"The House and Senate resoundingly rejected the President's lawless power grab, yet the President has chosen to continue to defy the Constitution, the Congress and the will of the American people," Pelosi said in a statement at the time.But the House faced a high hurdle, needing a two-thirds majority -- rather than a simple majority -- to override the veto. The FBI is opening a domestic terrorism investigation into the shooting that happened at the Gilroy Garlic Festival, authorities said at a press conference Tuesday afternoon.Crowds scrambled to escape July 29 when a 19-year-old man wearing tactical gear and carrying an assault-style rifle started firing at the Gilroy Garlic Festival in California.
