PARIS, May 11 (Xinhua) -- The efforts made by China on its course of development has made it a successful example for other emerging countries, the UN Educational, Scientific and Cultural Organization's chief said to Xinhua in an exclusive interview here on Tuesday, four days before her trip to China and the Shanghai Expo. The UNESCO Director General Irina Bokova will pay a working visit to Shanghai and Beijing from May 16, during which she will have a two-day stop for the Shanghai Expo, which has opened doors to the public on May 1."We've seen the efforts of China, which are spectacular in all areas of development ... it also shows that with political will, with the efforts of an entire people to focus on development, it is possible to overcome certain difficulties," she said. She praised China's "very impressive" development and said China should also share its experience with other developing countries because it "is a good example that can bring millions of people out of poverty by adapting to a globalized world."Additionally, she encouraged China to engage more into UNESCO affairs in Africa and in Asia on educational domain. As to the Shanghai Expo, the UNESCO has set up its own pavilion at the Expo site and Bokova herself has personally planned diversified activities, lectures and conversations at the pavilion to provide platforms for idea exchanges with Chinese people and foreign visitors, the veteran diplomat told Xinhua. The Shanghai World Expo "gives an opportunity for all countries and all organizations to make a sort of communication on their values and their activities," she said, seeing it "a great event for China and for the entire international community."Bokova is expected to launch a UN report on cultural diversity at the UNESCO pavilion, which is specially designed to focus on material and immaterial cultural heritages, education issues and scientific topics including climate change, water management and etc.She spoke highly of the great effort made by the Chinese authorities to organize the World Expo in Shanghai."I know that the 'motto' of this exhibition is about urban ( Better City, Better Life). We already know that 60 percent of the world population live in cities, the figure rises almost all the time. Some projections say that in fifty years there will be 80 percent of the world population live in cities," she indicated.According to the director general, the UNESCO is seeking answers through its experiences to some difficult issues that are associated with globalization and interconnectability of the world in the fields of culture, science and especially the education. She underlined that education and personnel training was the key factor to make a nation "competitive" and have "sustainable development."At last, the UNESCO chief issued a friendly message to China and Chinese people, saying China is a very old nation "with ancient roots very deep into all the culture of humans" and it meanwhile "shows the dynamism and creativity, which are examples for all the world.""I think China has proved that there are no limits, there is no problem that can not be overcome," she concluded.

BOAO, Hainan, April 9 (Xinhua) -- Singapore Senior Minister Goh Chok Tong said Friday that he expects China, and similarly for most part of Asia recovering from the economic downturn, to maintain good growth this year."The economic recovery has started. That's a good news for Asia," Goh, also former Prime Minister of Singapore, said in an exclusive interview with Xinhua in Boao, a coastal resort in south China's Hainan Province.Goh is here for the annual meeting of Boao Forum for Asia (BFA), a pan-Asian platform of dialogue for key issues affecting Asia and the world, which will officially open Saturday. He was elected a member of the BFA's board of directors Thursday."The worst is behind us," he said, adding that China's recovery has a solid foundation and is on a good growth path."We've paid attention to economic fundamentals. If the economic fundamentals are right, we can let the storm pass by," Goh said. "That's what Singapore and China did."He said some damages in the global financial crisis were not very severe, "so once the storm passes, we grow again."Singapore also saw a very good growth in the first quarter of this year and "the growth exceeded out expectation," he said.Goh emphasized the importance of free trade. As a member of the Association of Southeast Asian Nations (ASEAN), the Free Trade Agreement (FTA) between Singapore and China took effect this year."The free trade is important for all countries and global economic recovery," he said.Goh said the most important lesson drawn from the international financial crisis is that the government must have "good surveillance system over the financial industry" so as to make sure that banks do not take up too much risky investment, and to prevent investment from turning to bubbles in property and other sectors. He also said efforts should be made to ensure that China develops without causing too many problems in terms of climate change.Singapore has been cooperating with China to develop the Tianjin eco-city in north China for more than one year, which already attracted investors from Japan and Singapore."As China urbanizes, Singapore's experience of building a green city can be used in China for its urban solutions as the country grows," he said, adding the eco-city is a model meant to demonstrate that "economic growth can be consistent with green development."This year marks the 20th anniversary of the establishment of China-Singapore diplomatic ties."We've learned from each other. It's not one-way learning any more. We've learned from China as much as China has learned from Singapore," Goh said.

BEIJING, April 22 (Xinhua) -- The Chinese government announced a string of emergency measures Wednesday to provide convenient financial services for people in the quake-hit Qinghai Province and to support reconstruction. The People's Bank of China, the central bank, would lower the deposit reserve ratio for financial institutions in the quake area by 1 percentage point from Wednesday to help increase lending, said a statement posted on the website of the central bank.It would also reduce its rediscount rate for local Rural Credit Cooperatives by 1 percentage point to ease their financial burden. The rediscount rate is the interest rate charged to banks and deposit institutions when they borrow money from the central bank. The return of loans extended before the earthquake was not imperative until June 30, 2011. Residents and companies would be exempted from bad credit records if they could return their loans before the deadline, the central bank said. The statement urged local banks to resume business as soon as possible to meet rising demand for financial services. They should set up temporary outlets in tents, extend office hours and take measures to ensure adequate cash supplies so that residents could deposit and withdraw money conveniently. The measures were jointly introduced by the People's Bank of China, the China Banking Regulatory Commission, the China Insurance Regulatory Commission and the China Securities Regulatory Commission. The 7.1-magnitude quake struck the Tibetan Autonomous Prefecture of Yushu on April 14, leaving 2,183 people dead, 84 missing, and 12,135 injured as of Wednesday.
