SAN DIEGO, Calif. (KGTV) -- A 64-year-old man is recovering after he was beaten in Kearny Mesa by a group of street racers so severely he had a brain bleed and fractured disk. "I felt my RV jostling around, like maybe they were standing on my bumper, so I got out and went around back to look and I look up and someone's standing on my RV," said the victim, who did not wish to be identified.Police said the beating happened on June 28 around 9:30 p.m. A group of street racers arrived in the area for an apparent “meet up” and gathered into a large group. Multiple vehicles arrived at the location and began doing “burn-outs” in the street. Some members of the group climbed on top of the victim’s RV. When the victim walked out of his vehicle to confront them, three of the men attacked him. Another man stole the man's phone from his pocket as he was lying on the ground unconscious. "The last thing I remember is one of his buddies jumping out and I don’t know what happened after that; I probably got hit from behind."The suspects fled the area in a grey, possibly 2003 Audi A4 sedan. The man was left lying in the street. Employees from a nearby business ran out to help him and called an ambulance. San Diego County Crime Stoppers along with investigators from the San Diego Police Department’s Eastern Division are asking for the public’s help in identifying and locating the attackers. Officers are investigating the attack as a felony battery and robbery case.Anyone with information on the identity or location of the suspects is asked to call SDPD’s Eastern Division at 858-495-7957 or the Crime Stoppers anonymous tip line at 888-580-8477. (KGTV) - Nearly six years after it passed, Proposition B will be in front of two courts this week, with the future of San Diego pension reform on the line.Prop B was on the ballot in June of 2012 and passed with 65% of the vote. It promised to solve San Diego's pension crisis by giving new City hires a 401(k) style retirement plan instead of a pension. The change went into effect for all city hires except police officers.Since then, it's been mired in legal challenges.Shortly after it passed, union leaders sued, arguing that any changes to union employment agreements have to be negotiated first before they're placed on a ballot. They said that then-Mayor Jerry Sanders violated that rule when he openly campaigned for the Proposition in 2012.In 2015, the State Labor Board agreed with the union claims.That ruling went to the California 4th District Court of Appeals, who overturned the Labor Board's findings in 2017.In 2018, the State Supreme Court reversed the 4th District's ruling. The Supreme Court sent the issue back to the lower courts to decide what an appropriate "remedy" would be to Sanders' improper campaigning."They did not say 'Overturn Prop B.' They could have," says Reform California's Carl DeMaio, who wrote Proposition B. "They said, 'Hey, district court, find out how you punish the City of San Diego for this violation.' What’s the punishment? A slap on the wrist, a speeding ticket?"The 4th District will hold an open session on Monday, March 11 to begin that process. DeMaio says if the District Court rules to overturn Prop B, he plans to appeal that decision."Do you think they’ll actually overturn the citizens initiative? If they do, we will counter-sue on the punishment phase," says DeMaio.Meanwhile, the US Supreme Court will also look into the Proposition this week. On Friday, they'll decide whether or not to hear a case based on the First Amendment. Supporters of Prop B say the California Supreme Court's ruling violated Mayor Sanders' First Amendment rights of free speech and his ability to openly support or oppose items on a ballot."The issue is whether for not elected officials have first amendment rights," says DeMaio. "Can an elected official actually give an opinion on a ballot measure? I think yes. Even if I disagree with that opinion, it is their constitutional right. SAN DIEGO, Calif. (KGTV) - For 250,000 San Diego County students, school is not just access to education, it is access to food.“We know that for many many of our students, the stable meal they can rely on each day is that breakfast and lunch they can normally get at school,” said SDUSD Trustee Richard Barrera.There are food distribution sites across the county where families can pick up meals for kids while school is not in session. These services will continue through the summer. While thousands are taking advantage of the food distribution sites, not everyone can physically get to the locations, so there is a new state resource to combat that.Pandemic EBT, or P-EBT, is available to students who are eligible for free or reduced price meals at school. Families can apply and get 5 per child on a card that can be used like a debit card at grocery stores or online. The money stays on the card for a year. That number was chosen based on an estimate of how much it would cost to feed a child through the summer.With about a million households applying in the first week, Anahid Brakke with the San Diego Hunger Coalition said there has been a delay with signing up, so anyone interested needs to have patience during the application process. She said it's currently taking about three weeks to process and warned that phone lines are currently backed up, adding that it could take until the end of July to process everyone.“If you apply, if you leave a voicemail, if you send an email, they are making their way through all of that. They’re hiring new staff at the state, they’re extremely committed to making sure everybody who is eligible get their card,” said Brakke.Families need to apply by June 30. If there is more than one child in a family, all of the money will come on one card and the oldest child’s name will be on the card.Barrera mentioned some of the feedback so far has been caution from families who are worried about sharing their information.“Some of our families have called us and said is this some sort of scam? Is somebody trying to get my information? No. Take advantage of this program. It’s meant to support you and your kids,” said Barrera.He said SDUSD is communicating this information through robocalls, so families should not be surprised if they get a voicemail with this information.Leaders also encouraged everyone to apply because families could be eligible if a parent recently lost a job or took a pay cut.According to a release, P-EBT was authorized under the Families First Coronavirus Response Act of 2020 which allows for states to apply to the USDA to run a P-EBT program to meet children’s nutritional needs. SAN DIEGO, Calif. (KGTV) - San Diego County has given the green light on day camps reopening for the summer and some are moving forward, some are going virtual, and others have made the decision to cancel summer camp plans altogether.A major camp, the YMCA, has been making plans to reopen during the summer for the past few months, and a spokesperson said when they opened online enrollment, some camps filled up within half an hour. There are still camps available at all ten locations, though.“It’s showing us that there’s definitely a need and people are really excited for camp, which is great,” said Nat Corrall, YMCA Association Director of Child and Youth Development.She said they’ll be implementing the County’s rules, including practicing social distancing, taking temperatures upon arrival and keeping kids interacting only with their small group rather than a larger group. She said they already have more than 100 social distancing activities planned.“At the end of the day, it is still camp, it just looks a little different,” said Corrall.On the opposite spectrum, Outpost Summer Camps has canceled camp altogether. This camp, on average, sees 1,200 kids, with up to 1,500 in a good year. This year, they opened up registration January 1 and by the time they made the decision to cancel camp in April, already had around 600 kids enrolled.Outpost Summer Camps Executive Director and Owner Dr. Kelly Jones said they gave full refunds and are feeling the financial hit. She said they decided to cancel camp in early April rather than wait and take a risk because of the level of uncertainty. She also said their camp has a foundation of interactive games so a summer of social distancing wouldn’t be the same.“This was going to be such a new level of things that were unknown, uncontrollable and then really potentially unsafe,” said Jones. “It would just sound so sad to say ‘be apart, don’t touch each other, don’t be so close.’ That’s sad for kids. Usually we see kids together and we smile and we go aw and they’re holding hands and they’re arm in arm.”She said she and her husband typically donate ,000 to ,000 to a scholarship program to send kids to their camp but are unsure if they’ll be able to do that because of the financial hit this year. In response, camp families have donated ,377 to the fund to help send kids in 2021.Jones also said they typically increase fees year to year to make up for inflation, but they're not sure what they'll do in 2021. She did say they'll be redoing their terms and conditions for the refund policy.A third San Diego summer camp is taking a different step: moving online. Tech Adventure Camp has hosted camps featuring tech adventures, robotics, virtual reality, artificial intelligence and more in San Diego for about six years. Executive Director Dr. Korey Sewell said they knew the summer wouldn’t be normal in April and realized they would have to adapt. He said hands-on learning is important for tech education, so they’ve created a new type of program.“What if we had some experiences where we allow you to do the things at home and keep going at home?” he said.They created a virtual camp. Kids have at-home robotics kits to build. A portion of camp will be in a group video class, some will be one-on-one time with an instructor and the rest will be tutorial videos. He said this year, they’re also feeling the financial hit, but they hope to grow this virtual setting into a hybrid class that can be used in future summers.
