SAN DIEGO (KGTV) - A woman was sexually assaulted by the driver of a vehicle she confused for the ride she had requested in Hillcrest, San Diego Police said Friday.The woman left a business on University Ave. Wednesday night about 11 p.m. and entered the vehicle waiting in the roadway, according to investigators.A short time later, the male driver sexually assaulted the woman.Detectives say the woman was released and police were called.The victim described the attacker as a Hispanic man, about 40 years old, with a receding hair line and a mustache. San Diego Police released a composite sketch of the man. The vehicle was a dark colored 4-door sedan.Police did not release details about the location of the assault or whether the driver worked for a rideshare company.Anyone with information is asked to call the SDPD Sex Crimes Unit Detective J. SAN DIEGO (KGTV) -- A state review board will decide Tuesday whether to grant parole to a former skateboarding star from Carlsbad who has spent nearly three decades behind bars for a brutal rape and murder.Mark “Gator” Rogowski was a world champion skateboarder in the 1980’s who drew comparisons to Tony Hawk. He parlayed his fame into endorsements and promotional videos until he entered a guilty plea to the 1991 rape and murder of Jessica Bergsten, whose body was found buried in the desert.“This was a horrific, heinous, monstrous crime by an individual who really doesn’t want to admit that he took out transferred rage on another innocent individual,” said Deputy District Attorney Richard Sachs, who will represent the state at Tuesday’s hearing.Rogowski was denied parole in 2011 and 2016, but his case was granted another review ahead of schedule, Sachs said. The parole board will determine if Rogowski remains a threat to the community based on a psychological assessment and other factors.In a promotional video by the prison rehabilitation non-profit Getting Out by Going In (GOGI), Rogowski said he’s taken accountability for the crime and found a higher power.“My identity as a man was skewed. I thought what it meant to be a man was to be a womanizer, to have a lot of relationships,” he said.In 1991, the former skateboarding celebrity invited Bergsten to his Carlsbad apartment. Bergsten was a friend of the girl who had just dumped Rogowski.In a fit of what he called “misplaced revenge,” Rogowski clubbed the young woman over the head, cut her clothes off with scissors and sexually assaulted her for hours. When she screamed for help, Rogowski covered her with a surfboard bag and strangled her through it. He then drove two hours into the desert and buried her naked body in a shallow grave.“Certain crimes are so horrible they shock the conscience and this is one of them,” Sachs said.Sachs said prosecutors will strongly oppose parole on public safety grounds, although he acknowledged he could not predict the board's decision. SAN DIEGO (KGTV) - Alarming audio files and documents from the San Diego Sheriff’s Department’s Internal Affairs Division have been released about the sexual misconduct investigation into ex-deputy Richard Fischer who was accused of assaulting 16 women. Team 10 has started pouring through the records.In one audio clip, an Internal Affairs interviewer is heard questioning, "As you're buckling her, did you say, 'I hope your husband doesn't mind?'" He responded, "I don't recall saying that." He was apparently being questioned about his interaction with a handcuffed woman who was in his patrol car. "Okay. Well, do you recall if your arm or your palm of your hand touched her breast?" she asked. He said, "No. I would say I can't recall for sure if I accidentally touched- rubbed against- not rubbed. Um, unintentionally touched her breast with my arm as I buckled her in."In another clip, a woman is heard describing how she says Fischer placed her hand on his private area. She said, "Oh my God. I was, like, in a panic. I didn't know what to do."The hours of audio recordings and hundreds of pages of reports from the Department have now been made public. For months, San Diego police agencies have been working to release past records related to officer misconduct, following last year's groundbreaking order by the courts. It came after ABC10 News and other media sued to keep some police unions from blocking departments from giving up files.Fischer pleaded guilty last year to multiple assault charges, following accusations that he groped, hugged or tried to kiss more than a dozen women while he was on-duty.Records released show copies of texts from a woman who he pulled over. They read, in part, “He asks me if I wanted to make out. I swear to God [redacted] every single word of this is true."Several times throughout the audio recordings, he's asked about women who he had met while he was on calls or doing traffic stops. "Did you, um, ask her, if [she] were older if she would ever go on a date with you?" asked the interviewer. "I don't believe I did. No,” he responded. "Is it possible you asked her that?" she asked. He replied, "[I’m] probably [going to] say ‘no’. I don't remember asking her that."This May, Fischer was released from jail on custody credits, just months after being sentenced to four years behind bars. 2351

SAN DIEGO (KGTV) – A verdict has been reached in the trial of a former Yuma Police officer accused of raping his then-wife's cousin in 2017.Jurors found 34-year-old Jared Elkins guilty of four felony counts, including forcible rape and sexual penetration by force. Elkins was found not guilty, however, on four similar counts involving an intoxicated victim."I'm extremely pleased with this jury and their verdicts," said Deputy District Attorney Lisa Fox."The fact that he was a law enforcement officer and carried a weapon was significant for the victim in this case she believed that he would carry through with these threats and why she was so afraid of him," argued Fox.Elkins was taken into custody without bail following the reading of the verdict. SAN DIEGO (KGTV) — An unfounded "security threat" prompted Naval Base San Diego to initiate a lockdown Thursday afternoon, authorities said.The lockdown went into effect just before 11:30 a.m. over a reported "security threat," according to a Naval Base San Diego public information officer. According to San Diego Harbor Police, the threat was unfounded.Base officials lifted the lockdown and resumed normal operations just before 12 p.m., but didn't comment on the lockdown. 484
