BEIJING, Dec. 17 (Xinhua) -- Chinese Vice President Xi Jinping Friday stressed efforts to promote outstanding officials at the grassroots who had tirelessly performed official duties honestly and diligently for the people.Xi, also a Standing Committee member of the Political Bureau of the Communist Part of China (CPC) Central Committee, made the remarks while addressing a meeting of officials at CPC organization departments across the country.CPC's organization departments are responsible for work concerning the selection of party cadres.From 2011 to the first half of 2012, the current leadership of the CPC's provincial, municipal, county, and township level committees will be re-elected.Stressing the importance of the re-election, Xi said the year 2011 also marks the 90th anniversary of CPC's founding and the inaugural year for implementation of the 12th Five Year Plan, China's development blueprint covering the coming five years from 2011-2015.He urged party authorities to select and promote only those cadres who have both political integrity and professional competence.Further, Xi called for improved supervision over officials, especially those in key positions including heads of party committees or governments, chiefs of law enforcement agencies, and those in charge of personnel changes, money and materials, and other critical areas.He said he hoped that the re-election would further strengthen the leadership of the CPC in China and help contribute to the country's social and economic development in the coming five years.

BEIJING, Dec. 14 (Xinhua) -- The Chinese government on Tuesday published guidelines on improving the country's funding system of grassroots medical institutions, according to a statement posted on the central government's official website www.gov.cn.The statement, posted by the General Office of the State Council, or Cabinet, said the government will introduce new measures to provide funding and subsidies to grassroots medical organizations and ensure the salary of medical staff did not decrease following a cut in the price of medicine.To ensure low income-earners can afford essential medicines, over half of China's medical clinics based in rural townships and small urban communities have been offering essential medicines at reduced prices since August 2009.Some medical institutions were short of revenue because of the reduced drug prices, which had affected their operations.According to the statement, expenditures of government-run grassroots clinics will be covered by government subsidies and medical service charges.To boost staff income, local medical institutions are allowed to raise service charges, which will be paid by the social insurance system instead of the patients, said the statement.The guidelines also asked local governments to offer subsidies to country doctors and other non-government grassroots medical institutions.

BEIJING, Nov. 22 (Xinhua) -- Chinese Ministry of Public Security said Monday that the nation's police authorities had shut down 500 underground banks since 2002 in its battle against money laundering.Ten crack-down campaigns have be waged since 2002 when the ministry set up a division dedicated to anti-money laundering, in which over 100 cases involving more than 200 billion yuan (30 billion U.S. dollars) have been handled, the ministry said in a statement.The ministry has trained more than 400 police officers specialized in handling money laundering cases over the past eight years, said the statement.In order to promote international cooperation, China joined the Moscow-based Eurasian Group on Combating Money Laundering and Financing of Terrorism as a founding member state inn October 2004.In June, 2007, China joined another international anti-money laundering organization, the Paris-based Financial Action Task Force on Anti-Money Laundering.

WASHINGTON, Jan. 14 (Xinhua) -- U.S. Secretary of State Hillary Clinton on Friday rejected a zero-sum formula on U.S.-China relationship, saying that the two countries have much more to gain from cooperation than from conflict.Delivering a speech on the future relations between the U.S. and China at the State Department, Clinton said it does not make sense to apply zero-sum 19th-century theories of how major powers interact in the 21st century."We reject those views," she said, referring to views which depict China's growth as a "threat" or U.S. policy on China as " containment."The State Department described the speech, delivered to inaugurate an annual forum dedicated to veteran U.S. diplomat Richard Holbrooke, as setting stage for a state visit by Chinese President Hu Jintao next week.Clinton said that the world is moving through uncharted territory and needs new ways of understanding the shifting dynamics of the international landscape, a landscape marked by emerging centers of influence, but also by nontraditional, even non-state actors and the unprecedented challenges and opportunities created by globalization.This is a fact that is especially applicable to the U.S.-China relationship, she said, noting that the engagement between the two countries can only be understood in the context of this new and more complicated landscape."We are in the same boat. BEIJING, Dec. 8 (Xinhua) -- China's Ministry of Finance said here Wednesday that it will sell a batch of 30-year long-term book-entry treasury bonds this week at a yield of 4.23 percent.The bonds, with a total face value of 28 billion yuan (about 4.2 billion U.S. dollars), will be sold over five days starting Thursday, said the ministry in a statement on its website.The bonds are the 40th batch of the kind to be sold by the ministry this year, and will be the fifth batch of 30-year T-bonds the ministry has sold this year.The bonds will become tradable on Dec. 15 through the national inter-bank bond market and over the counter at designated commercial banks. Interest will be paid every half year.
