SAN DIEGO (KGTV) -- One person was killed and five people were injured after a crash near Scripps Ranch Sunday afternoon.The crash happened around 1:30 p.m. at the intersection of Pomerado Road and Avenue of Nations near Thurgood Marshall Middle School.Police said an 18-year-old driver and one passenger in a gray BMW were heading home from a basketball tournament when they swerved into oncoming traffic.They crashed into a white Chevy with four people inside, all between the ages of 70 and 90.The driver of the Chevy sedan, a 90-year-old woman, died from her injuries, police said.At least five ambulances were requested at the scene, according to authorities.The cause of the crash is unknown at this time, but the driver told police he had mechanical trouble with his brakes. Alcohol and drugs are not considered a factor in the accident, police said.   917

SAN DIEGO (KGTV) — More San Diego college students will be moving back to campus this weekend, as San Diego State grapples with trying to reduce its cases more than three weeks after its fall semester began.When SDSU started moving students back onto campus at the end of August, COVID-19 testing wasn't mandatory. Since Aug. 24, SDSU's cases on and off campus have climbed to 721 confirmed cases and 28 probable cases as of Wednesday.SDSU is now requiring testing for any students living on campus.RELATED: Petition calls for SDSU tuition and campus fee partial refundOther local universities are planning to require testing as well.Dr. Robert Schooley with UC San Diego says students will begin a staggered move-in process starting this weekend."We have appointments for all of them to arrive at a certain time they'll be tested as they arrive before they move into the dorm," Schooley told ABC 10News anchor Lindsey Pena.UCSD is expecting several thousands of students to move back to campus this fall. SAN DIEGO (KGTV) - President Donald Trump said San Diego "needs a wall" while he toured eight border wall prototypes along the county's southern border Tuesday.During his visit, the president stopped intermittently during his inspection of the structures to discuss the wall and, at times, slam the state over its immigration policies."For the people that say no wall, if you didn't have walls over here you wouldn't even have a country," Trump said at the prototypes. "And, by the way, the state of California is begging us to build walls in certain areas. They don't tell you that."Trump went on to view more of the prototypes, before stopping once again to discuss the new structures."A part of San Diego needs a wall, they want a wall very desperately," Trump said. "They're willing to do anything to get it. I said 'nope, approve the whole wall, California.'"Trump said he favors a wall with see-through capabilities with steel and concrete. He added that Border Patrol had "done a fantastic job" in constructing the prototypes.The president was asked about comments from California Governor Jerry Brown, who has slammed Trump's border wall and called for other projects to receive funding."I think Gov. SAN DIEGO (KGTV) -- Officials with the the Department of Homeland Security announced Friday plans to screen people returning from restricted countries.American citizens, legal permanent residents, and their immediate families returning to the United States will be required to arrive at one of 13 airports for enhanced screening for coronavirus.“While the overall risk of serious infection from the coronavirus to the general public remains low at this time, the Trump administration is taking these aggressive measures to keep the risk low, requiring all Americans returning from affected areas in Europe to be funneled through 13 airports for screening upon their return to the U.S.,” said Acting Secretary Wolf. “To minimize disruptions to travelers, TSA, CBP, and air carriers are working to identify qualifying passengers before their scheduled flights. SAN DIEGO (KGTV) - On Wednesday, the San Diego Police Department issued a press release in which the Chief reaffirmed his commitment to unbiased policing, months before the anticipated release of a new report about officers stopping people in the field. It comes amid community concern over a different report that suggests that minorities are stopped at higher rates.Over FaceTime on Wednesday, 10News spoke with Chris Burbank, a retired police chief from Utah who is now working with the Center for Policing Equity. It’s a nonprofit that looks at data surrounding police interactions with the community. “We try and reduce the disparity that exists in law enforcement today, throughout the country,” he adds.In September, his team partnered with SDPD to start analyzing the department’s stop data for a new report that should be released in about six months. Wednesday’s press release states in part, “Police Chief David Nisleit [reaffirms] his commitment to reviewing internal operations and making any necessary changes based on the report's findings."Last week, a separate ACLU-commissioned report was released that caused some community concern. According to the ACLU, records from SDPD and the San Diego County Sheriff's Department show a pattern of discriminatory policing against black people and people with disabilities. SDPD has not issued a formal comment on the ACLU-commissioned report. Last week, the San Diego County Sheriff’s Department sent 10News the following statement. “The San Diego Sheriff's Department is committed to providing the highest level of public safety in all the neighborhoods we serve. We expect all of our stops, detentions, arrests, and searches to be constitutional and within Sheriff's policy. We regularly meet with community groups which allow us to address concerns and continue to build trust with the citizens of San Diego County. We have just been made aware of a report evaluating policing in San Diego. It would be premature to speak about the findings prior to reading and evaluating the methodology used to reach the conclusions presented in the report. However, at a glance some of the statistics in the report do not correlate with our numbers. For example, the report seems to overstate the rate at which Blacks and Hispanics are stopped within Sheriff's jurisdictions. The numbers in the ACLU report do not appear to be consistent with our data. Once we have had ample time to review the report, we will provide a more comprehensive response.”10News reached out to the Sheriff’s Department again on Wednesday for any new comment.
