SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. SAN DIEGO (KGTV) - A San Diego Fire-Rescue chaplain found himself in need after flames ripped through his apartment in Old Town.Father David Fucci was with a friend last Thursday night when he got a call."My neighbor calls and says, 'Your apartment is on fire'," said Father Fucci.As he raced home, a mix of feelings washed over him. For about seven years, he's served as a volunteer chaplain, consoling victims during tragedy."That night, it felt surreal. Almost like an out-of-body experience. Normally I'm the one driving to the scene, thinking about what I can say," said Father Fucci.Instead, he could only watch as flames claimed his home. "Just kept thinking, don't let it spread to any other apartments and thankfully, it didn't," said Father Fucci.Then, something remarkable happened. As word spread of whose apartment it was, some familiar faces began appearing, including five other volunteer chaplains and a battalion chief."They took the time to put a hand on my shoulders. I knew I was blessed," said Father Fucci.Father Fucci found himself the person receiving comfort. "Sometimes those that give, it's hard to receive ... the compassion, love and help. You learn to let go," said Father Fucci.In the end, the apartment was declared a total loss. Amid the ashes, Father Fucci found something that survived."I found a picture of Mom and Dad. Last picture of them. They died a year later," said Father Fucci.He also discovered something else. He calls it a blessing born from his loss: a perspective that will allow him to better help others at the next scene."Now you have a greater understanding of what they need," said Father Fucci.Father Fucci did not have renters insurance. SAN DIEGO (KGTV) -- A San Diego biotech is developing a device that could change how people get routine blood tests.Truvian, which moved into its new UTC area headquarters Thursday, is developing a product that could deliver 40 routine results within 20 minutes, requiring just five drops of blood. The company's chief executive says it should cost less than . "We're going to give you those results in 20 minutes, and it will cost you or your insurance a fraction of what you're paying today," said Jeff Hawkins, CEO of Truvian. SAN DIEGO (KGTV) - A man died after being shot in the Talmadge area early Friday morning, San Diego police said.According to police, the shooting was reported around 3:25 a.m. near Euclid Avenue and El Cajon Boulevard, east of Interstate 15.When officers arrived on scene, they found a 33-year-old Black male with upper body wounds. SAN DIEGO (KGTV) - A pregnant San Diego County woman found a shocking discovery in her baby’s ultrasound picture: what appears to be a photo of her late father kissing her unborn daughter. Shantel Carrillo, who’s five and a half months pregnant with her second child, had the medical exam Monday at Sharp Grossmont Hospital. She didn’t expect the photograph to go viral. “I didn’t see it; I just posted the original picture online,” said Carrillo. Friends quickly pointed out the ultrasound image resembled a picture of Carrillo’s father Charles, who died in 2016, holding Carrillo’s oldest daughter Myree.
