SAN DIEGO (KGTV) — Plans for a temporary observation wheel in the heart of Balboa Park have taken a step forward to becoming reality.Thursday, the Balboa Park Committee voted 7-1, with one member abstaining, to support plans for the temporary Balboa Park Star attraction, which were originally introduced by the Cohn Restaurant Group and Sky Views of America back in October.In a statement from the Assistant Deputy Director Christina Chadwick of the city's Parks & Recreation Department, while the idea has gained the committee's support, a number of potential impacts still need to be sorted out before the wheel is installed.RELATED:The Balboa Park Star Observation Wheel could bring people back to the parkIn-Depth: Balboa Park's future unfolds during COVID-19 pandemic"The Park and Recreation Department has identified a number of potential operational impacts that must be contemplated in order to fully appreciate the feasibility of this project, and given the Balboa Park Committee’s conceptual approval tonight, we will now be moving forward with the goal of getting this installation up and running on a temporary basis," Chadwick wrote.Some of those outstanding issues involve the site plan, public safety, liability, permitting, and institutional outreach.Ultimately, the hope is to see a Sky Wheel installed on a short-term basis in Plaza de Panama to attract more visitors back to the park, pending coronavirus-related restrictions on businesses, museums, and attractions.The gondolas on the observation wheel would be enclosed, climate-controlled, and sanitized after each ride. Local, state, and federal safety protocols amid the pandemic would also be observed and masks would be required.Tickets for the wheel are estimated to run - per rider and would be sold online and at the attraction. 1826

SAN DIEGO (KGTV) — New data released by the San Diego County Office of Education show three-fourths of all K-12 students in the County are now studying online and experts believe that number will increase by the start of the new year.Poway parent, Caroline Epps, told her three children recently that they would be going back to virtual learning."I could tell they were disappointed," Epps said. "It's been nice having them there even though it's been such a short time. It's going to be a little difficult having them at home the whole day again."Poway Unified is one of the few school districts that are still offering modified in-person instruction, only to elementary students. But earlier this week, the district announced they would be recommending all students to revert to distance learning after winter break."My oldest will have the most difficult time with that because her assignments are more complex," Epps said.The decision comes after another surge in COVID-19 cases. Bob Mueller with the County Office of Education says 75% of K-12 students are now learning remotely, up from 68% last month."We are seeing the impact of gatherings for Thanksgiving," Mueller said. "It's likely that we will see the surge deepen for a time as we feel the impact of gatherings for the December holidays."School staff getting sick or having to quarantine are resulting in a serious staffing shortage."We are seeing unprecedented demand for substitutes," Mueller said. We need more people to work in those roles than we've ever needed before."Epps says while it is not ideal, she understands the situation. So she and her children will have to adapt and overcome."I don't think anyone wants the school year to be the way it has been," Epps said. SAN DIEGO (KGTV) - Police are investigating the death of a child at a Tierrasanta home Tuesday.San Diego Police responded to the 3100 Block of Minuteman St. just before 11 a.m. to reports of a four-month-old child not breathing. When paramedics arrived, they began CPR on the infant.First responders were not able to revive the child.Police do not suspect the death to be criminal in nature at this point. However, police said since they are still not sure what led to the baby's death, they are investigating.The child died in a home in a military housing neighborhood.  624

SAN DIEGO (KGTV) -- Police are searching for an at-risk man who disappeared from a senior living facility late Saturday afternoon. According to police, 77-year-old Mario Aello left The Shores Post-Acute senior living facility around 4:45 p.m. Saturday. Aello reportedly told another patient he had plans to leave the facility to visit his sister in Sonora, Mexico. Aello suffers from short-term dementia and type two diabetes, police say. Aello is described as five feet, seven inches tall with brown hair. He was last seen wearing a blue t-shirt, a black and gray jacket, blue shorts and brown shoes. 610

SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. Our 10News Breaking News Tracker recorded the driver stumbling during his field sobriety test. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524
