LIBREVILLE, Nov. 6 (Xinhua) -- Chinese top legislator Wu Bangguo on Thursday afternoon began an official visit to Gabon on the second leg of his five-nation Africa tour.     In a written statement released at the airport upon his arrival, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the rapid growth of the China-Gabon relations in the past 34 years since the two nations forged the diplomatic relations, noting that the purpose of his visit is to promote the bilateral ties to a higher level. It was initiated by the CPC in 2003 and written into the CPC's constitution during the 17th National Congress of the Party in 2007.     The principles emphasize a people-first approach, while requiring comprehensive and sustainable development with a dual emphasis on speed and quality.     In September, the CPC launched an 18-month educational campaign, asking all Party cadres and officials to study the principles while applying them in their own work.     Xi Jinping said the annual Central Economic Work Conference, which concluded on Wednesday, had made a full plan on maintaining stable and healthy growth next year through domestic demand expansion and economic restructuring.     He said central government organs, often as key policy makers, should check whether shortcomings in their own work had hindered the implementation of the key policies.     "At present the top task for us is to identify and solve those shortcomings that could have negative impacts on economic growth, vital interest of the people and social stability," he said.

Premier Wen Jiabao is in Russia for a visit.     "Currently, women account for 45.4 percent of China's total employed population," said All-China Women's Federation (ACWF) Deputy-Chairwoman Huang Qingyi, who delivered a work report on behalf of the ninth ACWF Executive Committee.     Huang said there were nearly 700,000 women models working in various circles who had greatly inspired people.     Exemplar women included Ren Changxia, a late policewoman in central Henan Province who devoted herself to her police career and died of fatigue at 40, and Song Yushui, a judge in a Beijing district court who has long been engaged in handling cases involving economic and intellectual property rights issues. Among the 1,280 elected delegates, 1,020 of them are newly elected. BEIJING, Oct. 18 (Xinhua) -- China should pay more attention to its grain security in rural reform, said Jia Qinglin, the country's top political advisor, here on Saturday.     It should be a top priority to maintain grain production when the country develops modern agriculture, said Jia, chairman of Chinese People's Political Consultative Conference (CPPCC) National Committee, when the third meeting of the CPPCC National Committee's Standing Committee concluded here.     "China should stick to the most strict system to protect farming land."     During the four-day meeting, senior political advisors reviewed the decision on rural development and reform made at the third Plenary Session of the 17th Communist Party of China (CPC) Central Committee.     They exchanged views and presented valuable ideas on rural reform, said a statement issued after the meeting.     "We should realize new situations and problems China faces in rural economic and social development, as well as urgency and responsibility to push forward rural reform," Jia said.     The CPPCC would work on proposals on system building, agriculture and public service development in rural areas.     He also asked political advisors to watch and study the global financial turmoil's impact on the domestic economy and contribute their talent to the administration.

BEIJING, Oct. 28 (Xinhua) -- The 11th National People's Congress (NPC) Standing Committee, China's top legislature, concluded its fifth session on Tuesday after passing new laws and international treaties.     It adopted an amendment to the fire control law and passed a law designed to protect state-owned assets from being illegally seized.     The session also ratified a bilateral treaty on extradition with Portugal.     The 21-article treaty was signed by Vice Foreign Minister Zhang Yesui and Portuguese Foreign Minister Louis Amado in Beijing on Jan. 31, 2007.     The top legislature session also ratified an amendment to the Convention on the Physical Protection of Nuclear Material, the Convention on International Interests in Mobile Equipment, and the Protocol thereto on Matters Specific to Aircraft Equipment.     NPC Standing Committee Chairman Wu Bangguo said the legislature would continue working on an amendment to the country's law on food safety, which is being revised following a nationwide toxic milk scandal.     The session publicized a draft of amended law on earthquake prevention and disaster reduction to receive suggestions from all circles.     Wu Bangguo said at the session that to promote the judicial fairness and public supervision is a long-term task and called for more efforts in this regard.     He urged lawmakers to live up to their responsibilities to provide more useful and effective advices or suggestions to the top legislature, including those on macro-control of the economy.
