San Diego County welcomed its first baby of 2019 at 12:04 a.m. Ainhara Abegail Banos was born at Scripps Mercy Hospital in Chula Vista at 7 pounds and 14 ounces. The bundle of joy is 20 inches tall. (KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. Winter is the best time for Southern California to accumulate rain, and with the decreased chances of rain, Southern California could move into drought conditions by the end of the winter. 1850

SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058

(KGTV) - An alleyway in Hillcrest has transformed from dark and dirty to a work of art, and the revision isn’t complete yet.Patric Stillman is the owner of The Studio Door, an art gallery positioned in front of the alleyway. He said artists have been adding their work to the walls of the alleyway and it’s now grown into its own gallery that they’ve dubbed “mural alley.”“This was a pretty grungy space and over the past year we’ve been able to bring in some remarkable local muralists,” said Stillman.While artists continue to work on blank walls in the area, the Hillcrest Business Association is stepping in to take the space to the next level. Benjamin Nicholls, the Hillcrest Business Association Executive Director, said they’re asking the community for donations to fund-raise and add string lights that zig zag across the top of the alleyway.“Hillcrest mural alley is going to become a destination and it’s going to be a creative community destination,” said Nicholls.Nicholls added that in a coronavirus era when activities are safest outdoors, they hope this space will become an outdoor entertainment and event area.Even without the addition of the lights, it’s already catching eyes. Mother daughter duo Brooke and Linda Castro said they were walking to lunch in Hillcrest and noticed the art, then changed their route to walk by it.“We saw this so we decided we needed to walk down the alley to see everything,” said Linda.They said they could envision the space with lights and would welcome the addition because it would highlight the art, but also bring a level of safety.“I think this would become a more popular area just because of the artwork and the lighting,” said Linda.Donations to the project can be made here. SAN DIEGO, Calif (KGTV) - In an effort to calm people's fears about new streetlights equipped with cameras and sensors, the City of San Diego will hold a public forum Wednesday night to answer questions and explain what the new technology does, and does not do.The meeting is from 5:30 to 7 pm, at the Malcom X Library on 5148 Market Street.Over the last two years, the city has installed more than 3,000 new streetlights that have "Smart City" technology built into them. The lights have cameras, microphones and sensors to track activity around them throughout the day.RELATED: "Smart" Streetlights coming to San Diego"Pedestrians walking by, cars parking and then leaving, cars traveling by, which direction, how fast," explains Cody Hooven, the City of San Diego's Chief Sustainability Officer.It will also track weather information in real time.That information is turned into meta-data and uploaded to the cloud. The footage from the cameras isn't accessible to the public, and the cameras are not for surveillance. According to the city, the footage has already been used to help SDPD solve a handful of crimes.Hooven also says the cameras will use GPS technology to ensure they only get footage of public spaces, and not areas that are expected to be private. The system uses a process called "curtilage" to blur any areas that shouldn't be shown.Hooven says the city is ready to answer any other questions people have about the new lights at Wednesday's meeting."Technology is coming and we're trying to embrace it to provide a lot of benefits to the city and save us money," she says.
