The bill is one of the highest-profile reforms filed this year in response to the killing of George Floyd while in police custody. The Senate OK'd the bill Sunday despite opposition from Attorney General Xavier Becerra, who has called it “untenable and unreasonable.” He says it would cost his office up to million a year. (AP) — The number of reported hate crimes and victims decreased last year in California, although the number of suspects increased, the state's attorney general reported Tuesday.Hate crime events fell 2.5% from 2017, down by about two-dozen reports to 1,066 in 2018, according to the annual report.That follows a 17% jump the prior year.The state defines hate crimes as those targeting victims because of their race or ethnicity, nationality, religion, sexual orientation, gender or a disability. The definitions have been expanded at various times in recent years. Each hate crime event can include more than one related offense against more than one victim by more than one offender.The report notes that hate crimes remain relatively rare in a state of nearly 40 million people. Overall, they have dropped about 3% in the last decade.There were 80 more suspects identified last year than the year before.The report comes a year after Attorney General Xavier Becerra provided more guidance for local law enforcement and created a hate crimes prevention webpage and brochure on identifying and reporting hate crimes. The increased outreach came after a critical state audit largely blamed the department for not requiring that local agencies do a better job in collecting data, resulting in undercounts.Anti-Islamic events dropped from 46 in 2017 to 28 last year, the new report says. But those targeting Jews increased from 104 to 126 last year.Earlier this year, authorities said a 19-year-old gunman told investigators he was motivated by hatred for Judaism when he killed one woman and wounded two others, including a rabbi, at the Chabad of Poway synagogue near San Diego. That shooting in April will be reflected in next year's report.There were no hate-related murders reported in 2018, but one rape, 39 robberies and nearly 800 reports of assaults and intimidation. Yet violent and property offenses related to hate crimes both dipped, with 838 violent and 426 property crimes reported last year. That was down from 860 violent and 451 property crimes a year earlier.Hate crimes based on race or sexual orientation both fell overall. But crimes against Latinos were up from 126 in 2017 to 149 last year, while those against blacks dropped from 302 to 276.There were 238 reports of hate crimes based on sexual orientation, down eight from the prior year.Federal authorities have estimated that more than half of all hate crimes aren't reported to police across the United States.The Associated Press found three years ago that more than 2,700 city police and county sheriff's departments nationwide had not reported any hate crimes for the FBI's annual crime tally during the previous six years, or about 17% of all city and county law enforcement agencies. 2792

(KGTV) - A California lawmaker is proposing a series of new laws that would increase police records transparency and reform the state's 9-1-1 system.State Senator Nancy Skinner's Senate Bill 776 would expand public access to all records involving police use of force, provide access to all disciplinary records involving officers who have engaged in racist, homophobic, or anti-Semitic behavior, and allow the public access to sustained findings of wrongful arrests and wrongful searches.It would also require access to the above records even when an officer resigns before the agency's investigation is complete and mandates that an agency, before hiring any candidate who has prior law enforcement experience, to inquire and review the officer's prior history of complaints, disciplinary hearings, and uses of force among other things."The purpose of my bill, SB 776, is to expand our ability to get records on a whole host of different officer misconduct and disciplinary actions so that we can hold agencies accountable and so we can begin to build trust again," Skinner said.The proposal comes after Skinner's Senate Bill 1421 changed decades-old law enforcement transparency laws.SB 1421, which went into effect in 2019, requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty, and confirmed cases of sexual assault to the public.Shortly after the bill became law, several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn't contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statute to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.A judge ruled SB 1421 applies retroactively to all records.Senator Skinner also proposed SB 773.According to her office, the bill would reform the state's 9-1-1 system so that calls concerning mental health, homelessness, and other issues not requiring police intervention can go to an appropriate social services agency. 2197

  

SACRAMENTO, Calif. (AP) — The Trump administration will not immediately give billion it revoked from California's high-speed rail project to another project, according to a legal agreement reached Wednesday between the two.The Federal Railroad Administration announced last week it was revoking the money, prompting California to sue on Tuesday. Beyond the lawsuit, the state planned to seek a temporary restraining order halting the federal government from giving the money to a different rail project.The new agreement means the state won't file the restraining order, but it does not change the status of the lawsuit.California is trying to build a high-speed rail line between Los Angeles and San Francisco, a venture expected to cost upward of billion. The 9 million is for a segment of track already under construction in the Central Valley that must be completed by 2022.The Federal Railroad Administration has argued California hasn't made progress and can't meet that deadline. California, meanwhile, has faulted the federal government for cutting off the partnership with the project and says it has no basis for revoking the money several years ahead of the deadline.The agreement signed Wednesday says the money won't be awarded elsewhere unless the federal government goes through its typical process for awarding grant money. It says the Trump administration has no current plans to start that process, which would take at least four months. 1473

The plan would cover the state's estimated .3 billion shortfall while avoiding most of Gov. Gavin Newsom's proposed budget cuts to public education and health care services. The agreement is similar to a plan the state Senate released last week. That plan avoids the most painful cuts by delaying billions of dollars in spending into future years. The agreement reached Wednesday includes more money for homeless services and universities. Senate President Pro Tem Toni Atkins says the plan ensures full funding for public schools. 659
