Investigators said Richard appeared to be making a run for it when they arrived. He had a large suitcase and backpack in a running vehicle when he was arrested. Richard faces up to nine years in prison if convicted. (KGTV) - Meridian Baptist Church in El Cajon is working to put up a handful of so-called emergency sleeping cabins on their property.“They are different from tiny homes,” Pastor Rolland Slade said, pointing out that they don’t have running water or a kitchen. “They are essentially a shelter for someone living in homelessness to actually sleep behind a locked close door and be comfortable.”Slade says they have bathrooms on the property as well as a kitchen. They are looking to install a shower or perhaps bring them in through outside organizations.The emergency cabins are 144 sq feet, of which 96 square feet is livable space.“The village we are looking to build is going to focus on veteran women with children who are living in homelessness in El Cajon,” Slade says.Slade says they will find their clients through organizations that work with the homeless. The homes are not meant to be permanent housing, and families will be allowed to stay for 90 days.The church is working with a group called Amikas, as well as the city.El Cajon city officials have given the pilot program the green light through December 31, 2023. However, city officials say “permits are required, and the “emergency housing” must be operated by an organization experienced/proficient.”There is one cabin on the property. It is not occupied and is used as a demo. Slade hopes to get a total of six up in the next four to six months. They are working on fundraising efforts to build the cabins. 1500

EL CAJON (CNS) - The husband of a pregnant woman killed when her car struck a tree after being rear-ended by an alleged drunk driver in Ramona testified Tuesday that he saw the accident in his rear-view mirror.Christian Foderingham's testimony came as a preliminary hearing got underway for Andrew Milonis, charged with murder, DUI and gross vehicular manslaughter while intoxicated in the May 14 death of 29-year-old Jessica Foderingham, who was eight months pregnant.The victim's husband testified that his wife was following him in her own car on San Vincente Road on the way to her grandmother's house on Mother's Day when he heard a loud bang, saw an SUV swerve onto a sidewalk and saw his wife's 2016 Dodge Dart slam into a tree in the center median.RELATED: Judge raises bail to M in Ramona fatal hit and run"It felt like my heart stopped," he said. "I ran back to her car."Christian Foderingham, a U.S. Marine, said he cut off the seat belt holding his wife's lifeless body in place and pulled her out of the car. Jessica Foderingham and her unborn daughter were pronounced dead later at a hospital.The husband said the force of the accident made it look like someone had taken a sledgehammer to his wife's lower body.According to the California Highway Patrol, Milonis was heading east on San Vicente Road when his 2011 GMC Yukon pickup rear-ended the victim's car near Arena Drive about 6:45 p.m.Milonis fled following the collision, then abandoned his vehicle about a mile away and called for a Lyft driver to give him a ride to a bar on Main Street, CHP public-affairs Officer Kevin Pearlstein said. Deputies found him at the tavern about an hour later and arrested him.According to court testimony, Milonis was arrested for DUI six months before the fatal accident when he allegedly drove drunk and hit a fence.The preliminary hearing will continue Wednesday. When it's over, Judge John Thompson will decide whether enough evidence was presented to order Milonis to stand trial. The defendant faces 40 years to life in prison if convicted. 2067

EL CAJON (CNS) - A 49-year-old man was arrested today on suspicion of fatally shooting a man in an unincorporated area near El Cajon. Daniel Christopher Allen, who lives in the unincorporated area, was booked into the San Diego Central Jail for murder, according to the San Diego County Sheriff's Department.The shooting was reported in the 6000 block of Stallion Oaks Road, southeast of Dehesa Road and northeast of the Sycuan Resort, around 10:30 p.m. Thursday, sheriff's Lt. Thomas Seiver said.Before deputies arrived, an acquaintance of the victim drove him about a mile and a half from the shooting scene, Seiver said.Deputies stopped the vehicle on Stallion Oaks Road near Dehesa Road and found the victim inside suffering from a gunshot wound. It was not immediately clear if Allen is the acquaintance.The victim, whose name and age were not immediately available, was pronounced dead at the scene, Seiver said. 926
