LA MESA, Calif (KGTV) - According to the California Department of Public Health, seven deficiencies were issued after an investigation of Sharp Grossmont Hospital. In April state investigators conducted a survey consisting of 14 closed medical records. According to the investigator's findings documented in a statement of deficiencies and plan of correction report, "Hospital leadership did not provide notification of a potential investigation and the use of video recording during medical treatment without patient's consent." Investigators also noted deficiencies with regulations related to medical staff accountability, patient's rights, and use of restraint or seclusion. According to the state document, "The patient has the right to personal privacy. This Statute is not met as evidenced by: Based on interview and record review, the hospital failed to ensure the privacy of all patients undergoing medical treatment in the WHC (women's health center) ORs (operating rooms) when the hospital's Admission Agreement for Inpatient and Outpatient Services was utilized as consent to allow video recording during medical treatment. Also, the Admission Agreement did not allow the patients' the option to acknowledge and/or decline video recording. As a result, the hospital leadership allowed video recording of patients undergoing medical treatment without knowledge or consent." The deficiencies listed fall under violations to conditions of participation for a hospital as listed in title 42 of the federal code of regulations.   A deficiency is a violation of a federal or state law or regulation that the California Department of Public Health cites during a survey or investigation.Officials with the California Department of Public Health tell 10News issuing deficiencies is a form of enforcement action. It requires the facility to submit a Plans of Correction to fix any violations. According to Sharp officials, in 2012 they were alerted that beginning in 2011, potentially powerful drugs and equipment were missing from the anesthesia cart in each of Sharp Grossmont Hospital's three Women's Center operating rooms. The hospital installed a computer monitor with a motion-activated camera in each of the three Women's Center operating rooms. Between July 2012 and June 2013, the videos were recorded. The hospital says the cameras were intended to record only individuals in front of the anesthesia carts. In a statement to 10News, a spokesperson for Sharp wrote:"In their survey, the California Department of Public Health (CDPH) identified areas where opportunities for improvement existed. The hospital addressed each area of concern and created a plan of correction for those findings. Both CDPH and the Centers for Medicare & Medicaid Services (CMS) accepted Sharp Grossmont’s plan of correction, as confirmed in a follow-up survey. The hospital’s plan of correction provides that:The specific techniques used in the 2012-13 investigation have not been used since and will not be used for any future investigations.Any potential future investigations are required to strictly adhere to Sharp’s policies and procedures;Medical staff will be kept informed of any similar future investigations that may occur;Patients will receive full disclosure of any future investigations that may affect their privacy;The patient grievance practices have been strengthened to ensure patient complaints and grievances are appropriately and efficiently managed; andAdditional measures are in place to safeguard against the inadvertent release of patient information to third parties. Staff and clinicians have been educated on the hospital’s plan of correction and policies. While we are pleased that CDPH and CMS accepted our plan of correction, we regret that the investigation inadvertently recorded patients and may have caused distress to those we serve."More than 400 women who claim they were secretly recorded are suing the hospital.Court records show a hearing is scheduled in September. 4026

(KGTV) — An East County father who lost his young son in a terrorist bombing in Sri Lanka is reacting to the death of the ISIS founder, who claimed credit for that attack.Alexander Arrow and his son, 11-year-old Kieran Alexander Shafritz de Zoysa, often found themselves on the trails of the Oakoasis County Preserve in Lakeside."We couldn't possibly pass anyone on the trail without him saying hi," said Arrow.Arrow says Kieran was friendly and exceptionally bright, with dreams of becoming a neuroscientist so he could help people. This past Easter, Kieran was in the city of Colombo, Sri Lanka, on a semester abroad. He was having lunch with mother and grandmother, when a suicide bomber walked into the restaurant, and blew himself up. The shrapnel killed Kieran, while his mother and grandmother survived.As a father wrestles with his grief, the man who claimed credit for the Easter day bombings that killed nearly 260 people, is dead. ISIS founder, Abu Bakr al-Baghdadi, blew himself up after U.S. special operations team cornered him in his compound in Syria this weekend."I am grateful to the U.S. commandos who did their job ... grateful to the armed forces trying to make our world a safer place," said Arrow.While al-Baghdadi claimed credit for the bombings, Sri Lankan authorities believe the suicide bombers were inspired by ISIS, but didn't get any direct aid from them. Arrow says because his son's killers also died that day, he was never consumed by a quest for justice. (WFTS) -- This week, Amazon kicked thousands of sellers off its site for price gouging and Florida Attorney General Ashley Moody announced she’s investigating dozens of sellers amid the growing coronavirus pandemic.But KGTV sister station WFTS in Florida learned that while those sellers were making big profits off customers’ fear and misery, Amazon substantially raised its own prices on products like hand sanitizer, protective masks and toilet paper.Wayne Farmer sells groceries on Amazon, shipping them in boxes to customers out of his Lithia, FL home.“When this pandemic hit in the past month, our business has really just doubled, tripled,” Farmer said.Farmer knows his items are expensive because he has to pay a shopper to buy them at retail price at local stores, then he pays to ship them to Amazon or directly to customers and he pays Amazon fees of up to 30 percent.“When you see a price out there of on six cans of something, just realize at the end, the person who originated that, me, may have made ,” he said.But other Amazon sellers may have been price gouging, which is defined as when a seller increases the prices of goods, services of commodities to a level much higher than is considered reasonable or fair.Earlier this week, Amazon announced it removed 500,000 listings and 3,900 third-party sellers from its site for suspected price gouging.More than half of Amazon’s total annual sales come from those sellers.According to Florida Attorney General Ashley Moody, those sellers on Amazon the site raised prices by up to 1,600 percent for things like hand sanitizer, cleaning supplies and protective masks.But the I-Team has learned those third-party sellers weren’t alone in substantially raising prices.“When we looked at the data, we saw price increases from both Amazon and third-party sellers,” said Greg Mercer, founder and CEO of Jungle Scout.That company tracks Amazon sales data and sells it to third-party vendors.Mercer says Amazon not only earned commissions from those sellers accused of price gouging, it also more than doubled its own prices on essential goods as the COVID-19 pandemic grew between early January and mid-March.At one point earlier this month, Amazon listed a four-pack of its own brand of toilet paper for .We contacted Amazon about Jungle Scout’s findings, but a spokesperson wouldn’t directly answer our question about whether Amazon engaged in price gouging.She said in an emailed statement:· Amazon is working with state Attorneys General and sharing information to help them hold price gougers accountable· Amazon has instituted additional manual audits of products in its stores due to the increase risk of price gouging from unscrupulous sellers seeking to evade their automated systems and take advantage of consumers· Amazon leverages a number of automated and manual methods to detect potential price gouging in our store. LEMON GROVE, Calif. (KGTV) - A strip mall that had fallen into disrepair and attracted squatters has been placed into receivership, according to the San Diego Sheriff’s Department.Located on the 7400 Block of Broadway, the property consisted of several buildings that had closed about a year ago after the city busted an illegal marijuana dispensary.But that’s when the real problems began.“Lots of police calls, criminal activities and police responses,” said Richardson Griswold, who was appointed as the receiver by a superior court judge on Friday.It came after the City of Lemon Grove had been granted a judgment against the owners of the property. The judgment required that the owners clean it up and properly secure it, but that was never completed.When the receiver arrived Friday afternoon, the Sheriff’s Department was called in to remove six people who had been living inside. One of them was found hiding in the attic. Four were taken into custody on existing warrants.Inside, Griswold said there was “heaps of trash, clothing, and no plumbing, so there was the smell of human feces and human urine.”He had already hired a crew to start clearing out the buildings and board up the access points.
