BEIJING, Oct. 13 (Xinhua) -- China's safety record has improved in the first nine months of 2010 with fewer accidents and deaths compared with one year ago, Luo Lin, director of the State Administration of Work Safety (SAWS), said Wednesday.From January to September this year, China reported 16,091 fewer accidents, or a decline of 5.8 percent over the previous year, while deaths caused by accidents were down by 5,869 in the same period, Luo said during a a national video conference regarding the country's work safety record.While Luo did not provide the actual figures of accidents or deaths caused during this period, he said: "Though we have made new progress in work safety, the total number of accidents is still too high and the accidents with heavy casualties and caused by illegal production activities were rising dramatically."According to SAWS, China's work safety death ratio per 100 million yuan (14.9 million U.S. dollars) of gross domestic product (GDP) was down 18.6 percent year on year to 0.21 during the January-September period. In other words, every 10 billion yuan of China's GDP will cause 21 deaths in the process of production.In addition, the death ratio per million tonne of coal output dropped 13.3 percent to 0.78 in the same period.According to the last figures released by SAWS in July, workplace accidents had killed 33,876 people in the first half of this year.

ATHENS, Sept. 11 (Xinhua) -- Visiting Senior Chinese legislator Chen Zhili on Saturday called for the promotion of gender equality through education.Since the Fourth World Conference on Women, society has become more aware that the empowerment of women and the improvement of their status is critical to economic, political and social development, Chen said during a keynote speech at the UNESCO forum on gender equality in Athens.Chen, vice chairwoman of the Standing Committee of the National People's Congress (NPC), said China has witnessed great improvement in the status of women in recent years.With the implementation of the Women Protection Law as well as other national policies on gender equality, the rights of Chinese women in the area of education, work and politics are guaranteed, Chen said.Chen also spoke highly of the efforts made by UNESCO to promote sustainable development through gender equality.During her speech, Chen made several proposals to promote gender equality. The proposals included creating a stronger voice for gender equality that should be heard by all people, especially male decision makers, she said. XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade.Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers. WASHINGTON, Oct. 6 (Xinhua) -- China's growth is projected to average 10.5 percent in 2010 and 9.6 percent in 2011, driven by domestic demand, the International Monetary Fund (IMF) said in a report Wednesday.The Washington-based international lending agency made the projection for the annual fall meetings this weekend of the 187-nation IMF and its sister lending organization, the World Bank."The slight moderation in recent activity is expected to continue through 2011 in light of tighter quantitative limits on credit growth, measures to cool off the property market and limit bank exposure to this, and the planned unwinding of fiscal stimulus in 2011," the IMF said in its report.The report said this year's sustained growth in retail sales and industrial production confirms that private sector activity has advanced beyond the lift from government stimulus."On average over 2010-11, private domestic demand is poised to contribute two-thirds of near term growth, and government activity about one third, whereas the contribution from net exports will be close to zero," the report said.Despite the robustness in domestic demand, the pickup in inflation in 2010 reflected mainly higher food prices rather than core inflation, the report said.The report said China's increasingly wide trading network is driving growth in numerous economies, especially commodity exporters.The report said Asia's medium-term growth depends on the rebalancing of drivers of growth -- greater reliance should be put on domestic markets instead of foreign demand.The report said such a rebalancing in China, the world's second largest economy, is critical to enhance the role of household consumption in domestic growth.The report also recommended that China implement reforms to health care, education, and pension systems to enhance the social safety net.
