SHANGHAI, Feb. 19 (Xinhua) -- Shanghai and several other Chinese cities have moved to restrict home purchases in a bid to deflate bubbles in the real estate market.The rules, which were revealed by Shanghai's Housing Guarantee and Administration Bureau on Saturday, prohibits new home purchases from locally-registered families who have owned two or more homes and non-local registered families who have owned at least one home.Additionally, non-Shanghai registered families who have no documents certifying they have paid for social security or income tax in the city for one year are banned from buying property.Sales of commercial homes fell 42.4 percent year on year in Shanghai in 2010 as earlier measures to curb the speculative demand in the real estate market took effect.Despite the fall in sales volume, the average price of new commercial homes rose by 7.6 percent to 20,995 yuan (3,200 U.S. dollars) per square meter last year.On the same day, authorities in the eastern city of Nanjing and the northeastern city of Harbin rolled out similar purchase restrictions.On Wednesday, the Beijing municipal government unveiled even tougher measures to prohibit home purchases from non-local registered families who have no proof of social security or income tax payments in the Chinese capital for five straight years.The purchase limits came after the State Council, China's Cabinet, ordered late last month that cities where home prices are skyrocketing must implement strict measures to restrict home purchases over a period of time.The State Council also said that local governments will be responsible for the stable and healthy growth of property markets and are required to publicize, before the end of March, the annual "controlled" price targets for new homes.China has implemented a series of measures since last year, which includes higher down payment and lending rates, and bans on mortgage loans for third homes, to rein in the rapid rise in housing prices.Soaring prices have become a major concern for urban Chinese residents as more homes turn unaffordable. In fact, home prices in some major cities such as Beijing have more than doubled over the past two years.

SAN FRANCISCO, April 4 (Xinhua) -- Google Inc. on Monday announced that it is bidding for patent portfolio of Nortel Networks in the bankruptcy auction for the Canadian telecommunications equipment maker.In a press release, the Toronto-based Nortel said Google has agreed to buy all of its remaining patents and patent applications for 900 million U.S. dollars in cash.Nortel, which filed for bankruptcy protection in 2009, expects the auction to be held in June this year, pending Canadian and U.S. court approvals.Nortel has selected Google's bid as the "stalking-horse bid," or the starting point against which others will bid prior to the auction.The agreement with Google includes the planned sale of about 6, 000 Nortel patents and patent applications spanning wireless, wireless 4G, data networking, optical, voice, Internet, service provider and semiconductors.According to Nortel, the patent portfolio touches nearly every aspect of telecommunications and additional markets, including Internet search and social networking."This is an unprecedented opportunity to acquire one of the most extensive and compelling patent portfolios to ever come on the market," George Riedel, Nortel's chief strategy officer, said in a statement.Google argued that the bid would help protect it from patent litigation and foster innovation.The technology industry has recently seen an explosion in patent litigation, often involving low-quality software patents, which threatens to stifle innovation, Kent Walker, Google's general counsel, said in a blog post, believing the best defense against such litigation is to have a "formidable patent portfolio. NEW DELHI, March 5 (Xinhua) -- Doctors in India have claimed to have successfully performed a rare robotic heart surgery on a 23- year-old person at a hospital in the southern Indian city of Chennai, local media reported Saturday.Dr. R. Ravi Kumar, the Director of the Institute of Cardiovascular Disease at the Chettinad Health City, said the robotically assisted procedure involved replacing both the mitral and the aortal valve simultaneously.The surgery carried out on D. Vijayakanth, an auto driver from Vellore, was done by a three armed robot, took four hours and cost 225,000 rupees (4,500 U.S. dollars)."The best part about using a robot in cardiac surgery is that the patient's heart need not be opened and the surgery can be done using a small 4cm incision. This is not possible with normal surgeries without a robot," Dr Ravi Kumar was quoted by local daily The Times of India as saying.Robotic surgery, which is fairly new in the country, can be used for a gamut of medical procedures, said Dr Ravi Kumar."It requires a lot of precision and intense training because though the robotic hands do the surgery, it has to be controlled by a trained surgeon. One of the biggest disadvantages is the lack of sensory perception which is there when the surgeon actually does the surgery himself," he said.

KAMPALA, May 14 (Xinhua) -- The deadly Ebola hemorrhagic fever has broken out in Uganda, killing one person and leaving over 30 others being monitored by health officials, ministry of health announced here on Saturday.The epicenter of the outbreak is in the central Ugandan district of Luwero located about 50 km north of the capital Kampala.According to Anthony Mbonye, head of the community health department at the ministry of health, a 12 year old girl in Zirombwe Sub-county developed symptoms of Ebola and when she was admitted at a military hospital in the district, laboratory test confirmed that it was Ebola.The Ebola virus is highly contagious and causes a range of symptoms including fever, vomiting, diarrhea, generalized pain or malaise and in many cases internal and external bleeding.The girl died on May 6 and about 30 people who she got contact with are being asked to not get into contact with the public as health officials monitor them for about 21 days.The 30 people have not yet developed the symptoms but if they do, they will be isolated from the public.Mbonye said that preliminary investigations have showed that this Ebola virus is similar to the one that broke out in Sudan, thus named Sudan Ebola.The epicenter of the outbreak is also located along the high way to southern Sudan.This viral subtype has a human case fatality rate of 60 percent meaning that it will kill 60 percent of the infected people.The other subtype is the Congo Ebola which also attacked Uganda in 2007. This one has a human case fatality rate of over 80 percent.The 2007 outbreak which occurred in the western district of Bundibugyo bordering eastern Democratic Republic of Congo claimed 37 lives out of the 148 infected.Mbonye said that there also ongoing investigations to find out whether the index case got into contact with moneys or bats, the known reservoirs of the Ebola virus.Following the outbreak, government has reactivated the National Ebola Task Force (NETF) to coordinate the fight against the disease at the national level.District task forces are also in the process of being formed according to Mbonye, who is the chairperson of the NETF.
