White House adviser Stephen Miller is pushing to expedite a policy that could penalize legal immigrants whose families receive public benefits and make it more difficult to get citizenship, three sources familiar with the matter tell CNN.The White House has been reviewing the proposal since March at the Office of Management and Budget, which is the last stop for regulations before they are final. But concerns over potential lawsuits have delayed the final rule, and the draft has undergone numerous revisions, multiple sources say.The crux of the proposal would penalize legal immigrants if they or their family members have used government benefits -- defined widely in previous drafts of the policy. The law has long allowed authorities to reject immigrants if they are likely to become a "public charge" -- or dependent on government. But the draft rule in its recent forms would include programs as expansive as health care subsidies under the Affordable Care Act, as well as some forms of Medicaid, the Children's Health Insurance Program, food stamps and the Earned Income Tax Credit. The rule would not explicitly prohibit immigrants or their families from accepting benefits. Rather, it authorizes the officers who evaluate their applications for things like green cards and residency visas to count the use of these programs against applicants and gives them authority to deny visas on these grounds -- even if the program was used by a family member. Two non-administration sources close to US Citizenship and Immigration Services, which would publish and enforce the proposal, say that Miller has been unhappy by the delay and has pushed the agency to finish it quickly. The sources say Miller even instructed the agency to prioritize finalizing the rule over other efforts a few weeks ago.Miller is an immigration hardliner within the administration, a veteran of Attorney General Jeff Sessions' Senate office who has been at President Donald Trump's side since the early stages of his presidential campaign. But two other administration sources downplayed the idea of any instructions to defer other policies until it's done, though they acknowledged Miller is keenly interested in the rule. The White House and Department of Homeland Security did not respond to a request for comment.Earlier this year, DHS spokesman Tyler Houlton said the administration is concerned about taxpayer dollars."The administration is committed to enforcing existing immigration law, which is clearly intended to protect the American taxpayer," Houlton said. "Any potential changes to the rule would be in keeping with the letter and spirit of the law -- as well as the reasonable expectations of the American people for the government to be good stewards of taxpayer funds."In one illustration of how many avenues there may be to challenge the complex rule, it was sent over to the Office of Management and Budget designated as not "economically significant" despite the possible impact to millions of immigrants and federal spending.Executive director of the pro-immigration group America's Voice Frank Sharry alleged that Trump and Miller are using a "deeply cynical and cruel strategy" and accused Republicans of "race-baiting.""Trump and Miller have concluded that the best 2018 political strategy is a divisive and desperate three-step: 1) do something cruel to immigrants; 2) sit back as Democrats, the fact-based media and the majority of Americans denounce the cruelty; 3) step in and claim that the President is standing up for his white base and against 'the other' while working to define Democrats as doing the opposite," Sharry said. "They did this on DACA. They did this on family separation. Now they are planning to do the same on public charge."The-CNN-Wire 3775

While we don’t know yet what the impact of the storm will be for our local teams, the safety of our employees and drivers is always our top priority. We have begun proactively closing operations facilities temporarily in the potential impacted areas. We will pay Amazon employees 100 percent of regular time if their facility temporarily closes and are prepared to provide support for them and their families so they can recover from this storm. Customers living in areas affected by the hurricane may see a delayed delivery promise date on items when they go to checkout. In limited circumstances, customers outside the impacted area may also see a slower delivery promise if the product they are ordering is shipping from an area within the projected path of the hurricane. Right now, our Disaster Relief by Amazon team is closely monitoring Hurricane Dorian and is working to prepare and provide support alongside our nonprofit partners to communities potentially impacted. 984

While unofficial vote count totals show that Joe Biden has won the 2020 election and will become the 46th President of the United States, President Donald Trump has yet to concede. In fact, the Trump administration has so far blocked the transition process from getting underway.Trump has falsely claimed victory in the election on the unproven basis of widespread voter fraud. The campaign has filed several lawsuits in states where vote counts are tight, but it's unlikely that those lawsuits will result in a massive swing in votes needed to change the outcome of the election. However, there are a handful of Republican lawmakers that have recognized Joe Biden as the President-elect, and more still that have said the transition process should get underway while courts hear Trump's challenges.Below is a list of high-ranking Republicans currently in office that have congratulated Biden or called for the transition process to begin.Sen. Mike Rounds, South DakotaIn an interview with NBC News, Rounds, who won re-election earlier this month, did not directly respond to questions about Trump's claims of widespread voter fraud. However, he did say that "certain parts" of the transition team should "move forward."Sen. Marco Rubio, FloridaWhile Rubio has echoed the Trump administration's unsubstantiated claims of widespread voter fraud, falsely claiming that Republicans should be suspicious about mail-in voting. However, in an interview with Bloomberg News, Rubio said that the General Services Administration (GSA) should open up transition funds."We need to have that contingency in place," Rubio said. "I don't think allowing the GSA to move forward on some of the transition work prejudices in any way any of the legal claims the president intends to make."Sen. Ben Sasse, NebraskaAnother moderate Republican who won re-eleciton earlier this month, Sasse congratulated Biden in a statement issued to the Omaha World-Herald."Melissa and I congratulate the next president, Joe Biden, and the next vice president, Kamala Harris," the Nebraska Republican said in a statement. "Today in our house we pray for both President Trump and President-Elect Biden, that both would be wise in the execution of their respective duties during this important time in our nation."Sen. Pat Toomey, PennsylvaniaOn Nov. 10, the Republican senator told a Pittsburgh-area TV station that he thinks the Trump administration should begin the transition process."We're on a path it looks likely Joe Biden is going to be the next president of the United States. It's not 100% certain but it is quite likely. So I think a transition process ought to begin," Toomey told WTAE-TV.Gov. Mike DeWine, OhioIn an interview with CNN on Thursday, DeWine said that he recognizes Biden as President-elect, but added that the Trump administration has every right to challenge the results of the election."Look, I think that we need to consider the former vice president as the President-elect. Joe Biden is the President-elect," DeWine said. "The White House has every — the president and his campaign has every right to go into court. Our courts are open. Our courts are the best place, frankly, to adjudicate facts. We just all need to take a deep breath. There is a process for all of this. You need to follow the process. And we need to move this country forward."Sen. Mitt Romney, Utah 3371

White House chief of staff John Kelly personally denied calling President Donald Trump an "idiot" in an afternoon conversation with the commander in chief, relaying nearly the same statement in his face-to-face talk with the President as the one he released publicly, according to an administration official. An NBC report published Monday claimed, among other things, that Kelly had said during an immigration-related meeting that he needed to "save (Trump) from himself" while insulting the President's intelligence by calling him an "idiot.""I spend more time with the President than anyone else and we have an incredibly candid and strong relationship. He always knows where I stand and he and I both know this story is total BS," Kelly said in a statement. "I am committed to the President, his agenda, and our country. This is another pathetic attempt to smear people close to President Trump and distract from the administration's many successes."The situation is similar to when reports surfaced that then-Secretary of State Rex Tillerson called Trump a "moron."But the White House official pointed out a big difference between the Kelly incident and Tillerson -- Kelly immediately denied the report and denounced it to the President's face. Tillerson declined to do so, simply saying he wouldn't play that Washington game. 1348
