SAN DIEGO (KGTV) -- A San Diego police officer shot a man during a response to an emergency call in a Rancho Penasquitos neighborhood Wednesday night, police officials said.SDPD officials said the incident happened around 7:30 p.m. in the 8500 block of Celtic Court, near Donaker Street. Officials confirmed officers were called to the area after a 911 call was made regarding a domestic violence incident.An SDPD official at the scene said, "The dispatcher could overhear the reporting party and the male on the radio call. She could hear the male talking about wanting to be shot by police officers and there was indication there was firearms inside of the house.”Police said when officers arrived, they found a 61-year-old man and his wife in front their home. When officers approached, the man “produced a revolver from his waistband” and started to draw the weapon towards officers. Officials said one officer fired a single round from his service weapon, striking the man in the torso.The injured man, identified on Friday as Richard Young, was breathing and talking while being taken to a local hospital, police said. Young underwent emergency surgery early Thursday morning, and police said Friday that Young "remains in a local hospital under guard."According to the department, officers recovered the man’s gun at the scene.The officers involved in the incident were placed on administrative leave in light of the investigation, which is being conducted by SDPD’s Homicide Unit.Officials identified the officer involved as Timothy Breck, a five-year veteran of the Department assigned to Northeastern Division.SDPD officials said: “When the Homicide Unit completes their investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations.The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.” 2282

SAN DIEGO (KGTV) - About two dozen businesses and houses of worship are taking advantage of a new rule that waives permit fees at San Diego County parks.According to the San Diego Parks and Rec Department, 14 fitness-related businesses and 12 houses of worship have been approved for permits to operate in county parks.RELATED: County Board Approves Plan to Allow Businesses to Operate at County ParksOn Aug. 5, San Diego County Supervisors approved a motion to waive permit fees and streamline the permit process so that businesses and houses of worship could hold events and classes in parks.Supervisor Dianne Jacob, who made the initial request, called it a "creative" way to provide flexibility and help those businesses survive the coronavirus pandemic."We're trying to make it as easy as possible for businesses to survive during this difficult time," Jacob told ABC 10News on the day the rule passed. "This is just another way to do it."Kaylee Kiff owns The Dance Spot in Chula Vista. She says she applied for the permit as soon as she heard about the program. She began holding classes at Otay Lakes Park just a few days later.Kiff says it saved her business."This was the first time I really felt supported as a business," Kiff says of the new rule. "I understand why we shut down, and I was happy to do it. But when it got to the point where I would lose my business, I'm just looking for any lifeline I could get. The county really was that lifeline."A county spokesperson didn't say how many more businesses or houses of worship have applied for the fee-free permits, but told ABC 10News other applications are in process for approval.Since the county changed its rules, several other cities have followed suit, including San Diego, El Cajon, Coronado, La Mesa, and Oceanside. SAN DIEGO (KGTV) - Almost 2,000 people gathered in San Diego to honor Dr. Martin Luther King Jr. Friday at the 38th annual Human Dignity Award breakfast in Mission Valley. “He fought and gave his life not just for African Americans but for everyone,” said Dee Sanford, this year’s honoree. Sanford stared a telecommunications business in 1994, was an adjunct professor at colleges, and created public access television and radio stations. “You don't do it for honor but when someone remembers and acknowledges your work, it’s really a humbling experience,” she said. SAN DIEGO (KGTV) -- A six-year-old boy was rushed to the hospital after accidentally shooting himself Tuesday night, according to the San Diego Police Department.The incident happened around 8 p.m. in the 4300 block of 52nd St. in the Colina Del Sol neighborhood near City Heights, a few blocks north of Fay Elementary School.San Diego police say the child was playing with the gun when he shot himself in the chest.City News Service, citing information from SDPD Officer John Buttle, reported the boy was in his grandmother's room when he discovered a .22-caliber handgun underneath a mattress.Police say the bullet went through the boy's chest, and the child was conscious and breathing when officers arrived. The boy was taken to Rady Children's Hospital with unknown injuries. His condition is unknown at this time. 827

  

SAN DIEGO (KGTV) - Alliance San Diego is raising money to help eligible DACA recipients pay their 5 renewal fee by October 5.Only young people whose benefits expire within Sept. 5, 2017, and March 5, 2018, are eligible for the two-year renewal."Some individuals have a month to decide whether they're going to pay for rent or whether they're going to pay for DACA renewal," said Itzel Guillen, a DACA recipient and the Immigration Integration Manager at Alliance San Diego.Dreamers who want to take advantage of the assistance must attend an upcoming workshop.Anyone who wants to donate can make a tax-deductible donation through the organization's website. 668
