Those applying for a passport for the first time will not be issued one without the identifier, which will be a notice printed inside the back cover of the passport book that reads: "The bearer was convicted of a sex offense against a minor, and is a covered sex offender pursuant to (U.S. law)."The department said in a statement posted to its travel.state.gov website that registered child sex offenders will no longer be issued smaller travel documents known as passport cards because they do not have enough room to fit the notice.The changes come in response to last year's "International Megan's Law," which aims to curb child exploitation and child sex tourism, but also has been criticized by civil libertarians for being overly broad and targeting only one category of convicted felon. The law is named for Megan Kanka, a 7-year-old girl murdered by a convicted child sex offender in New Jersey in 1994. Some seven hours later, she was put on a bus to the nearest Border Patrol station but soon began vomiting. By the end of the two-hour drive, she had stopped breathing.Jackeline hadn't had anything to eat or drink for days, her father later told U.S. officials.The death of the Guatemalan girl is the latest demonstration of the desperation of a growing number of Central American families and children showing up at the U.S.-Mexico border, often hoping to claim asylum, and it raises new questions about how well authorities are prepared.Customs and Border Protection said Friday that the girl initially appeared healthy and that an interview raised no signs of trouble. Her Spanish-speaking father signed a form indicating she was in good health, authorities said, though a Guatemalan official said late Friday that the family's native language was a Mayan dialect.CBP Commissioner Kevin McAleenan said agents "did everything in their power" to save her.The episode drew immediate questions from members of Congress and others about whether more could have been done. (CNS) - The Vista Unified School District fully reopened its schools Tuesday morning, becoming one of the first in the region to do so, even as San Diego County appears poised to slip back toward more restrictive COVID-19 tiers as infections surge.The district, which has 29 elementary, middle and high schools, eschewed the more cautious measures some other school districts are taking, moving into its "Phase 3" reopening plan.
