(KGTV) - Surveillance video captured a man in a truck treating an Escondido neighborhood like a dumping ground.In the video, a white truck pulls up in the 800 block of North Citrus Avenue just before 1 p.m.  The driver goes to the back and casually pulls the couch onto the street, before going back to the truck to toss out a piece of carpet. He then drives off."Just makes our neighborhood look bad and ugly, and we don't want that," said Gil Gomez who lives feet from where the couch was dumped.His frustrations growing every time he watches the video, recorded from his Ring camera. That's because the truck appears to be a newer model Ford F-150."If you can afford to buy a brand new truck, you can afford to get rid of this thing properly," said Gomez.Gomez fears this type thing could attract more dumping."It might happen around the corner next time. That is the type of culture we cannot stand for," said Gomez.Gomez posted the video on the Neighbors by Ring app to track the person down and to send a message to would-be dumpers. "Not in our neighborhood. Employers may refuse to hire someone whose hair is in dreadlocks, a court of appeals has decided.The Equal Employment Opportunity Commission filed the civil rights suit against Catastrophe Management Services after it told a woman it would not bring her on board with dreadlocks and terminated a job offer.Reports indicate a human resources manager with the company told the candidate during a hiring meeting dreadlocks "tend to get messy." The EEOC?claimed it was a violation of the Civil Rights Act of 1964's Title VII, arguing dreadlocks are a "racial characteristic," according to NBC News.The 11th U.S. Circuit Court of Appeals ruled that the company in this lawsuit has a "race-neutral grooming policy" and was not discriminatory, and dreadlocks are not a cultural practice, NBC News reported. 817

ESCONDIDO, Calif. (KGTV) - The 'Golden State Killer' arrest is shining the spotlight on a controversial DNA search known as Familial DNA.    In the summer of 2013, local communities were gripped by fear amid a string of unspeakable crimes.An unknown culprit dubbed 'The Creeper' entered five homes in Escondido and one in San Marcos, cutting screens, cutting the clothes of little girls and molesting them while they slept.The suspect left DNA at several scenes, but a search turned up no matches.  Ultimately the case went cold until detectives applied to the State Department of Justice - for a DNA familial search.In 2015, the mystery DNA profile was linked to somebody already in the system, a close relative of the suspect."They were able to determine through a familial search who the suspect likely was," said Deputy District Attorney Ryan Saunders.That suspect was Gilbert Chavarria, who recently pleaded guilty to a host of charges.  He was sentenced to 100 years to life in prison."Police did an excellent job gathering the evidence, but the leads were exhausted. Without the familial searches, we'd still be on our hands waiting," said Saunders.It marked the first use of the search in a local case.  Amid concerns from privacy advocates, Governor Brown in 2008 enacted a policy that familial DNA would be used only as a last resort.It's been rarely used but did provide the break in several serial killer cases, including the 'Grim Sleeper' case and now, the 'Golden State Killer' case.  In the latter, the mystery DNA was linked to a familial profile from an ancestry website.Some law enforcement experts tell 10News the recent cases could lead to a lot more requests for the DNA search.  Familial DNA also provided the break in the infamous 'BTK' serial killer case in Kansas. 1858

  

Emily Dorffer is a walking story, so it’s fitting she plans to make a career out of telling them.“I’m just one of those determined little stinkers that just never gives up,” Dorffer said.An important chapter in her life will end soon — the next time she walks the Johns Hopkins University campus it will be as a graduate.The English major's love for writing started at a young age, and she never let Cerebral Palsy keep the words from flowing. “In my case, that means I have some slight fine motor skills difficult,” Dorffer said. “Which basically for me means messy handwriting, and I get a little bit tired if I have to write a whole lot at once.”So, how did she get to the point of becoming a published author and college graduate?“Typing is no problem at all.”But don't call her an inspiration.“It’s my life it’s my normal, I understand that it’s not most people’s version of normal but it’s mine.”Dorffer put together together an anthology of stories from disabled writers from around the world.“There’s a wide range of topics. There’s some simple stuff like a character just goes and shops for groceries and you see how her anxiety disorder affects her,” Dorfer said.The stories for (Dis) Ability: A Short Story Anthology started piling in.“This story deals with more assistive technology and the adjustment to that as well the character's self-image and how that develops through the story,” Dorffer said.Shifting the focus away from the disability to the strong storytelling of talented authors.“It’s an intimidating issue to talk about something that their just not familiar with and they're afraid of offending people obviously.Her mother Virginia couldn't be prouder of her favorite haiku writer. “Even as a parent I never knew she could accomplish what she has accomplished. If you just let anybody do what their passionate about it’s amazing what they can do. You should never say no to somebody.”Emily is looking forward to life as a graduate, wherever the next chapter may be. “If you are going to say I can’t it better be followed up with yet,” said Dorffer.Johns Hopkins University Commencement is May 23, the keynote speaker is the founder of the Equal Justice Initiative Bryan Stevenson. 2259

  

FALLBROOK, Calif. (KGTV) — One person was killed in a traffic collision on Interstate 15 in the North County early Saturday.The crash was reported just before 4:30 a.m. on northbound I-15, just north of State route 76, according to California Highway Patrol.It's not clear what caused the crash. The victim's identity was not immediately released. A Sig Alert was issued at 5:15 a.m. and all lanes were shut down, though CHP reopened all lanes just before 10 a.m. 471
