ANDERSON, Ind. -- A mother and stepfather in Indiana are accused of locking their children in a basement without food, water or a place to go to the bathroom.Connie and her husband Javier Campos were arrested over the weekend and charged with four counts of neglect of a dependent. The investigation began back in November 2017 when a 13-year-old boy ran away from home and was found at a local hotel. At the time, the investigator contacted the Department of Child Services because he believed the children may be in need of services. According to court documents, the couple had four children living in their home ages 13, 11, 10 and 8.The children told investigators that their mother and step-father would lock three of them in the basement of their home any time the adults would leave the house or go to bed.The children described using a bucket and bottle if they needed to go to the bathroom or holding it until morning.  “You go before, hold it or it sucks to be you,” the 13-year-old child told investigators.Each of the children had a bed in their upstairs bedrooms, according to court documents, but they were only there “in case CPS came then they would think we sleep there.” 1217

An 11-year-old boy is now safe after getting sucked into a drain during Tuesday's flooding in Harrison, Wisc.. According to officials, the boy and some of his friends were playing in a retention pond that was completely full and draining at a high rate. Apparently, the boy got some goggles so he could see where the water was draining. He then got sucked in and disappeared under water. The boy's friends called 911 and emergency crews responded. Crews searched for 45 minutes until one of the rescuers saw the little boy sticking his finger through a manhole covering. The manhole lid was removed and the boy was pulled to safety. The boy was transported to a local hospital by Gold Cross Ambulance and was conscious and alert at the time.Sheriff’s officials are warning parents to not allow children to play in or near drainage ditches or retaining ponds especially during storms. ANDERSON, Ind. — A convicted killer already serving two life sentences without parole and accused of killing a fellow prisoner last summer told a Madison County judge this week he will keep killing people until he's given the death penalty.Tommy Holland, 45, made the statement Tuesday during a hearing in Madison Circuit Court. Madison County Prosecutor Rodney Cummings said Holland had been expected to plead guilty to the Aug. 9, 2019 stabbing death of Clifford Bagget, 28. In exchange for the plea, Holland was expected to receive his third life sentence, Cummings said.The stabbing happened inside the Pendleton Correctional Facility. Holland was serving two life sentences for murder out of Marion County. Bagget, of Florida, was serving time for aggravated battery, battery, and possession of methamphetamine, according to court records.Instead, the scene inside the Madison County courtroom was much different."His lawyer said [Holland] wanted to make a statement and that it was coming against the advice of counsel," Cummings said. "What he basically said was, if you don't give me the death penalty I'm going to keep killing people until you give it to me."The hearing did not proceed with the entering of a guilty plea. Instead, the judge ordered Holland to undergo a competency evaluation.Cummings said he will consider the unusual request but there are other factors under consideration as well."I don't want to waste taxpayer money," Cummings said.In addition, the 7th Circuit Court of Appeals in Chicago has not upheld a death penalty sentence brought to them on appeal in 11 years so the likelihood of a sentence of death being carried out against Holland is slim, Cummings said.Holland is currently being housed in segregation at Indiana State Prison in Michigan City, Cummings said. An Oceanside City Councilman is proposing a tax credit for companies who hire Oceanside residents and pay them at least ,000 a year.Councilman Christopher Rodriguez says he wants to reward Oceanside businesses who hire locally. The proposal, which the City Council will initially discuss Wednesday, would pay Oceanside companies ,500 for each new hire who lives in Oceanside and is paid that minimum salary. "It's a big problem, housing affordability in North County," Rodriguez said. "North County, Coastal Oceanside, we're up and coming. It's more expensive to live here for sure."Rodriguez said his proposal is a starting point and that he is willing to move on the numbers based on council feedback. If there is support, city staff could analyze the proposal and return in 120 days with a concrete plan.Business groups such as the Oceanside Chamber of Commerce expressed support for the plan. Peter Rodriguez, an operations manager at Beachfront Only, a vacation rental property management firm, said the credit could help his company. He says Beachfront Only often hires Oceanside residents because they are close to most of their properties. The company has two openings that pay about ,000 a year.
