SAN DIEGO (KGTV) -- A new report shows that the San Diego Unified School District in 2017 saw significant grade-level gains in reading and math scores.The program, called the National Assessment of Education Progress, or NAEP, shows that San Diego is the only large urban district in the nation to see significant test score increases in fourth-grade reading and math.San Diego Unified also performed significantly higher than public schools in large cities in both fourth and eighth-grade math and reading.The 2017 results mitigate a significant score drop in fourth-grade math in 2015, which the district says is due to the implementation of Common Core.The district said Tuesday that long-term data shows a generally upward trend overall.“San Diego Unified stands out as a hub of academic excellence and innovation, where students learn and thrive thanks to the dedication of our teachers,” said Superintendent Cindy Marten. “The NAEP results underscore the incredible teaching and learning that’s occurring in San Diego Unified schools every day.” 1064

SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. SAN DIEGO (KGTV) – A man was taken into custody after he was seen damaging the lobby at the San Diego Police Department’s downtown headquarters.At around 5:30 a.m. Friday, an SDPD officer heard noise coming from inside of the building on 1401 Broadway and saw a man trashing the lobby.Other officers responded, and as they surrounded the lobby from the outside and inside, the man used a large stick or bat to smash glass doors.After some glass broke, officers converged and ordered him to drop the object.Officers deployed less-lethal rounds towards the man and struck him. Once he was on the ground, officers arrested him.Police are reviewing surveillance footage to determine where the man came from and how he ended up inside the building. 751

SAN DIEGO (KGTV) – A pilot suffered minor injuries Wednesday after a small plane landed hard at Fallbrook Airpark and skidded off a runway.The incident involving a small aircraft was reported just before 9:55 a.m. at the Fallbrook Airpark on 2155 Air Park Rd., authorities said.According to a North County Fire Protection District official, the plane was in the air when it experienced mechanical problems. The pilot landed at the airport, but the plane skidded 50-70 feet off the end of the runway and came to rest in a dirt area.The plane did not catch fire, the department said.The department said the pilot, who was the only person on board, suffered minor injuries and was taken to Palomar Medical Center for treatment.ABC 10New learned the FAA will investigate the incident. 788

SAN DIEGO (KGTV) - A heartbroken Allied Gardens homeowner is pleading for the return of a stolen trailer? which contained the belongings of her hospitalized mother.When Erin Rose went out to the driveway of her home on Delbarton Street Friday morning, she froze. "My heart just dropped into my stomach. I felt nauseous," said Rose.Missing from her driveway was her 5-ft x 8-ft trailer. Drag marks revealed how it left the home."You can see it extends all the way to the street ... and to the intersection," said Rose.Rose had locked up the trailer in two places. The only thing she found were the remnants of one of the locks."Just heartbreaking and sad," said Rose. The trailer contained all the belongings of her mother Gail, 74, a part-time San Diegan recently hospitalized in Wisconsin with a heart condition. Rose had been storing her mother's belongings since buying a home months ago."That's all my mom has left. Now she has nothing," said Rose.Inside the trailer: furniture, household items, and some jewelry, including family heirlooms. There was also a lifetime of photos. Most of them haven't been digitized. Rose waited a week to tell her mother, until she was strong enough to receive the news."She cried, she cried. She knew she couldn't get stressed out, couldn't get her heart rate up. Right now she's focusing on her health. Hasn't really hit her she's going to come back to nothing," said Rose.Rose is now hoping to change that by making a plea for tips."I just want when she comes back to be able to have her photos on her nightstand.
