BEIJING, Oct. 20 (Xinhua) -- China's central bank Tuesday announced a rise of its benchmark one-year lending and deposit rate by 0.25 percentage points effective from Oct. 20, a move widely seen as the government's action against inflationary pressure.The People's Bank of China (PBOC) said in a statement on its website that the one-year deposit rate will rise from 2.25 percent to 2.50 percent, and the one-year lending rate will increase from 5.31 percent to 5.56 percent.The rise, the first over the past three years, had not been anticipated and could be related to the impending September statistics and the third quarter statistics, said Jiang Chao, an analyst with Guotai Junan Securities.The CPI (Consumer Price Index), a key gauge of inflation, may maintain its high level in September, Jiang said.The rate hikes are the first in three years. The central bank last hiked rates on Dec. 21, 2007.The benchmark interest rate has been cut four times since the global financial crisis.Li Daokui, a member of the PBOC's monetary policy committee, said statistics showed China's economy has been bottoming out from the accelerated slump at the beginning of this year, but prices of goods remain at a high level, attracting attention from policy makers.Further, policy makers have to seek a balance between economic growth, restructuring and stable prices, Li said."Judging from the move, worries about soaring prices overwhelmed jitters on economic growth, as is the main reason for the interests rate hike. Negative interests rate (higher CPI increases than deposit interests rate) is also another reason," Li said.Liu Yuhui, an expert with the Institute of Finance and Banking at the Chinese Academy of Social Sciences, said the interests rate hike this time is related to expectations of inflation as the negative interests rate has continued for seven months.China has been experiencing hikes in prices of agricultural products, urban services like home rents and catering, Liu said."We believed it was caused by soaring labor costs, also related to issue of currencies and soaring living costs in cities," Li said.Prices of garlic, ginger and sugar have jumped in China's market. Sugar prices in Shanghai stood at 6,000 yuan (900.90 U.S. dollars) per tonne, much higher than 2,700 yuan per tonne seen one year earlier.

BAOSHAN, Yunnan, Sept. 4 (Xinhua) -- The death toll from mudslides that hit a village in southwest China's Yunnan Province Wednesday has climbed to 24, while 24 others remained missing, officials at the rescue headquarters said Saturday.The mudslides occurred at about 10:20 p.m. Wednesday in a village of Longyang District in Baoshan City.Experts said the area is prone to landslides and it is recommended to permanently remove its population to safer areas, said Zhao Maoqi, vice head of Longyang District Government.Authorities will soon begin to select a site and work on a relocation plan. Local residents are expected to move into new houses early next year, said Zhao.Up to 40,000 cubic meters of debris came crashing down on the village, trapping 71 people from 21 families.An initial investigation blamed the tragedy on loose dirt and rocks sitting atop a steep slope that had been soaked by rain for about 10 days.

BEIJING, Aug. 30 (Xinhua) -- Chinese President Hu Jintao held talks last Friday with top leader of the Democratic People's Republic of Korea (DPRK) Kim Jong Il in Changchun, capital city of northeast China' s Jilin Province.Kim, general secretary of the Worker' s Party of Korea (WPK) and chairman of the DPRK National Defense Commission, paid an unofficial visit to China from August 26 to 30 at the invitation of Hu, also general secretary of the Central Committee of the Communist Party of China (CPC).Hu said that at present, China and the DPRK are increasing vigorous exchange and cooperation in various fields, among various departments and between provinces along the borders. VIENNA, Sept. 14 (Xinhua) -- The six-party talks is the fundamental way of solving the Korean Peninsula nuclear issue, a senior Chinese diplomat told the International Atomic Energy Agency (IAEA) directors meeting here Tuesday.From the long term perspective, the fundamental way of settling regional contradictions and disputes is through continuing to advance the six-party talks, achieving the conversion of the mechanism of armistice to peace, and finally establishing a security system of peace in Northeast Asia, said Hu Xiaodi, China' s permanent representative and ambassador to the United Nations and other international organizations in Vienna.To this end, China hopes that no matter how situation changes, parties concerned should fix their attention on the overall situation, exercise restraint, resume direct dialogues and talks at an early date, Hu said, adding all sides should make joint efforts to achieve an early resumption of the six-party talks, and continue to advance the process of denuclearization of the Korean Peninsula.Hu noted that the situation on the Korean Peninsula and in Northeast Asia is still sensitive and complex, with the six-party talks stalled.The current situation once again shows that severe lack of mutual trust among parties concerned is the root cause of both frequent tensions in northeast Asia and difficulties for the six- party talks.
