge Gonzalo Curiel issued the ruling Tuesday afternoon. The ruling allows 14 miles of border wall to be built southeast of San Diego.The ruling comes one day after the Washington Post reported that President Trump will visit border wall prototypes in mid-March. RELATED: President Trump to visit San Diego, inspect border wall prototypesIn early February, ABC News reported that the Center for Biological Diversity filed a lawsuit against the U.S. Department of Homeland Security to protect endangered butterflies. Environmentalists claim the Quino checkerspot butterfly and a number of other species could be in danger if construction of the border wall continues. “We intend to appeal this disappointing ruling, which would allow Trump to shrug off crucial environmental laws that protect people and wildlife,” said Brian Segee, a senior attorney at the Center for Biological Diversity.“The Trump administration has completely overreached its authority in its rush to build this destructive, senseless wall. They’re giving unprecedented, sweeping power to an unelected agency chief to ignore dozens of laws and crash through hundreds of miles of spectacular borderlands. They were due back in December. Months later, they remain in a hotel in Shanghai."They're healthy, but I'm worried. It spreads very quickly," said Cortes.With no available flights home, their return date remains unknown."You're missing out on your family, the pillar of life that that gets you stable. Not having my mom is affecting to me," said Cortes.Another thing affecting him is a loss of work. His part-time job with MTS special events has been scuttled with the ongoing coronavirus precautions."My job is my only source of income," said Cortes.Cortes is worried about having enough money for food and his next rent payment."Just don't really what to expect of the future. It seems to be snowballing into a bigger and bigger effect," said Cortes.For Cortes, the impact may also be felt in his schooling. He's a business major at City College. His classes are now online, a format he doesn't perform well with."It's not the same to study online than to actually to go to class, to be able to talk to the teacher and answer your questions," said Cortes.Cortes fears he won't pass his final classes and won't graduate in May. SAN DIEGO (KGTV) -- A rental forecast out Wednesday predicts that San Diego County's affordable housing crisis will worsen through 2020. According to the University of Southern California Casden Economics Forecast, “even under the best case standard, few units in Southern California are affordable.”By 2020, the report forecasts that average monthly rents will increase by 9 in San Diego County, the highest among all Southern California areas.The report predicts that the San Diego will continue to see economic and population growth over the “foreseeable future” with the economy’s leading sectors continuing to draw a variety of workers.The forecast also shows San Diego’s popularity among older members of the population, including retirees.As a result, housing demand will continue in both the renter and owner-occupied markets, leading rents to increase as vacancy rates remain low.In 2020, the average rent is predicted to be ,187 with a 3.75 percent vacancy rate. 995

SAN DIEGO (KGTV) - A large group of city leaders, hotel workers, homeless service providers and community members gathered Thursday outside the Hilton San Diego Gaslamp Quarter to show support for the Yes! For a Better San Diego initative.The initiative, which will appear on the March ballot, has bipartisan support and seeks to address the city's homelessness issues, street repairs and job creation with a hotel tax increase. Supporters say the initiative would generate 7 million in the first five years.
