Governor Andrew Cuomo announced on Monday the state's formula that will determine which school districts can reopen to students in September. The formula will be implemented between August 1 and August 7, based on COVID-19 data in each region. Schools in regions in Phase Four of their reopening at that time will be able to reopen to students if the region's daily infection rate remains 5% or lower over a 14-day average. After August 1, schools will close if their regional infection rate is greater than 9% over a seven-day average.Once reopening, schools must follow guidelines specific to their districts. The New York State Health Department has released its own guidelines, which will be used by districts to develop plans. The health department's guidelines include masks and PPE whenever students or staff cannot maintain social distancing (six feet of separation). It also includes guidelines on cleaning, screening, tracing, transportation and food service. You can read the guidelines here: Recovering, rebuilding, and renewing the spirit of our schools school reopening guidance from Adam Francis WKBW's Megan Erbacher first reported this story. 1182

On the third day of the second test excavations, archaeologists said they identified a mass grave with outlines of at least ten coffins during the graves investigation.During a press conference on Wednesday, researchers said they do not feel they are at the stage of needing to expose those remains, as they do not want to do any harm.Researchers encountered the first set of human remains on day two of the second test excavation in the 1921 Tulsa Race Massacre Graves Investigation.PHOTO GALLERY: Researchers work on second test excavation to recover possible mass graves from 1921 Tulsa Race MassacreArchaeologists said, during a press conference on Oct. 20, they do not know if the remains are from 1921 at this time. They said they are hopeful to find additional remains. Researchers added that this big discovery gives them a better understanding of where to find more remains.Mayor G.T. Bynum said he is grateful for the experts who located the remains. I am very grateful to have the foremost experts in the country working to locate the remains of victims from the 1921 Tulsa Race Massacre. Today, our research team found an unmarked grave in an area previously identified through geophysical survey work. The next step will be to identify if the remains are associated with the Tulsa Race Massacre. This will be done through forensic analysis of the remains, and by comparing them with funeral home and death certificate records. We will continue to take this investigation one step at a time, wherever it may lead. Tulsa Mayor G.T. Bynum Researchers said they found the remains three feet below the surface on the west side of Oaklawn Cemetery. The discovery includes a wood coffin held together with metal nails, a temporary marker used to identify where a gravestone is usually placed and human remains of one person.State Archaeologist Kary Stackelbeck said signs of trauma will help experts determine if these remains were from the 1921 Tulsa Race Massacre.Researchers said the investigation is expected to last one week, but could extend into a second week, depending on the findings.READ MORE: Second test excavation in 1921 Tulsa Race Massacre Graves Investigation to begin Oct. 19The archaeologists are focusing on two areas in Oaklawn Cemetery this time around. The first site is adjacent to two 1921 Race Massacre headstones in the historical African American section of Potters field; the second is a new dig site located on the Southwest section of the cemetery. In 2018, Mayor Bynum announced the City of Tulsa would re-examine potential graves from the 1921 Tulsa Race Massacre. That investigation began in 2020 with crews conducting their search along the western edge of the cemetery. Archaeologists conducted extensive test excavations and concluded with no evidence of human remains. However, the search could continue beyond Oaklawn Cemetery. Researchers said several areas are still candidates for possible mass grave sites related to the 1921 Tulsa Race Massacre. The Canes, near Newblock Park, and Rolling Oaks Memorial Gardens could be next on the list of possible excavation sites.WATCH Oct. 20 press conference below: For more information on the test excavations from the City of Tulsa, click here. You can also follow the City of Tulsa's 1921 Graves Facebook page for photos and continued updates, click here. This story originally reported by Tatianna Taylor on KJRH.com. 3460

On Wednesday morning, a viral post on Twitter claimed that there were more ballots cast in Wisconsin than registered voters. As the Wisconsin Elections Commission helped to explain, this claim is not supported by data. The tweet, which has since been removed, claimed that there were only 3,129,000 registered voters in Wisconsin. However, that number is from the 2018 midterms. Wisconsinites Cast Their Votes On Election Day [PHOTOS]Get Live Results Here After the post went viral, the Wisconsin Election Commission posted a tweet discussing the number of ballots in comparison to the number of registered voters in the state. The election commission said the State of Wisconsin had 3,684,726 active registered voters as of Nov. 1. That is higher than the number of ballots counted so far, which is 3,240,275. The WEC also pointed out that Wisconsin allows for same-day voter registration, which could further increase the number of total voters. The State of Wisconsin had 3,684,726 active registered voters on November 1, 2020. Wisconsin has election day registration, which means that the VR numbers some counties report in their unofficial results are not a true indictor of registration.https://t.co/3TknriWGI2— Wisconsin Elections (@WI_Elections) November 4, 2020 Now, the viral tweet has been removed from Twitter because it "is disputed and might be misleading about an election or other civic process." 8/10Sometimes the best sequels are the long-awaited ones nobody was asking for. It could be a far-fetched premise on paper, but when the execution is done properly and enough care is put into it, the final product can reinvigorate a long-dormant franchise. Crash Bandicoot 4: It’s About Time falls into this category. The original PlayStation series took a nosedive following the core Naughty Dogg trilogy that concluded at the turn of the century. After several bargain bin attempts to revive Crash during the last two decades, developer Toys For Bob has taken the reins and found a way to properly bring back the bandicoot.Crash Bandicoot 4: It’s About Time retains what I love about this franchise: loveable imperfections. Like the originals, this game presents increasingly challenging platforming scenarios that cause equal parts laughter and frustration. The confusion about how I mistimed a jump or how an enemy bested me constantly made me wonder if it was my fault or fault of the game’s design, and in an odd way, I respect the franchise for establishing that type of confusion, whether it be intentional or not. By default, Crash 4 is more polished than those games from the 90’s, but the lovable imperfections remain at its heart. Image from crashbandicoot.com Crash Bandicoot 4: It's about time Crash has a new set of skills this time around thanks to the addition of Quantum Masks - this game’s version of infinity stones, basically. Donning one of the four face coverings grant new abilities, and each world caters to its levels toward each power-up.Masks present gameplay styles that feel inspired by recent platformers, including Ratchet and Clank (2016) and Guacamelee! , while also feeling like the perfect fit in this game’s world. Image from crashbandicoot.com Crash Bandicoot 4: It's about time Along with the platforming comes an attempt at a more fleshed out story than the series has told in the past. I, for one, am not up on my Crash Bandicoot lore, but the more hardcore fans will likely find joy in this direct sequel to Crash Bandicoot: Warped. The game’s story is a mostly forgettable tale that involves Crash and friends restoring order to the multiverse. I lost interest pretty quickly, but the anticipation of another level helped me see it through until credits rolled, plus the game has a skip cutscene button which was much appreciated. Image from crashbandicoot.com Crash Bandicoot 4: It's about time Though the story did not grab me, the level design certainly commanded my attention. Each world in this game has a distinct theme that’s gorgeously realized with eye-popping animation, making it an absolute blast to traverse through. My favorites included the Mardi Gras-like Mosquito Marsh and the dinosaur-filled Eggipus Dimension. In previous Crash games, I was always focused on where to jump next, ignoring what’s in the background, but this game’s commitment to cinematics distracted me more than a few times with its imagery (in a good way).Crash Bandicoot 4: It’s About Time is easily the best game in the franchise. Its commitment to detail and overall creativity has brought breathed new life into the series in a way that caught me, and I expect many gamers off guard. Developer Toys For Bob has more than earned the chance to create its own original franchise, but if the next move is a Crash 5, I will certainly be up for another adventure.Review code provided by publisherRelated: Super Mario 3D All-Stars reviewFor more game reviews, follow Joey Greaber Facebook|Twitter This review was originally written by Joey Greaber on KGUN9.com. 3732
