The hurricane that swept ashore in Louisiana less than 24 hours ago has weakened to a tropical depression and is bringing heavy rain to western Mississippi.The National Hurricane Center says maximum sustained winds of what was once Hurricane Delta were clocked at 35 mph at around 10 a.m. local time Saturday. The center of the storm hit land at 6 p.m. Friday near Creole, with top winds of 100 mph.Around landfall, a National Weather Service water gauge at Freshwater Canal Locks, Louisiana, reported a storm surge inundation of more than 8 feet above ground level. Even though he was the PGA Tour's Player of the Year in 2009 and 2013, golf's four majors still eluded Woods. After having a successful 2013, Woods' health has declined. His declining health was evident last May when he was arrested near his Florida home for DUI. Woods was unable to balance his prescriptions, which caused him to fall asleep behind the wheel. Woods said last year that his goal was to be able to walk comfortably again. After several failed attempts at rehabbing his back, he is finally able to play pain free. Being able to play pain free has allowed Woods to be considered the favorite, according to Vegas, of winning the Masters. Woods has been in contention in both of his last two tournaments. He was just a putt away from forcing a playoff at last month's Valspar Championship. But it has been 13 years since Woods left Augusta with a Green Jacket, causing many to doubt if Woods would ever win the Masters again, let alone a Major. Among those who doubted Woods was the golfer himself. That was until last December, his first tournament back after missing a year to rehab his back. "After a few tournaments in, I felt more comfortable," Woods said. "I started getting used to what I could do, and then I started putting the pieces together that started preparing to play events, started competing and keeping score and posting numbers, and all of a sudden I started getting my feels back, and here we are."One person who is happy to see Woods back at Augusta is Phil Mickelson, once a bitter foe of Woods. Mickelson and Woods played together in a practice round on Tuesday. "I think that nobody respects and appreciates what he's done for the game more because nobody's benefited from what he's done for the game of golf more than I have," Mickelson said. "I've always had that appreciation and respect for him. To see him back out playing is incredible. The holidays are right around the corner, but Walmart won't be hiring for help.The retailer plans to meet its need for extra work during the holiday shopping season by giving existing employees more hours, according to a release from the company.Hiring seasonal holiday help is a tradition in retail. Walmart rival Target has already announced plans to bring on 100,000 temporary holiday workers.But Walmart's move is a sign of the tightening labor market which has made it difficult for employers to fill open positions. There were a record number of unfilled job openings nationwide in the latest government reading of the labor market. More than 600,000 of the open positions were from retail.It also can be seen as part of the effort by Walmart, the nation's largest private sector employer, to make jobs there more attractive and to cutdown on turnover.The company announced a series of pay raises for its lowest paid employees in early 2015, which took the minimum pay for most employees to an hour by last year, and the average pay for its full-time workers to about an hour. Part-time workers are paid about an hour on average.For part-time employees, additional hours could increase total pay more than an increase in hourly pay.Walmart says it employed the same strategy of more hours for existing employees during the holidays last year and "we heard great feedback from our customers and associates," according to Judith McKenna, chief operating officer of Walmart U.S.Walmart had 1.5 million U.S. employees as of Jan. 31, according to a company filing. 1585

The National Park Service plans to thin a herd of bison in the Grand Canyon through roundups and by seeking volunteers who are physically fit and proficient with a gun to kill the animals that increasingly are damaging park resources.Some bison would be shipped out of the area and others legally hunted on the adjacent forest. Within the Grand Canyon, shooters would be selected through a lottery to help bring the number of bison roaming the far northern reaches of the park to no more than 200 within three to five years. About 600 of the animals now live in the region, and biologists say the bison numbers could hit 1,500 within 10 years if left uncontrolled.The Grand Canyon is still working out details of the volunteer effort, but it's taking cues from national parks in Colorado, the Dakotas and Wyoming that have used shooters to cut overabundant or diseased populations of elk. The Park Service gave final approval to the bison reduction plan this month.Sandy Bahr of the Sierra Club says she's hopeful Grand Canyon will focus mostly on non-lethal removal.The Grand Canyon bison are descendants of those introduced to northern Arizona in the early 1900s as part of a ranching operation to crossbreed them with cattle. The state of Arizona now owns them and has an annual draw for tags on the Kaibab National Forest. Nearly 1,500 people applied for one of 122 tags this year, according to the Arizona Game and Fish Department.The bison have been moving in recent years within the Grand Canyon boundaries where open hunting is prohibited. Park officials say they're trampling on vegetation and spoiling water resources. The reduction plan would allow volunteers working in a team with a Park Service employee to shoot bison using non-lead ammunition to protect endangered California condors that feed on gut piles.Hunters cannot harvest more than one bison in their lifetime through the state hunt, making the volunteer effort intriguing, they say."I would go if I had a chance to retain a portion of the meat," said Travis McClendon, a hunter in Cottonwood. "It definitely would be worth going, especially with a group."Grand Canyon is working with state wildlife officials and the Intertribal Buffalo Council to craft guidelines for roundups and volunteer shooters, who would search for bison in the open, said Park Service spokesman Jeff Olson.Much of the work would be done on foot in elevations of 8,000 feet or higher between October and May when the road leading to the Grand Canyon's North Rim is closed. Snowmobiles and sleds would be used to remove the bison meat, and helicopters in rare instances, park officials said.Carl Lutch, the terrestrial wildlife manager for Game and Fish in Flagstaff, said some models require volunteers to be capable of hiking eight miles a day, carrying a 60-pound pack and hitting a paper plate 200 yards away five times.The head and hide of the bison would be given to tribes, or federal and state agencies.Lutch said one scenario discussed is splitting the bison meat among volunteers, with each volunteer able to take the equivalent of meat from one full bison. Anything in excess of that would be given to tribes and charities, he said. A full-grown bull can have hundreds of pounds of meat.Theodore Roosevelt National Park in North Dakota used volunteers in 2010 for elk reduction, selecting 240 people from thousands of applicants, said park spokeswoman Eileen Andes. Some quit before the week was over, she said."We had quite a bit of snow, so you're not in a vehicle, you're not on a horse," she said. "You're hiking through snow to shoot elk and haul them out. The NFL has revealed some of its plans regarding Super Bowl LV in Tampa. The league is now planning for 20% capacity at the stadium, ESPN reports.Crowds at football games this year have been mixed, with some teams allowing limited fans and some not allowing any guests.ESPN's Adam Schefter also reports if a Week 18 is added to this regular season, the off week would be eliminated and Super Bowl LV would stay on February 7.Tampa is set to host the Super Bowl, and just last month the NFL said it was preparing for a full house.Thousands are also expected to attend events that week along the Riverwalk downtown.Tampa's Mayor Jane Castor said she had a meeting on Tuesday related to the Super Bowl and plans are in place for 16,000 to 70,000 fans and it will take more time to determine how many people will be allowed to attend."We’re going to put on the most spectacular Super Bowl ever under probably the most different circumstances ever, but this is Tampa and we do things big here so it will be safe and it will be spectacular," she added.The President and CEO of the South Tampa Chamber of Commerce Kelly Flannery said in a statement, "The Super Bowl provides for a considerable economic boost for host cities and our local businesses will benefit from having Super Bowl 55 in Tampa in an incredible way."Rob Higgins with Tampa Bay Sports Commission said they are working closely with the NFL and local public health officials to determine what the capacity will be for the Super Bowl."It is not known at this time.
