Chinese photographers said the South China tiger on digital pictures, released by forestry authorities and widely discussed on the Internet, is a fake.A preparatory digital picture appraisal center under the China Photographers Society, released the results on Sunday after a team of photographic experts assessed the 40 digital pictures provided by NetEase, a Chinese Internet company.The State Forestry Administration, however, on Tuesday refused to comment on the authenticity of these pictures, saying its responsibility is to protect the wildlife.Cao Qingyao, SFA spokesman, did cite previous investigation resultsat a press conference in Beijing, saying the investigators found some traces of South China tigers in Shaanxi, and said a new investigation in the area is under way, and the results will be announced as soon as possible. The center said technological analysis from last Tuesday through Sunday showed the South China tiger on the 40 pictures was not real and could not serve as evidence for the existence of the wild animal.The pictures must have been taken by people with photographic experience or under guidance and could not be done independently by a person without any photographic experience, claimed experts.The digital picture, purporting to be a wild South China tiger crouching in the midst of green bushes, was released by the Forestry Department of northwest China's Shaanxi Province at a news conference on October12.Zhou Zhenglong, 52, a farmer and former hunter in Chengguan Township of Shaanxi's Zhenping County, photographed the tiger with a digital camera and on film on the afternoon of October 3, a department spokesman said.The Shaanxi forestry department said it had confirmed the 40 digital pictures and 31 film photographs were genuine.But the pictures released were not the original ones and they underwent modifications, such as time and signal, according to experts.Bao Kun, an expert who participated in the appraisal by the center, told Xinhua they announced the results out of "a citizen's sense of social responsibility."A detailed report concerning the appraisal would be announced in about a week, Bao added.In response to the appraisal results, the Shaanxi provincial forestry department said in a written statement to media that they had already "showed their attitude toward the South China tiger issue and would continue to pay attention to the matter.""We thank netizens and media for your care of the South China tiger and of the wildlife protection cause," the statement said, offering no direct comment on the appraisal results."In a statement on November 23 the department said: "We firmly believe this basic fact: That wild South China tigers exist in Zhenping county of Shaanxi Province."The South China tiger, from which other sub-species such as the Siberian tiger evolved, is listed as one of the world's ten most endangered animals.It is the only tiger subspecies native to China's central and southern areas. In the early 1950s, its population was 4,000 across the country. Since 1964, no sightings of wild tigers have been reported in Shaanxi.Its former habitats were in Guangdong Province, Guangxi Zhuang Autonomous Region and the central provinces of Hunan and Jiangxi.

BEIJING - Chinese central government offices suffered a day without air-conditioning as they warmed to a campaign to cut energy consumption and improve energy efficiency, Xinhua news agency said on Wednesday. China last year vowed to cut energy consumption for every unit of economic activity by 20 percent by the end of 2010. But feverish economic growth has so far defied the target. The government's latest weapon is 22 officials who will check whether offices, hotels, malls and other big buildings in Beijing are observing a demand to set air conditioning no cooler than 26 degrees Celsius (79 Fahrenheit), the Beijing News reported. Worried that the nation cannot sustain resource-sapping growth, the central government has repeatedly ordered officials and companies to save energy. Efforts to clear the capital of pollution have taken on a new urgency with the 2008 Beijing Olympics just over a year away. Chinese President Hu Jintao and other officials have said the country is committed to emission reduction, but refused mandatory caps. Beijing has held up its voluntary energy saving measures as an important contribution to fighting global warming, and called for more technological help for clean energy.

The authorities are considering a central system to award individuals' achievements in various fields to regulate such honors now being given out by local governments and agencies, said officials."The country is forging ahead to study the setting up of a national system of honors and a government framework for awards," said Yin Weimin, minister of personnel.Research on two specific laws to administer awards and confer medals is already being carried out, Yin said in a conference over the weekend.The National People's Congress has discussed laws on systems to give out awards and medals as early as 1993, but no agreement has been reached because of the complexity of such systems, experts said."Effective government awarding methods are positive ways to motivate society to learn from the merits of individuals," said Wang Xiongjun, a researcher with Peking University."And the establishment of core honors in an award system, as national honors and medals for certain fields, will bring China in line with international standards," Wang said.Currently, China has various rules set up by government agencies to award individuals including civil servants and civilians who make contributions in certain fields, but almost all these lack detailed descriptions on awarding procedures and methods, said Wang.There have also been cases where officials were nominated for awards in controversial selection processes - sometimes involving large amount of prize money - that were said to lack transparency.For instance, judge Song Yushui from the Haidian District People' Court was up for an award worth a million yuan (5,600) in 2005 given by the Beijing municipal government for being one of the "outstanding individuals" of the year.But critics said Song should not receive such an award since her "achievements" were expected of her as a judge.To prevent such situations, there should be guidelines and principles set under an awards system, said Hua Xiaochen, an expert on public institutions with a research body under the Ministry of Personnel.The main role of an awards system is to provide examples of merit for the public to learn from and not to focus on large prizes, Hua told the Legal Daily.

  

The National Development and Reform Commission (NDRC) has given Blackstone Group the green light to buy into and help restructure chemicals giant BlueStar.The NDRC has formerly approved the US company's agreement to pay 0 million for a 20 percent stake in China National BlueStar (Group) Corp, the State-owned chemicals maker.According to a notice on the NDRC website, it has given its permission for BlueStar to tap Blackstone as a strategic foreign investor and carry out restructuring.Blackstone will buy a stake in BlueStar's parent company, China National Chemical Corp, or ChemChina, which will hold 80 percent of BlueStar after the deal.The move is intended to smooth BlueStar's strategic restructuring, international expansion and public listing in the future, analysts said."Attracting private equity (PE) funds can help BlueStar draw investment capital and carry out strategic reform", Cheng Lei, an analyst with Ping An Securities, said.BlueStar considered several PE funds before choosing Blackstone, the world's largest PE company. BlueStar will become the US company's first investment in China.Blackstone executives Ben Jenkins and former Hong Kong financial secretary Antony Leung have been appointed by Blackstone to serve on BlueStar's board, the company said."We forecast (they) will bring new ideas to the State-owned company and help it transform," said Fu Yunfeng, an analyst with Ping An Securities.Ren Jianxin, president of ChemChina, said he believes Blackstone has sufficient investment experience in the chemicals industry because of its involvement with Celanese and Nalco.BlueStar is thirsting for global expansion. In 2004, it showed an interest in buying South Korean Ssangyong Motor Co, but Shanghai Automotive Industry Corp closed the deal instead.BlueStar's restructuring follows on the heels of the State-owned Assets Supervision and Administration Commission's (SASAC) campaign to strengthen and expand mid-level, State-owned enterprises.Li Rongrong, minister of SASAC has called on the agency to create 30 to 50 enterprises by 2010, which can rank among the world's top three global players in their sectors.

  

SHENZHEN -- Construction began Saturday on an experimental facility which will offer a platform for Chinese and foreign scientists to work together for discovering a new kind of neutrino oscillation in Shenzhen, South China's Guangdong Province.It was the second biggest cooperation program Chinese high energy scientists ever conducted with other foreign counterparts since October 1988 when the positive-negative electron collider was built in Beijing.Through the collider, scientists from China and the United States have cooperated and carried out legions of scientific research.Saturday's construction commencement function was attended by more than 100 people, including government officials and foreign diplomats, such as Dr. Robin Staffin, Associate Director of Science in the US Department of Energy.Neutrino Oscillation is an intriguing behavior of a sub-atomic particle called neutrino.And the new facility is being built in the mountain near Daya Nuclear Power Plant, which has four reactors with a combined thermal output of 11.6 million kw in operation, and Ling'ao nuclear power plant is not far away. Both nuke power plants will serve as sources of anti-neutrinos for the experiments when the facility is finished.Workers will build three underground experimental halls which will be connected by long tunnels in the mountain that shields the experiment from unwanted cosmic radiation.Each hall will feature a 10-m deep water-pool within which eight anti-neutrino detectors will be deployed. The water protects the detectors from nearby radiation that interferes with the measurement, and helps identify surviving cosmic radiation.And the first experimental hall is expected to be ready by the end of 2008. Commissioning of the detectors in this hall will take place in 2009.Civil engineering construction is anticipated to last about two years, with installation of the last detector scheduled for 2010.Upon completion of the new facility, more than 190 scientists from six countries and regions including the Chinese mainland, Hong Kong, Taiwan Province, the United States and Russia will come over to do research work, according to Chen Hesheng, Chief of the Institute of High Energy Physics with the Chinese Academy of Sciences (CAS).The facility will have a budget of 250 million yuan (US.25 million). And China will be responsible for infrastructure construction and making of four detectors. And the United States will be responsible for making of the rest of the detectors.Wang Yifang, chief scientist on the experiment, said he was confident that the program would make an important contribution to finding a new breakthrough in China's research efforts in particle physics, starting a new horizon in world's neutrino research, and to improving the overall strength of China in science and technology.
