CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

CHULA VISTA, Calif. (KGTV) - While the current focus is on coronavirus, doctors are warning to not forget about other killers that are always present.Dr. Marilyn Norton is the Chief of Staff at Sharp Chula Vista Medical Center and said they’ve seen drastic drops in the number of people coming in to get cancer screenings. She said the three most common cancer screenings are mammograms for breast cancer, Pap smears for cervical cancer and colonoscopies for colon cancer.Sharp Chula Vista saw an 87% decrease in mammograms in April and May of 2020 compared to the same time frame last year. The hospital did pause screenings at the beginning of the closure, but has been doing screenings again since May.Dr. Norton said these screenings can be some of the best life-saving measures.“We know that if patients get found at early stages, the chances of them dying from that cancer is much less,” she said.She said some of the reasons people still are not coming in to get screened could be because people don’t know screenings have resumed, or because people are worried about going to a hospital right now, but she said the difference between now and the beginning of the pandemic is that there is more knowledge of how to stop the spread of coronavirus now, so the hospital is taking preventative steps to keep patients coming in for screenings healthy.“Although there’s a lot of fear regarding the pandemic, we also have to realize that screening is very important to be able to try to catch that cancer at an early stage,” she said.She said she anticipates the lull in screening now to impact cancer rates in the next five to ten years because of cancer that could have been caught at an earlier stage, and she hopes people realize the importance of early screening now to stop that eventual increase.“Don’t ignore the screenings that need to be done in order for you not to have to die from cancer,” said Dr. Norton. 1927

CHULA VISTA, Calif. (KGTV) -- A group of neighbors in Eastlake are using social media to support each other during the COVID-19 pandemic. Jason Anderson created the Facebook page called 'Eastlake - Support COVID-19'. He got the idea after seeing another post on social media. He initially created the group to make sure children staying home from school wouldn't go hungry. The group is now being used for community members to find things like toilet paper, hand sanitizer, and food. Nothing on the group is for sale, Anderson says neighbors are just helping each other by paying it forward. The group has grown to over 800 members in just three days. The leaders of the group are hosting regular conference calls to plan and stay organized. The group is now brainstorming how to best help elderly members in the community since they might not be as social media savvy. CHULA VISTA, Calif. (KGTV) -- A group of parents hosted a rally Monday evening calling on Chula Vista Elementary School District officials to reopen schools for in-person learning. Parents said they want the district to move forward with a phased reopening approach, a plan that was supposed to start on Oct. 26.However, the district halted the repoening plan at the beginning of October, citing concerns about rising COVID-19 cases in two specific ZIP codes -- 91911 and 92154.Parents argued that there is a safe way to go back to in-person learning, but they feel the district isn't ready. CVESD Superintendent Francisco Escobedo said he does want to get children back in the classroom and is hoping cases in those ZIP codes go down so they can reopen by the end of the year. He added that the district is still working with employee associations and labor groups in hopes of coming to an agreement so teachers can have everything they need to safely do their job. 976

CHULA VISTA (KGTV) -- Police in Chula Vista are mourning the loss of one of their K9s. K9 Griffen died Saturday after suffering from an unspecified medical condition.“It is with heavy hearts and a deep sense of loss that the Chula Vista Police Department says goodbye to Chula Vista Police Dog, K-9 Griffen,” the department said Monday.Griffen died surrounded by his handler, his handler’s family and other members of the K9 program.Griffen was a 7-year-old Belgian Malinois who worked to protect his handler, searched for suspects and made frequent appearances at community events. 590
