ENCINITAS, Calif. (KGTV) - City leaders in Encinitas plan to ban gas-powered leaf blowers to help curb the effects of climate change.They're hosting a public meeting about the ban Monday night, May 13, at 6 p.m. at the Encinitas Community Center (1140 Oakcrest Park Drive).The ban is part of the City's bigger Climate Action Plan, which the City Council approved in January of 2018. It calls for a 41 percent reduction in greenhouse gas emissions by 2030 when compared to 2012 baseline levels.The plan says removing emissions from gas-powered leaf blowers would remove 142 Metric Tons of CO2 by 2030. That's the equivalent of taking roughly 25 cars off the road.While it's not a huge improvement, people in Encinitas say every small step will help."I think they ought to be eliminated everywhere," says David Winkler, who goes to Encinitas to meet friends. "The less reliance on fossil fuels, the better.""People come from all over the world here, so we should make it as clean and beautiful as we can," says Encinitas resident Linda, who declined to give her last name. "Anything we can do to lessen pollution is always a good thing."Other North County cities already have bans in place. Solana Beach and Del Mar both prohibit the use of gas-powered leaf blowers.City leaders in Encinitas say their rule is different because it bases the ban on environmental concerns, rather than noise pollution.The ban only covers two-stroke leaf blowers. Other gas-powered tools like weed whackers and chain saws will still be allowed.If the ban is approved, it will take effect immediately for all city-run operations. After three months, any business licensed to operate in Encinitas will have to comply. ESCONDIDO, Calif. (KGTV) - Supporters of Newland Sierra, a large housing development north of Escondido, launched their effort to rally voter support Friday at a press conference outside the Registrar of Voters.The project would build 2,135 homes on unincorporated land next to I-15 along Deer Springs Road. The design includes amenitites such as new parks and hiking trails, while touting that it preserves 60% of the land as open space. Newland also points out green innovations, such as solar panels on every home and electric car plug-ins in every garage. Most importantly, supporters say the homes are desperately needed to support families in North County.Opponents say the massive development would change the rural character of the area. They argue that traffic would be unbearable along Deer Springs Road and that evacuating during a wildfire would be dangerously slow. Newland counters that it will expand Deer Springs Road and that it includes a state-of-the-art fire plan. "We'll still have our country feeling, but it's nice to have a safer road," said Corrie Lott, a neighbor who supports the porject.Opposition is led by the neighboring Golden Door resort. Emails from top officials at the National Republican Congressional Committee were hacked during the 2018 midterm elections, Republican sources tell CNN, exposing the GOP's House campaign arm to an intrusion by an "unknown entity."The hack, which was first reported by Politico, was discovered by a vendor in April after emails from four senior committee aides had been surveilled for months, a Republican official with knowledge of the intrusion tells CNN.The revelation of the hack comes weeks after House Republicans lost their majority and saw Democrats pick up close to 40 seats in the House. In a sign of how serious the committee believed the hack to be, they brought on the law firm Covington and Burling to handle the issue, as well as Mercury Public Affairs to deal with the public relations around the intrusion.After the NRCC was alerted to the hack, top officials then informed CrowdStrike, a Republican official said, the cybersecurity firm that helped Democrats expel the Russians from their computer systems in 2016, and later shared information with the FBI as it investigated the election-season hacks.Ian Prior, a spokesman for the committee, said Tuesday that they were hacked "by an unknown entity.""The NRCC can confirm that it was the victim of a cyber intrusion by an unknown entity," said Prior. ESCONDIDO, Calif. (KGTV) – Police in Escondido have identified the suspect shot and killed by an officer at Valley View Casino Saturday night as Osbaldo Ramirez Jimenez, 50.The incident began after police received a domestic disturbance call on the 1400 block of Timber Glen Road in Escondido.When they arrived, police say the suspect got into a vehicle and led them on a chase that ended at the casino’s valet entrance.RELATED: Officer-involved shooting reported at Valley View Casino in North San Diego County?When Jimenez got out of the vehicle, police say they noticed he was holding a handgun when the officer-involved shooting took place. Jimenez was taken to the hospital where he later died. Authorities also identified the officer involved in the shooting as Officer Terrence Pizzuti, who they say has been with the department since 2013.The incident reportedly caused chaos inside the casino. One woman inside at the time of the shooting was trampled. She was taken to the hospital where she is expected to survive.The San Diego Sheriff’s Department is leading the investigation. Federal agents who have clashed with protesters in Portland, Oregon, will begin a “phased withdrawal” from Oregon’s largest city, Gov. Kate Brown said Wednesday. The withdrawal of Customs and Border Protection and ICE officers could begin as soon as Thursday.In a tweet, Brown said "After my discussions with VP Pence and others, the federal government has agreed to withdraw federal officers from Portland.
